Tom Leroy has been an Associate Geologist and Project Leader for PWA since 2000. He brings to the position
extensive training in geologic field methods, especially as they relate to erosion and sedimentation processes
on hillslopes and in stream channels. As Project Leader, he is responsible for complete project management
including proposal writing, budget preparation, field data collection and mapping, field crew supervision,
data analysis, GIS map preparation, and reporting. His work experience since joining PWA has emphasized
applied erosion investigations leading to the development of erosion control and erosion prevention plans for
federal, state and private landowners.
Mr. Leroy’s professional experience includes successfully completing sediment source assessments in
watersheds across Northern California. He is skilled in all aspects of sediment budget analyses from air photo
analysis of land use and mass wasting to field surveys of fluvial erosion, stream channel surveys, and
analyses of surface processes. He is a specialist in erosion processes and erosion control planning for road
systems, including both paved county roads and unsurfaced forest and ranch roads. Past project experience
includes coordinating road related erosion assessments for the five Northern California Counties (Del Norte,
Trinity, Siskiyou, Humboldt and Mendocino), covering thousands of miles of county roads. Responsibilities
for this project included providing technical training and oversight to county crews conducting the inventory,
managing the data collection, and working with county Public Works Departments to help them develop
plans for implementing the prescribed erosion control treatments. He has also been Project Leader for
multiple large assessments of rural subdivision lands in Sonoma County, working with PWA field crews to
complete the assessments and erosion inventories, and develop remediation plans aimed at reducing erosion
and protecting fish habitat in these important watersheds. Further professional experience includes Project
Leader for erosion assessments and sediment reduction implementation projects in the Van Duzen River and
Yager Creek watersheds at the request of the Yager and Van Duzen Environmental Stewards (YES) group.

Board. The project included assessing and developing a prioritized implementation plan for more than 420
miles of ranch road, and has culminated in multi-phase implementation and restoration efforts leading to
reduced road related erosion and sediment delivery, improved water quality, and lower long-term road
maintenance costs for private landowners in the watersheds.
