SCOTLAND COUNTY JUNIOR LIVESTOCK
GENERAL RULES & REGULATIONS
1.
With the exception of 4-H and FFA horse and dog exhibitors, each exhibitor shall be
required to wear an official 4-H/FFA t-shirt and their assigned exhibitor number at the
time of judging.
2.
Each animal shall be identified at the pen, gate or stall with an I.D. stating the animal’s
number and the name of the exhibitor.
3.
Sheep and Cattle barn superintendents will assign spaces in the sheep and cattle barns by club. 4-H
Clubs and FFA will be assigned specific stall areas. Exceptions will be made in regard to families.
Families can tie/pen together but they must specify whether they will be in either the 4-H Club or
the FFA area. Superintendents will draw for areas the first year and then the areas will rotate in the
following years.
4.
All entries are to be in place at times and dates specified in the fair book.
5.
Any regularly enrolled Scotland County 4-H or FFA member may enter exhibits. The entry
must be a part of the members project work during the current program year. Exhibitors must
accompany their animal/exhibit to the fair, care for them and exhibit them. If this
regulation cannot be followed, a letter of circumstance must be submitted to the
superintendents

Superintendents may permit another 4-H/FFA member to show an animal in case of
illness or physical handicap.
7.
UNCONTROLLABLE ANIMALS OR ANIMALS WHICH THE EXHIBITOR
CANNOT HANDLE ALONE MAY BE DISQUALIFIED BY THE
SUPERINTENDENTS AND REQUIRED TO LEAVE THE RING AND/OR
GROUNDS!
8.
In cases where a member has more than one animal in a class another Scotland County
4-H/FFA youth exhibitor must show the second animal.
9.
Minimal assistance is allowed by another Scotland County 4-H/FFA exhibitor at the
discretion of the superintendent.
10.
Each exhibit shall be owned by the exhibitor and shall represent work accomplished in
a project in which the exhibitor was enrolled during the current program year.
Exception to this rule is the horse classes which have a lease agreement on the back of
the ownership form.
11.
Believing it is in the best interest of all 4-H/FFA exhibitors to maintain a reputation of
integrity and to present a wholesome and progressive image, 4-H and FFA members are
expected to conduct themselves according to the best traditions of their respective
organizations. Inappropriate conduct (drinking, stealing, vandalism, profanity and
indiscreet behavior) will not be tolerated. Any violation of this rule will be grounds for
disqualifying the exhibitor and/or livestock involved. Further, any premium monies
earned will be forfeited.
12.
All non-exhibitors will be expected to vacate barns by 10:00 p.m. each evening.
13.
Competent judges have been secured for all departments.
14.
At no time, shall University of Missouri Extension personnel, Scotland County
University Extension Council or Scotland County 4-H Council its officers, directors or
members be held responsible for any loss damage to the property of person or exhibitor
or other persons while on the fairgrounds whether said loss or damage shall arise from
accident or any cause whatsoever.
15.
Entry forms will serve as agreement that you understand and accept responsibility for
following all guidelines and understand that failure to do so will result in dismissal
from event or activity.
16.
Premiums awarded by the judges under the rule here-in described will be distributed as
soon after the fair as possible. All payment will be made by check.
17.
Animals are to be groomed by the 4-H or FFA exhibitor with assistance from the
immediate family, FFA advisor, project leader or other 4-H or FFA exhibitor.
(Immediate family is defined as father, mother, brothers, sisters, stepparents,
stepsiblings, grandparents, aunts, uncles and legal guardians of the exhibitors.) All
animals will be groomed in the barns or immediately adjacent to the barns.
18.
All steers will show by breed, with classes determined after steers are weighed. In all
championship classes the second place animal in the class from which the Champion is
chosen will be eligible to show for Reserve Champion provided a blue ribbon has been
awarded to the second place animal. Market Steer Class entries are to be born after January
1, 2014 and must have a full mouth of baby teeth.
19.
Additional classes may be added at the superintendent’s discretion.
20.
Bulls over one year of age must be shown with bull lead.
21.
Health papers are not required for Missouri Animals except for goats and sheep.
22.
Heifers shown in the market heifer class will NOT be allowed to show in the breeding
cattle class.
23.
Market animal breeds were determined at the first weigh-in and will remain this breed
while exhibited at the fair. Whatever breed your animal is pre-enrolled as will be the
breed it shows in at the fair. If no breed is listed the animal will be enrolled in a
crossbred class.
24.
Pre-enrollments arriving after the due date will pay a $20 late enrollment fee. No animals
will be allowed to enroll in classes after the weigh-in date (entry day) at the fair.
25.
Pre-Registration forms for all livestock projects will be due on or before Monday, June 1.
26.
Schedule for livestock entry for Sheep and Goats, Tuesday, July 7.
Sheep and Goats will be weighed in from 5:00 to 6:00 p.m. at the sheep barn.
27.
Following are schedules for livestock entry day for Beef and Swine, Wednesday, July 8.
Beef steers will be weighed at the fairgrounds between 9:00 a.m. and 11:00 p.m.
Weights will used to class the animals.
Swine will be weighed at the Swine Barn from 9:00 a.m. to 11:00 a.m.
Livestock exhibitors, parents or designated substitutes must be with the animals when they are
weighed. Exhibitor or representative will draw for sale order at this time and pay their stall fees.
All animals to be shown at the fair will be in place in their respective barn by 12:00 p.m. July 8.
28.
Exhibitors and their parents will meet with superintendents in their respective barn at the end of
weigh-in.
29.
To be eligible to exhibit, animals must be in possession of the exhibitors by the following dates.
Beef (steers & market heifers) – January 25
Beef (breeding) – March 1
Dairy Cattle (all) – March 1
Sheep (breeding) – April 12
Sheep (market) – April 12
Goats (all) – May 3
Swine (market) – April 12
Swine (breeding) – April 12
Dogs – March 1
Horses – May 1
Small Animals (chickens, rabbits, waterfowl, other poultry) – May 1
(All above dates are for the current calendar year)
Possession means having the animal under your care. Horses may either be leased or owned, but must
be in possession of the exhibitor. An exhibitor bringing an animal to exhibit that has not been in his
possession for the required ownership period will forfeit all premiums and trophies for the animal(s) in
question and will not be allowed to sell the animal(s) in question at the Junior Livestock Sale
30.
Two (2) exhibits per class may be entered. (Exception is made in Swine. Pen of 3 market hogs
is considered one exhibit; for example, 2 market hogs may be entered in market hog class. An
additional hog may be added to make an entry in pen of 3 class but cannot show in the market class.
31.
Superintendents have the authority to class all animals.
32.
Purchased and self-raised animals may be checked for project ownership and possession dates and
validated by the project leaders.
33.
All livestock exhibits not sold at the Junior Livestock Sale will be released after the sale Saturday, July
11.
34.
Stall space for Junior Exhibitors will be rented at the rate of $1.00 per head for cattle and $1.00 per
pen for sheep and swine. Funds will be used for meals for buyers. Exhibitors not cleaning their area
will forfeit their premium checks. Exhibitors will furnish their own feed and bedding.
35.
Horse Show classes will be operated under the State 4-H Horse Show rules. Please be familiar with
these rules before the show. A copy may be obtained from the Scotland County University of
Missouri Extension center.
36.
Due to any printing error which may occur, any announcements made during the fair take precedence
over information in this book. When possible, timely notification will be given of any changes.
37.
Water on swine will be used at the discretion of superintendents prior to and during show and sale.

No oil or powder may be used on the hogs.
39.
All market lambs must be slick shorn prior to the sheep weigh-in.
40.
All gilts/ewes must be shown as either a breeding animal or a market animal, not both. A gilt/ewe
which has been entered in Rate-of-Gain may be shown as either a breeding animal or as a market
animal, but not both.
41.
Premiums will be forfeited if exhibited animals are removed before designated release time.
Superintendents may change release time for safety and health of animals.
42.
There will be a designated appeal/grievance process if rules and/or rulings need to be clarified.
The person issuing the grievance may call a meeting of all fair livestock superintendents. The
stated grievance(s) will then be discussed by all concerned, and the outcome will be decided by
the superintendents. Superintendent’s decision(s) are final and not appealable.
43.
No bucks, boars, billys or bulls will be allowed in Rate-of-Gain classes.
44.
After winning Class II Showmanship 13 and under, exhibitors under the age of 14 years may
participate in Class I Showmanship 14 and over.
47.
Youth can win one of the Livestock give-a-ways and youth can earn one livestock give-a-way during
the course of their 4-H and/or FFA Career.
48.
The clean barn award may be won by an individual exhibitor or family more than one year in a row.

JUNIOR LIVESTOCK & EXHIBIT SALE
A.
The sale will be held on Saturday morning, July 11 at 9:00 a.m. at the cattle show barn.
B.
Each exhibitor may sell two (2) items/head at the sale. Only livestock shown in market classes are
eligible for sale. Exhibitors of chickens, goats, rabbits, and bucket calves as well as art hall may
sell animals or items at the sale. In case of a perishable art hall item, members are required to have
a fresh item available at the time of the sale. (Example: A member wanting to sell a cake, a
dozen cookies, tomatoes, cucumbers etc. shall have a newly baked or picked item to sell at the
sale. Art Hall items should be of a reasonable size or number to form a salable unit.) Wool will be
one of the two (2) items selling at the sale. Beginning in 2012 exhibitors will not be allowed to
sell 2 animals/items and wool.
C.
There is no minimum weight limit for the sale. Animals exhibiting signs of illness will not be
allowed to sell.
D.
There will be no floor on chickens, goats, rabbits, bucket calves and/or art hall exhibits. These
exhibits will be sold with the expectation that the buyer will take possession.
E.
Sale order shall stand as 1st “other” (rabbits, poultry, goats, etc.) and art hall, 2nd sheep & wool,
3rd swine, 4th beef, and. All animals/items must be brought to the cattle arena to sell.
F.
Exhibitors selling live animal exhibits are required to have their Missouri Show-me Quality
Assurance (SMQA) card in order to sell at the Scotland County Junior Livestock sale.
