CONSTITUTION OF THE ECONOMIC GRADUATE STUDENT ASSOCIATION Of The State University of New York at Buffalo We, the graduate students of the Department of Economics of the State University of New York at Buffalo, in order to: Cultivate an atmosphere for the promotion of our academic and social pursuits Promote the general welfare of the graduate economic student body Promote the scholarly atmosphere of the State University of New York at Buffalo, by working closely with the faculty in our mutual endeavor to make the University a truly great graduate center do hereby create the Economic Graduate Student Association of the State University of New York at Buffalo, and enact this constitution for its government. ARTICLES OF ORGANIZATION Article I. Name. The name of this organization shall be the Economic Graduate Student Association of the State University of New York at Buffalo (EGSA). Article II. Membership. Open to all enrolled graduate students of the Department of Economics Article III. Officers. The officers of the EGSA shall be the President, Vice President, Secretary and Treasurer. The officers shall be members of the Executive Council. There shall be two members at large, one appointed by the President and the other, the Association’s faculty advisor. Article IV. Amendments The Preamble and Articles of Organization may be amended in the same manner provided for the amendment of the Constitution. Page 1 of 4 THE CONSTITUTION Article I. Purposes and Powers Section I. Purposes A. To act, through its Executive Council, as the agency of the members in matters pertaining to the Association’s affairs. B. To promote the interests of the Department of Economics. Section II. Power The Executive Council shall act as the sounding board for the members. All members who have pertinent business are welcome at the meeting of the Executive Council. Article II. Membership. Section I. Open to Graduate Students All enrolled graduate students in the Department of Economics. Section II. Faculty and Administration Faculty advisor shall be appointed as provided in the By-Laws. Article III. The Executive Council and Officers. Section I. Election of the Executive Council. A. The members of the Executive Council shall be elected by and from the active members of the EGSA as set forth in the By-Laws. The annual election is to be held in the Spring semester of each year. B. The Executive Council of the EGSA shall consist of all elected officers and two members at large. C. The term of office of members of the Executive Council shall be one year. Section II. Election of Officers. A. The officers of the EGSA shall be the Officers of the Executive Council. The Officers shall be a President, Vice President, Treasurer and Secretary; and shall be elected by a majority vote of its voting membership. Page 2 of 4 Section III. Duties and Powers. The duties and powers of the Executive Council Officers shall be as provided in the By-Laws. Section IV. Meetings. The Executive Council will meet at its own discretion. Regular meetings shall be held each month. All meetings of the Executive Council shall be open. Section V. Alternates Any Officer of the Executive Council may be an alternate for other officers of the Executive Council. Article IV. Amendments. This Constitution may be amended by two-thirds vote of the members present. The By-Laws Article I. Membership. Section I. Representation. A. Open to all regularly enrolled graduate students in the Department of Economics. B. Honorary membership shall be conferred only by a majority vote of the membership. Section II. Duties of Officers A. President 1. Shall be the Chief Executive of the EGSA. 2. Shall be the Chairperson at meetings of the Executive Council. 3. Shall appoint all chairpersons of Standing and Temporary Committees. B. Vice President 1. Shall perform the duties of the President in his/her absence. 2. Shall assist the Chairperson in his/her executive duties. C. Secretary Shall be responsible for the minutes, correspondence and all records of the EGSA and Executive Council. D. Treasurer Shall act as Treasurer of the Executive Council and EGSA. Page 3 of 4 Article II. Meetings of the Association. Section I. Time of Meetings. The Association shall meet once each month during the academic year. Section II. Quorums. A quorum for the purpose of convening a meeting shall be one-third of the members. Section III. Rules of Order A. Resolutions shall be passed by a majority of membership present. B. In its deliberations, The Executive Council and the EGSA meeting shall be guided by Robert’s Rules of Order, Revised. Article III. Committees The committee members may be drawn from the membership at large. A. Standing Committee Section I. Academic Committee a. Membership Any members appointed b. Functions The function of the Academic Committee is to establish seminars and to secure speakers and any other work needed to promote the academic activity of the Association. Section II.
