Paul Spencer ’76 is seeking contractor or government sector opportunities within the Department
of Defense, Intelligence Community, and Department of State. He brings a unique background
and skill set with 21 years of leadership and operational experience with the US Army, the
majority in Special Operations, and 15 years with the Intelligence Community supporting the
National Reconnaissance Office, Central Intelligence Agency, Department of Defense,
Department of Homeland Security and the Federal Bureau of Investigation in various analytical,
programmatic and management roles.
He is also seeking opportunities outside of the traditional “Beltway” venues, bringing his
leadership, management and analytical experience to companies in the private sector.

Senior Project Engineer-The Aerospace Corporation. Provided FFRDC analytical, technical, programmatic and leadership
support to the Department of Defense, Intelligence Community, Law Enforcement and Department of State. Supported
the development and refinement of National Systems Data (NSD) requirements and systems implementation to meet the
specific needs of the DoD, CIA, DoS, DHS, and FBI.


Provided management, technical and programmatic FFRDC support to government Program Manager (PM)
supervising a 30 person analytical group tasked to develop analytical tools to exploit existing and emerging
National Technical Means sensors.

Managed 16 funded/unfunded projects requiring program and budget execution supervision to insure projects
were resourced and operationally relevant. Received an MSD Contractor of the Quarter Award for the effort.

Led FFRDC support in preparing brief on utilization and collection strategy of multi-INT capabilities to support
USSOUTHCOM‘s efforts to counter the SPFS/SPSS threat. Resulted in a $3M funding line.

Project lead for promoting and expanding technical partnerships with the Central Intelligence Agency-Directorate
of Science and Technology/Special Response Unit; Department of Homeland Security-Customs and Border
Protection; Federal Bureau of Investigation-Special Technologies and Applications Section; Department of StateDiplomatic Security.

Program lead for integrating National Systems Data onto Naval Special Warfare Command and Naval
Expeditionary Combat Command Riverine Squadrons unique watercraft. Resulted in an enhanced capability to
detect and track targets in support of operations in Iraq.

Designed, implemented and supervised the strategy, policy, demonstration, training, testing, purchasing, fielding
and sustaining one of a kind National Systems Data program that enhanced the security of deployed Department
of State Diplomatic Security personnel.
Central Intelligence Agency
 Liaison officer DCI Crime and Narcotics Center: provided performance and utility needs assessment of NRO
systems supporting crime and narcotics operations. Provided extensive technical and analytical support to a
counter narcotics operation targeting suspected illicit cargo. Focal point for integrating the Web-based Access and
Retrieval Prototype (WARP) into the analysts works space which resulted in increased and timely access to
National Systems Data imagery.

Liaison officer DCI Counter Terrorist Center: provided focused multi-intelligence analysis, fusion and targeting
support to a Special Access Program engaged in operations supporting Enduring Freedom (Afghanistan).
Participated in the daily Assistant Director of Central Intelligence for Collection (ADCI/C) chaired meetings to
optimize and fuse National Technical Means (NTM) collection with ground and air collection assets in
Afghanistan.

Exercise coordinator for the CIA Directorate of Operations and Directorate of Intelligence officer’s participation
in US Joint Special Operations Command exercises. Provided subject matter expert advice to CIA on operations
and policies in support of JSOC operations.

Regional desk officer providing operational and intelligence support to Special Forces personnel preparing to
execute NCA directed operations.

Squadron Commander responsible for the planning, resourcing, training and deployment of Special Forces
personnel in support of NCA directed operations.

Commanded the EUCOM Regional Survey Team responsible for training, equipping, coordinating, budgeting and
employing low profile Special Forces personnel conducting counter terrorist surveys of USG facilities within
EUCOM/AFRICOM.

Executive Officer, 1st Battalion, 10th Special Forces Group (Airborne), as Chief of Staff directed, coordinated and
trained the primary and special staff to support battalion operations, maintenance and logistics. Successfully
relocated the battalion and dependents from Flint Kaserne, Bad Tolz to Panzer Kaserne, Boeblingen GE

Director of Operations, 7th Special Operations Command, responsible for all operational and logistical issues
concerning policy, operations, plans, training and support for Special Operations Forces arriving into theater.

Intelligence Officer: specialized intelligence support (HUMINT/IMINT/SIGINT) for unconventional warfare
contingency missions. Supervised team operations providing order of battle analysis, counter intelligence, ISR
collection strategy, photo interpretation, and country area studies.
