The main functions of this Unit are to render advice on various Labour problems and to maintain industrial harmony and cordial relations between the employees and the Management of the Board. The relation of the Board and its employees remained cordial during this period. 2. Under Section 3 of the Industrial Dispute Act, 1947, the Board has constituted Works Committees at Divisional level and Liaison cum Grievances Committees at Circle and Chief Engineers level, where equal representation has been given to the employer and the employees to settle all disputes/ grievances at the grass root level of the staff amicably. 3 During the above period 39 cases were conducted by the Deputy Director (I.R.) which were pending adjudication in the Industrial Tribunal cum Labour Court on behalf of HPSEB and out of which 4 No. cases were got decided. In addition, efforts were made to settle the matter concerning Labour disputes which were pending in the offices of the Labour cum Conciliation Officers. 4 matters pertaining to City Elect. Division,HPSEB, Shimla, T&C Division,HPSEB, Totu, and Electrical Division No. II,HPSEB, Shimla were got reconciled in the office of Labour cum Conciliation Officer, Shimla. 4. During the above mentioned period cases of fatal and non fatal accidents due to electrocution under the Workmen's Compensation Act, 1923 were actively pursued with the field officers and 36 cases were decided by the Commissioner under the Workmen's Compensation Act and compensation amounting to Rs. 32,99,487/- was awarded/ paid as compensation to the employees/legal heirs of the deceased employees. 5. All employees have been covered under the Benevolent Fund Scheme as as welfare measure and their GPF Account No. has also been considered as their Benevolent Fund Account No. Under this scheme sum of Rs.100,000/- is sanctioned immediately to the legal heirs of the deceased employees and in the case of natural calamity the financial assistance to the tune of 25% of the assessed loss by the revenue authorities subject to maximum of Rs.25,000/- is granted to the affected employees. A total sum of Rs. 44,55,750/has been granted to the employees and the legal heirs of the deceased employees during the above period. 6. The cases under Group Insurance Scheme were also monitored and the disputed cases were pursued with the L.I.C. Authorities for early settlement of claims of the retired/deceased employees. 7. As per H.P. Govt. pattern all the daily waged employees were also got insured under the Janta Personal Accident Insurance Scheme through New India Assurance Company. 8. During the above period, 12 Unions/Associations have been functioning in the Board to watch the interest of the class represented by each of them. Nine meetings of various Unions/Associations were convened with the Board Management during the said period where various demands of the employees were discussed / decided. 9. The DD(IR) has also been appointed as an enquiry officer to enquire the departmental enquire cases in respect of Class III and IV employee WELFARE ACTIVITIES/ BENEFITS BEING EXTENDED TO THE EMPLOYEES /WORKERS IN HPSEB. The H.P. State Electricity Board is extending the following benefits to its employees which include the following: 1. LIFE INSURANCE PROTECTION: The HPSEB has introduced Group Insurance Scheme for its regular employees and the daily waged workers have been insured through Janta Personal Accident Insurance scheme. (a) HPSEB Group Insurance Scheme The Group Insurance Scheme is for the benefit and welfare of HPSEB employees. Insurance coverage is provided by the Life Insurance Corporation (LIC) of India. The following are the main features of the scheme: 1. Objective The Scheme is intended to provide HPSEB employees, at a low cost and on wholly contributory and self-financing basis , the twin benefits of insurances coverage to help the employees’ families in the event of the employees’ death in service and a lump sum payment to augment the employees’ funds upon retirement. 2. Membership. The scheme is compulsory for all regular employees who enter the service after the scheme is put into effect. Regular employees who were already in HPSEB’s service on the day the scheme was announced could choose not to join the scheme by filing out Form I by 6 October 1987. Employees who did not submit this form by the cutoff date became members of the scheme from the day it took effect. The option once exercised (or not exercised) became final. All employees who enter service in a month other than April shall be enrolled as members of the scheme on the next anniversary of the scheme. 3. Benefits a) In the event of an empoyee’death, the insurance coverage, as per scales applicable to each category, would be paid to his beneficiary. In addition, the amount accumulated in the savings account (with interest) of the deceased employee up to the point of his /her death shall be paid to his/her beneficiary. b) In the event of an employee’s retirement or resignation from service, the savings portion of his/her contribution shall be paid to him /her. (b) JANTA PERSONAL ACCIDENT INSURANCE SCHEME FOR DAILY WAGED AND WORKCHAGED WORKERS OF HPSEB. The H.P. State Electricity Board has introduced the Janta Personal Accident Insurance Scheme for the benefit and welfare of its daily waged and work charged workers through New India Assurance Company Ltd. The scheme is compulsory for all daily waged and work charged workers of the Board. Coverage The policy will cover i) Death ii) Loss of body iii) iv) Premium Sum insured Benefit in case of i) death ii) permanent total disablement iii) loss of one limb + one eye or both eyes or both limbs iv) loss of one limb/eye 2. Accident benefits. Rs. 176/- per worker per year. Rs. 2, 00,000/per beneficiary. Rs. 2.00 lac. Rs. 2.00 lac. Rs. 2.00 lac. Rs. 1 .00 lac. parts. Permanent total disability. Permanent partial disability due to any type of accident including Road and natural calamities like land slides, avalanches, floods drowning, tree falling, snake bite etc. For employment injury sustained as an employee and occupational disease, the benefits as provided in the Workmen Compensation Act, 1923 are being provided. An employee who dies as a result of employment injury his legal heirs are entitled : i) to compensation under workmen compensation Act, 1923. ii) Employment assistance to the dependent (legal heirs) of the deceased on H.P. Govt. pattern is being provided. iii) Family pension on H.P. Govt. pattern is also available. iv) Payment of ex-gratia grant on H.P. Govt. pattern is also being provided. 3. Medical Benefits: Medical benefits as per the provisions of Medical Attendance Rules on H.P. Govt. pattern. In addition the Board has provided Hospital for its employees working at Bhaba Nagar Power House and dispensaries at Vidyut Bhawan Complex, Shimla and at various power houses. 4 Retirement benefits: i) Objective The Board has established a pension scheme that provides employees with a source of income after their retirement and enhances the economic security of their dependents in the event of employees’ death or permanent disability. ii) Coverage All employees of the Board are covered by this pension plan which is financed fully by the Board. iii) Benefits a. Normal Retirement Benefits Employees who retire after completing 33 years of qualifying service will be entitled to the following retirement benefits: i) Service Gratuity: Lump sum payment equivalent to one month’s salary for every year of service up to a maximum of 16 ½ month’s salary or Rs.3 ½ lac which ever is less ii) Pension : Monthly pension equivalent to 50% of the average salary during the last 10 months, with the minimum pension of Rs.1965/- iii) Family Pension: In the event of death of a retiree, a family pension is granted to his eligible dependents. iv) Death –cum- retirement Gratuity: If a retiree dies with in five years from the date of retirement and the amount of retirements benefits he has received at the time of death is less than 12c months salary, a residuary gratuity equal to the difference of the retirement benefits already received and 12 month’s salary shall be paid to his family. 5. Leave benefits: i) Earned leave .and Sick ness leave to all the employees of the Board is already available under the provision of the C CS(Leave) Rules,1972 ii) Maternity leave benefits under the Maternity Benefit Act, 1961 to al the female employees/workers are available. 6 HPSEB Employees Benevolent Fund Scheme: Objective: The Board has introduced HPSEB Employees Benevolent Fund Scheme with the objective to provide financial assistance to the employees at the time of distress or hardships and to provide financial assistance to the dependents of employees of the Board in the event of an employee’s death while in the service of the Board. Membership. All employees of the Board, including those on deputation else where, are eligible for membership. All employees who are eligible for membership subscribe to the Fund an amount of Rs. 120/- per year. An equal matching grant is normally granted by the Board to the Fund. Benefits: i) Financial assistance is provided to the member employees on account of natural calamity to the tune of 25% of the assessed loss of property by the revenue authorities subject to maximum of Rs. 25,000/- which ever is less. ii) Financial assistance to the tune of Rs. 1, 00,000/- is provided to the legal heirs of the deceased employees. iii) During the financial year 2005-06 (upto 12/2005) a sum of Rs. 82,75,500/-has been released to the legal heirs of the deceased Board’s employees and a sum of Rs.5,34,375/- has been granted to the Board’s employees on account of natural calamity upto March,2006. 7. Canteen Facility. The Board has provided canteen facility for its employees almost in all the offices of the Board. 8. Constitution of Works and Grievances Committees: The Board under Section 3 of the Industrial Dispute Act, 1947 has constituted Works Committees at the Divisional Level and Liaison – cum- Grievances Committees at the Circle, Chief Engineer and Head Quarter Level where equal representation has been given to the employees to maintain cordial relations between the employer and the employees and to settle all the disputes/ grievances of the employees amicably. 10. Education Facility. The Board has provided Schools at various Projects and Power Houses for the children of its employees. 11. Linemen Training Centre: The Board has provided Linemen Training Centre at Solan which is a recognized institution by the CEA of India for the welfare and to sharpen the skill of its technical staff. 12. Registration of Power Houses under the provisions of the Factories Act, 1948. The Board has registered its various Power Houses under the provisions of the Factories Act, 1948 and the facilities as admissible under the Act ibid are being provided to the staff working there. 13. Sports Committee. The Board has constituted a sports committee for the welfare of the employees of the Board which conducts various sports activities throughout the year. 14. Training to the Officers and Officials The Board has constituted Training Cell to send its officers and officials for different training(s) to sharpen their skill. ------- Deputy Director (I.R.)
