CONSTITUTION OF THE LOUISIANA HIGH SCHOOL SOCCER COACHES' ASSOCIATION ARTICLE I--NAME 1.0 NAME 1.1 The association shall be known as the Louisiana High School Soccer Coaches' Association (LHSSCA). ARTICLE II--CREATION 2.0 CREATION 2.1 This association was created with the consent of a representative group of coaches and with the approval of the State of Louisiana, the Louisiana High School Athletic Association and the Louisiana High School Coaches Association 2.2 The LHSSCA member coaches observe all rules of the LHSAA and the LHSCA. ARTICLE III--PURPOSE 3.0 PURPOSE 3.1 The purpose of the LHSSCA is to facilitate athletic competition among its members who acknowledge, accept, and act in accordance with the following duties: 3.1.1 Emphasize the proper ideals of sportsmanship, ethical conduct, and fair play. 3.1.2 Eliminate all possibilities that tend to destroy the best values in the game of soccer. 3.1.3 Stress the value derived from playing the game of soccer fairly. 3.1.4 Show cordial courtesy to visiting teams, fans and officials. 3.1.5 Respect the integrity and judgment of sports officials. 3.1.6 Achieve a thorough understanding and acceptance of the rules of the game and the standards of eligibility. 3.1.7 Encourage leadership, use of initiative, and good judgment by the players of the team. 3.1.8 Teach the values derived from being a supportive and contributing member of the team. 3.1.9 Recognize that the purpose of athletics is to promote the physical, mental, moral, social and emotional well-being for all players. 3.1.10 Remember that an athletic contest is only a game; not a matter of life or death. 3.2 The welfare of the athletes depend on how the coaches, students, officials, and parents live up to the spirit and letters of these tenets of ethical conduct ARTICLE IV--MEMBERSHIP 4.0 MEMBERSHIP 4.1 REQUIREMENTS 4.1.1 The membership of this association shall consist of any Louisiana high school soccer coach, athletic director, trainer or faculty representative who subscribes to the principles listed in Article III. 4.1.2 Members must be employed by the school board or school system, and meet the requirements of the Coaches' Rule (as specified in the LHSAA Constitution). 4.1.2.1 Exception: This rule shall also apply to all non-faculty coaches who have successfully completed the requirements of the LHSAA Coaches’ Education Certification Program. 4.1.3 Members must be working with a high school team at a member school of the LHSAA. 4.1.4 Members agree to be bound by the Constitution and By-Laws of both the LHSSCA and the LHSAA. 4.2 PRIVILEGES 4.2.1 Upon payment of annual dues, each member is entitled to the following as an active member: 4.2.1.1 An active vote in the policies of the association. 4.2.1.2 A copy of the LHSSCA constitution, by-laws and coaches' directory 4.2.1.3 Nominate candidates for the all-state teams. 4.2.1.4 Eligibility for "coach of the year" honors 4.2.1.5 Eligibility for additional coaching honors that may from time to time be awarded for such things as longevity awards, hall of fame awards, wins club, etc… ARTICLE V--OFFICERS 5.0 OFFICERS 5.1 ELECTED OFFICIALS 5.1.1 The officers of the LHSSCA shall be elected to two year terms by the members of the association. 5.1.2 The officers may be re-elected as many times as the membership sees fit. 5.1.3 The officers shall be: President, 1st Vice-President, and 2nd Vice-President. These officers shall constitute the Executive Committee. 5.1.3.1 The boys division and the girls division will be represented by at least one elected official on the Executive Committee. 5.1.4 The Executive Committee will appoint a principal or headmaster to serve in the position of School Head Advisor. This individual will serve as an ex-officio, nonvoting member of the Executive Committee. 5.1.4.1 Unless otherwise decided upon by the Executive Committee, the School Head Advisor will generally be the principal or headmaster of the school of the President of the LHSSCA. 5.1.5 5.2 At the end of the officers’ term, elections will take place at the annual spring general membership meeting. APPOINTED OFFICERS 5.2.1 The Secretary-Treasurer shall be appointed by the Executive Committee. 5.2.2 The Regional directors shall be appointed by the Executive Committee. (Member coaches who would like to volunteer to be a regional director should contact the President to submit his/her name for consideration.) 5.2.2.1 There will be one director from each region. Regional directors will assist the Executive committee with communication to member coaches within their respective region. From time to time, a regional director may be called upon to conduct a region coaches meeting. 5.2.3 The State will be divided into four soccer regions. These regions are established for the purpose of conducting LHSSCA meetings and business. 5.2.3.1 Region I (North Region): This region will consist of the following soccer schools: Airline, Byrd, Caddo Magnet, Captain Shreve, Huntington, Natchitoches Central, Southwood, Ouachita, Ruston, West Monroe, Bossier, Carroll, Haughton, Loyola, Neville, Northwood (SH), Parkway, West Ouachita, Woodlawn (SH), Evangel, Mansfield, Red River, Washington, B.T. (Sh), Ouachita Christian, St. Frederick, Wossman, 5.2.3.2 Region II (Southwest Region): This region will consist of the following soccer schools: Acadiana, Barbe, Carencro, Comeaux, Lafayette, New Iberia, Sulphur, Westgate, Alexandria, Deridder, Sam Houston, Leesville, Pineville, Tioga, Abbeville, Beau Chene, Morgan City, Northside, Opelousas, St. Thomas More, Catholic (N.I.), Episcopal of Acadiana, Notre Dame, St. Louis Catholic, Teurlings, Westminster, Acad. Sacred Heart(GC), Avoyelles, Bolton, Buckeye, Grace Christian, Menard, Opelousas Catholic, Rapides 5.2.3.3 Region III (South-Central Region): This region will consist of the following soccer schools: Baton Rouge, Catholic (BR), St. Joseph's, Central, Dutchtown, St. Amant, Walker, Woodlawn (BR), H. L. Bourgeois, Central Lafourche, Ellender, South Lafourche, South Terrebonne, Terrebonne, Thibodaux, East Ascension, Lee R.E., McKinley, Scotlandville, Zachary, Belle Chasse, Helen Cox, East Jefferson, Riverdale, Vandebilt Catholic, Belaire, St. Michael's, Broadmoor, Tara, Catholic (P.C.), Christian Life, Runnels, University, Episcopal, Parkview Baptist, Redemptorist, West Feliciana, Houma Christian, Riverside, St. Charles, E. D. White. 5.2.3.4 Region IV (Southeast Region): This region will consist of the following soccer schools: Covington, Fontainebleau, Hammond, Mandeville, Northshore, Ponchatoula, Slidell, St. Paul’s, Destrehan, East St. John, John Ehret, Hahnville, West Jefferson, Abramson, Bonnabel, Warren Easton, Higgins, Grace King, Sarah Reed, Archbishop Rummel, Archbishop Shaw, Brother Martin, Holy Cross, Jesuit, Cohen, DeLaSalle, Ben Franklin, Andrew Jackson, McMain, Salmen, Independence, Northlake Christian, Pearl River, Pope John Paul, St. Thomas Aquinas, Ecole Classique, Faith Christian, Edna Karr, Lutheran, Redeemer-Seton, Country Day, Newman, Ridgewood, St. Martin’s, Archishop Chapelle, Bonnabel, Dominican, Mt. Carmel, Archbishop Blenk, Cabrini, Immaculata, St. Scholastica, Ursuline, Academy of the Sacred Heart (N.O.), Louise McGehee 5.2.4 The Executive committee reserves the right to amend the aforementioned list of schools in the regions. 5.3. UNEXPIRED TERMS 5.3.1 In the event an officer cannot fulfill his/her term of office, the President shall appoint a member from the appropriate category to fill the vacancy for the remainder of the term. 5.3.2 In the event the President cannot fulfill his/her term of office, the 1st Vice President will become President followed by the 2nd Vice President, if necessary. ARTICLE VI—MEETINGS 6.0 MEETINGS 6.1 NUMBER OF MEETINGS 6.2 6.1.1 A minimum of one general membership meeting will be held each year. 6.1.2 A spring meeting will be held to consider membership, election of officers, LHSSCA policies, All-state selections, and issues that may arise during the following high school soccer season. 6.1.3 A fall meeting of the Executive committee will be held to consider LHSSCA policies, the LHSAA January agenda and issues that may need addressing during the current season. Any member coach is welcome to attend this fall meeting. 6.1.4 The President may call supplementary meetings with two weeks notice. LOCATION OF MEETINGS 6.2.1 The LHSSCA will rotate the location of the spring meeting. 6.2.1.1 Beginning with the spring meeting of 2007, the location of the annual meeting will rotate amongst the following cities: Baton Rouge (2007), Lafayette (2008), New Orleans/Mandeville (2009), Alexandria/Shreveport (2010). 6.2.1.1.1 The meeting will generally be held at a member school. 6.2.1.2 The spring meetings will continue to rotate from city to city in the order outlined in rule 6.2.1.1. 6.2.1.2.1 Exception: The Executive Committee reserves the right to change the location of the general membership meetings if circumstances dictate the change. 6.3 DATES OF MEETINGS 6.3.1 The date of the spring general membership meeting will be the Saturday following the last soccer state championship match at 1:00 pm. 6.3.1.1 Exception: The Executive Committee reserves the right to change the date and time of the general membership meeting if circumstances dictate the change. ARTICLE VII—AMENDMENTS 7.0 AMENDMENTS 7.1 This constitution may be amended by a two-thirds vote of the members present at the annual general membership meeting provided that proposed amendments have been submitted in writing to the Executive Committee and placed on the agenda for the meeting. Any approved amendments will be put into effect the following season. 7.1.1 With the advice and consent of the Regional directors, emergency amendments may be instituted by the Executive committee.
