The Project attempts to make Gujarat jump over in boosting HDI and create a world-class living mini Metropolis better than a Bangalore or a Hyderabad, for the best brains of the world – in Value Added Manufacturing, Life Sciences, R&D and Universities/Training Institutes. INSPIRED BY SILICON VALLEY 2) Gujarat Vittal Innovation City (GVIC) is a proposed ecosystem for knowledge based services, knowledge based manufacturing, R&D and incubation activities. It is inspired by Global High Technology Innovation Clusters like the Silicon Valley in US, Hsinchu in Taiwan, Tsukuba in Japan, Daedeok INNOPOLIS in Korea and Sofia Antipolis in France. The concept evolved at the EMPI Vittal Centre to make Indian Companies more ‘Innovative’; bring global high-tech companies to India and create world-class manpower. HIGH-TECH INDUSTRY SEGMENTS…NON-POLLUTING & KNOWLEDGE BASED 3) The GVIC is planned to be developed to provide world class infrastructure and services for High-Tech Industries. Key segments would include Eco-friendly, Non-polluting industries like Electronics, Semiconductors & Nano-Technology; Aerospace & Precision Engineering; Life Sciences including world-class facilities for Genetic Engineering, Stem-Cell Research, Regenerative Medicine; Agri business & Aqua Marine; Alternate Energy & Green Technologies, and key service sectors such as IT/ITES, Industrial Design, Digital Animation, Film Making and Media. Chemical Industry IS NOT included. EDUCATION & MANPOWER HUB – WORLD CLASS RESEARCH UNIVERSITIES, TECHNICAL INSTITUTES, SKILLS TRAINING ETC. 4) International Universities, R&D Centres and Technical Institutions will form the key hub of the GVIC and be focused on supporting the segments especially providing high-quality manpower. The world-famous German STEINBEIS Foundation has signed an MoU for Skills training. KOREAN INDUSTRIAL TECH PARK – FIRST IN INDIA 5) The Korea Land Corporation, fully owned by the Government of Korea, has signed an MoU to associate as Co-Developer for establishment of a large Korean Industrial Park/Technology Zone as part of the Project, a first in India. It is planned to re-locate certain Korean Companies from China. The Park is going to function in the backdrop of the Free Trade Agreement(CEPA) the Government of Korea that has been signed with the Government of India. It has taken significant effort to orient the Koreans to shift from Chennai and NCR to Gujarat, which they are now willing to do after a year of Due Diligence. AEROSPACE ENCLAVE - CAPA AS CO-DEVELOPERS & TATAS INTEREST 6) CAPA, a global Aviation Company is partnering to create India’s first integrated Aerospace Enclave, from R&D to Manufacturing, FBOs, MROs with special focus on developing the world’s first Helicopter City. TATA Chairman’s Office has evinced interest to transfer Helicopter manufacturing apart from shaping a Aerospace vision for the State. IT COMPANIES IN FOUNDING INDUSTRIAL CONSORTIA 7) Top Indian IT companies like Cognizant, Polaris, Hexaware, Zensar and Rolta have signed MoUs/EoIs to be part of the Founding Industry Consortia. WORLD-CLASS HEALTHCARE, LIFE SCIENCES & MEDICAL DEVICES 8) Life Sciences, Healthcare and Wellness are a key integrated enclave. This will include a large International Level Medical Super-specialty Hospital with a focus on frontier areas like Genetic Engineering, Stem-cell research, Personalised medicine etc. but merged with the traditional health systems of India. A unique feature will be a sub-enclave for Bio-medical companies. A leading Medical University is planned. JOBS FOR LOCAL ECONOMY 9) Total investment, as estimated by the Project Consultants, Deloitte, including the units, over an 8 year period, is going to be in the order of Rs. 11,000 Crores. The Project is expected to generate direct and indirect employment for about 1 Lakh people. AGRI-BUSINESS TO LINK LOCAL COMMUNITY WITH WORLD 10) Agri-business and agro-based Industries will form a key component with processing units being set up for Horticulture, Dairying and Marine segments. These will include High-Tech initiatives to adopt and upgrade plantations in the site and around to world-class levels, so that higher value is able to accrue to the local community from global markets. Also, the marine focus, apart from seafood, will be on the innovative highly value added area of Seaweed Cultivation. R&D, Education and Training Institutes for farmers will be set up. PROFESSIONALS, NOT BUILDER-LED 11) GVIC or Innovation City is conceptualized and led by leading professionals, under Mr. N. Vittal’s Chairmanship, from diverse fields. It is an example of a project that is not real estate developer-led. International co-developers and strategic investors will join hands to power the concept by cross-resourcing R&D, education and training. Leading stalwarts like the Former President of India H.E.Dr. A.P.J. Kalam, Mr. Nandan Nilekani, Dr. Sam Pitroda, Kiran Karnik, Dr. E. Preparatory relationships in this direction have already been entered into with Daedeok Innopolis of Korea (a massive 71 square mile Science City accounting for over 10 % of patents generated in Korea), the Heidelberg Technology Park of Germany (at the heart of Europe’s bioscience regions), and the Zerinke group (one of the world’s leading facility managers of specialized science parks) and others. SINGAPORE INDIA SEZ 13) A huge opportunity exists to bring in a Singapore Enclave as their current attempts to develop a SIEZ have not succeeded. Meetings with IE, Jurong and leading private developers have evinced interest to structure a Singapore Consortium.
