No. 17 WISCONSIN ASSOCIATION FOR HEALTH, PHYSICAL EDUCATION, RECREATION AND DANCE Coordinator--WAHPERD Districts Operating Code Purpose: To provide leadership for the districts of the State and serve as district member of the district officers. Organization: The Coordinator of each Association District shall automatically succeed to the prescribed responsibilities in the District at the conclusion of the WAHPERD convention. The seven districts shall be grouped by CESA’s as follows: District #1 (Southeast): CESA 1. District #2 (South Central): CESA 2 District #3 (Southwest): CESA 3 & 4 District #4 (Central): CESA 5 District #5 (Eastern): CESA 6 & 7 District #6 (Northeast): CESA 8 & 9 District #7 (Northwest): CESA 10, 11 & 12 Responsibilities: 1. Represent the District and serve as liaison between the District and State organization. 2. Serve as a member of the Nominating committee. 3. Promote district interests within WAHPERD and with other organizations, agencies and committees (eg. PTA, Boards of Education, Administrators, American Heart Association, American Lung Association, and American Cancer Society). 4. Prepare and/or send noteworthy news to the editor of the WAHPERD Journal. Submit an article for each issue of the WAHPERD Newsletter. 5. Develop a file for continuous use to include: a. copy of this operating code for the District Coordinator. b. copies of pertinent correspondence. c.. up-to-date list of members of WAHPERD within the District (from WAHPERD office) 6. Attend all Board meetings and submit progress reports 7. Send information to members within district to obtain nominations for awards (e.g. Teacher of the Year) 8. Mentor Coordinator-elect and invite them to attend the summer Board of directors meeting as an observer. 9. The WAHPERD Board of Directors includes 1 voting member from each of 7 districts. These members represent the needs and views of the WAHPERD members who reside in their respective regional areas. They also serve as WAHPERD’s ambassadors in their local areas. Bylaws. Each voting member needs to be familiar with WAHPERD’s bylaws. They are printed in the back of the WAHPERD Directory. Additional copies are available in the WAHPERD office. Resources. Each WAHPERD district receives $300.00 at the first meeting of the newly elected Board of Directors and an additional $100.00 if Jump or Hoops for Heart are promoted. This money is placed in a WAHPERD district account that is maintained by the district coordinator or designated district treasurer. These funds may not be comingled with personal funds. Districts may add money from other legitimate sources such as fees collected for workshops, sale of merchandise, donations, or fees collected from commercial exhibitors who attend district events. These funds may be spent on programs or events that support WAHPERD’s mission. A financial report will be prepared for each meeting of the Board of Directors that indicates money received, spent, and cash on hand. Money that is not spent by the end of the fiscal year will be kept by the district for future use. Workshops. Each district is expected to host at least one professional development event per year. The time, location, duration, and format and cost may vary at the discretion of the District Coordinator. WAHPERD members should be allowed to attend for a reduced fee. Historically, some districts have only charged a fee for non-members. People who have previously served as District Coordinators are the best source of ideas when planning a workshop. Board Meetings. The WAHPERD Board of Directors meets 4 times per year. The meetings are usually held on a Friday evening or a Saturday in an effort to minimize scheduling conflicts. It is very important for each district to be represented at these meetings. When a district coordinator cannot attend a meeting, a coordinator-elect or pastcoordinator may be designated as a proxy and submit a progress report. Elections. The district will elect its coordinator at a district workshop. The person elected will serve as the coordinator-elect (understudy) until the next WAHPERD convention. The term of office will begin on the last day of the WAHPERD convention and last for one year. District coordinators may succeed themselves and serve for two or more consecutive terms. Convention. Because many of our members will be attending their first WAHPERD convention, all Board members are expected to serve as informal greeters and good will ambassadors. Board members may also be asked to host the WAHPERD promotions booth for 1-2 hours. The District Coordinator will also preside over a 30-minutes district meeting to wrap up any district issues that were not completed at the Workshop. (The time and location of these district meetings will be published in the convention program). American Heart Association. WAHPERD has a memorandum of agreement with the American Heart Association that describes our partnership in the administration of Jump Rope for Heart and Hoops for Heart. The AHA is staffed in regional offices throughout the state with area directors much like our WAHPERD districts. District coordinators are expected to make contact with AHA staff in respective areas and invite them to participate in district Workshops. Accountability. In an organization of volunteers, accountability is often a confusing issue. The current WAHPERD president serves as the chair of the Board of Directors and supervises district coordinators.. The WAHPERD office is available to facilitate communications between Board members. Bulk Mail and Postage. District coordinators should not spend their own money on postage.
