CONDUCT OF NCDCC CAMPS
INRODUCTION
1.
To build bond and team spirit, besides developing leadership and
character amongst NCDCC cadets, two types of overnight camping have
been incorporated in the NCDCC training syllabus. Year 1 cadets will require
undergoing either a 2D1N or up to a maximum of 3D2N duration NCDCC
Annual Unit Camp (AUC) conducted within the school premises, while a
3D2N/ 2D1N Adventure Training Camp (ATC) will be conducted at any MOE
stipulated campsite designated by HQ NCDCC for Year 2 cadets.
AIM
2.
The aim of this directive is to spell out the procedures and preparations
required for the conduct of a AUC at school premises for Year 1 cadets or an
ATC at MOE stipulated campsite for Year 2 cadets.
SCHEDULE OF CAMPS
Annual Unit Camp (AUC)
3.
The Annual Unit Camp organised by various schools for Year 1 cadets
would be at the discretion of the Officer Commanding (OC) Unit. The dates
would be scheduled and approved by the participating school’s management
by February of each academic year.
Adventure Training Camp (ATC)
4.
The Adventure Training Camp (ATC) for Year 2 Cadets would be held
in MOE stipulated campsite. It would be scheduled by Head Training
(Development) NCDCC as per NCDCC work plan for the year. The camp will
be conducted in the course of the academic year.
ATC Proficiency Badge
5.
Upon the successful completion of the 3D2N/2D1N ATC during their
Second year of training would entitle cadets to receive the ATC Proficiency
Badges. OC Units are to exercise discretion when issuing ATC badges to
cadets. Cadets must have been deemed to have successfully and
satisfactorily completed activities during the ATC at MOE stipulated campsite
to be eligible for the Adventure Training Camp (ATC) Badge.

PRE CAMP PREPARATIONS
Formation of Camp Management Committee
6.
A generic Camp Management Committee as per Annex A to be
established by OC Unit or a student committee under the supervision of an
appointed teacher officer for the smooth running of the AUC or ATC. The OC
unit or appointed teacher officer OIC is charged with the responsibility of the
safety and the welfare of the cadets and participants. He is also overall
responsible for the successful conduct of the camp.
Manpower Required
7.
OC Unit is allowed to mobilise all available manpower within his means
to assist him/her in the running of a camp. Assistance from Cadet Lieutenants
(NCDCC), Honorary Officers (NCDCC) or SNCO can be sought subjected to
the availability of the individuals with respect to his own commitments. They
should be employed to assist in the running of the camp. Critical decisions
should NOT be made by them with regards to the safety of camp trainees.
They can also be included in the planning stage of the AUC and ATC for
purpose of clarity during the conduct of the camps.
Camp Attendance Register
8.
OC Unit is to ensure that a list of participants as per Annex B is
prepared for administrative purposes in camps. This manifest would be a
checklist for attendance and for accountability of participants in campsite. It
would be used as a personnel report at anytime that it is required and should
be updated at all times before the day starts and after the day has ended. In
the case of emergencies, this manifest would also be used as a counter
checklist for casualties and human count.
Consent Form
9.
Parental/guardian consent forms for the proposed camp must be
prepared 3 weeks ahead of camp. The cadet will NOT be allowed to
participate in the camp if the consent form is not produced on the day of the
camp start date. Cadets are to be handed back to parent when they fail to
obtain consent by parent to participate and not allowed to return home on their
own. Consent forms must be kept by OC Unit for a minimum of 6 months in
cases of dispute.
Indent of Ration
10.
Indent of ration should be done at least one month before proceeding
for the camp as per Annex C to ensure availability of stock. The number of
people attending camps as well as the required amount of ration is to be
submitted to Head Training (Development) NCDCC for approval and
preparation. Collection of ration for AUC can be made at the general store HQ
HTCC one week before the commencement of the camp.

11.
The principle of quantity of ration indent is based on the following:
a. For a 2 Days 1 Night Camp – One (1) Packet of ration to be shared
by 2 cadets; and
b. For a 3 Days 2 Nights Camp – one (1) Packet of ration to be
consumed by 1 cadet.
12.
Rations are to be indented for all Year 1 campers inclusive of helpers,
Teacher Officers and Camp OICs who are staying for the length of the camp.
It is imperative that the welfare of all who are participating in or contributing to
the camp is looked after. There would not be any excess in terms of indent.
i.e., there would not be a percentage of standbys for ration indent and as
such, proper and effective planning must be carried out for this purpose.
Wastage and over indent of rations would have to be borne by the OIC of the
camp. Any request made for Year 2 cadets and above will be approved by
HQ NCDCC on a case by case basis.
13.
As for rations to be consumed by campers at MOE stipulated campsite,
they are to be collected from the Logistics IC at the camp site. Form Annex C
shall be used as well.
Training Program for Annual Unit Camp (AUC)
14.
Training program of camps as per Annex D shall be made available to
Head Training (Development) NCDCC at least one month before the camp
date. Any changes to the approved training program of the camp due to some
unforeseen circumstances shall be approved by the Camp OIC besides
keeping Head Training (Development) NCDCC informed of the proposed
changes.
15.
There should not be cramming of large amounts of NCDCC core topics
during the Annual Unit Camp. A maximum allowable amount would be no
more than 30% of the year’s syllabus. Camp OIC should note the purpose of
this camp and should ensure that this camp is not for the purpose of last
minute completion of topics.
Training Program for Adventure Training Camp (ATC)
16.
The approved ATC program at MOE stipulated campsite should be
forwarded to Head Training (Development) NCDCC for information. This can
be done via email in soft copy format. It should contain information on the
time and conduct of activities as well as IC of each activity. A sample of the
suggested camp program is attached as Annex E for reference. Training
program at both AUC and ATC should be clearly and prominently displayed
for all to see and it should be updated at all times.
17.
Camp OIC should ensure that certification of trainers are valid and a list
of the trainers be forwarded for information prior the camp. Camp OIC is at
discretion to check the certification and identification of any or all trainers of
the vendors supplied or services engaged.

Safety Vehicle
18.
A safety vehicle is to be present at all times when there an ATC is
conducted at MOE stipulated campsite. This vehicle should be designated
before camp starts and the driver of the vehicle easily located and activated in
a situation of emergency. A copy of the contactable number should be left with
the Safety Officer and Camp OIC for activation.
Safety Boat
19.
In the case of water activities, a safety boat should be used to provide
adequate coverage for recovery of equipment and personnel from the waters.
A powered pleasure craft shall be operated by a certified and competent
boatman with a valid Power Pleasure Craft Driving License issued by MPA
AND a Certified Life Saver having passed the Bronze Medallion issued and
recognised by the Royal Life Saving Association should accompany the safety
boat with the necessary equipment.
Pre Camp Briefings
20.
Briefings on pre camp preparations should be done to all campers and
the respective ICs well in advance for necessary preparation and
coordination. Clear briefing and introduction of camp staff, ATC contractor, if
any and members of the Camp Management Committee should be made to
ensure smooth running of the camp.
21.
A general safety briefing should be done at the start of the camp and
before EVERY activity which requires specific briefing. The safety officer is in
charge of this and can be delegated to the Group IC on site. The safety officer
should have documentation of all the safety briefing that is to be conducted by
the respective Group ICs.
Transport Arrangements
22.
OC Unit is responsible for the hire of a chartered bus to convey Changi
Point Ferry Terminal and vice versa. Transportation to and from the points on
land should require at least 1 teacher on board each vehicle. This teacher or
adult should be contactable at all times and have means to contact the
emergency services should the need arise.
23.
Campers in vehicles should remain well behaved and seated at all
times. The designated teacher/adult is to ensure that there is no horse play on
the vehicle at all times. Discipline is to be enforced without compromise.

CAMP PROPER
Registration of Campers
25.
The Training IC and his assistants shall base on the updated nominal
roll before marking the attendance of all campers. Thereafter they will be
divided into groups, if necessary for easy administration and monitor
purposes.
Camp OIC Briefing
26.
The OIC Camp shall brief the campers on the following areas:

Aim and objectives of the camp;
The program of the camp;
The allocation of training areas and accommodation;
The respective officers in charge of the camp;
The out of bound areas in the camp and
The dos and don’ts in the camp.
Collection of Store Items
27.
The Logistics IC shall be responsible for the collection and distribution
of store/ration. He/She is also to ensure proper record is maintained for the
purpose of accountability. Damages and loss may be made good through
payment of loss items as quoted by the inventory kept by source.
28.
All stores required for the conduct of the camp i.e., rations, solid fuel,
tents and training equipment etc are to be collected from HQ at least 3 days
before any AUC. Items to be used are to be indented at least 1 month before
the camp to allow for preparation.
29.
Stores, including rations housed at MOE stipulated campsite are to be
collected on the day of arrival at the camp site. This should be done in liaison
with the camp staff/Assistance Field Instructors (AFIs). The indent of the
training stores as per Annex G. should be done at least 1 month before the
camp date. Logistics IC are to ensure that this form is brought to campsite for
submission to the campsite staff.
Conduct of Training Program
30.
The Training IC and his/her assistants shall take over the campers and
divide them into groups, if necessary before the commencement of the
training program. He/She shall ensure that training is conducted by certified
and competent personnel with proper certification prior the camp itself and
collate a trainers list for cross checking on the day of conduct.
31.
Activities conducted in the camp should not be deviated from the
approved training program. Prior approval must be sought from Camp OIC
before any change of training program is taken place.

Training Safety
32.
Breaches of safety will NOT be tolerated at any time. Trainees caught
flouting the rules and safety measures would be removed from the activity site
and counselled. Return to the campsite would be on recommendation of the
Training IC.
33.
Trainers who flout the safety guidelines would be expelled from the
activity site immediately on orders of the Camp OIC. Head Training
(Development) NCDCC must be informed of such breaches. The trainer would
be barred from further activities carried out by the schools or organisation.
34.
At all times safety shall be the main consideration in starting and
cancelling an outdoor activity. This includes the environmental factors such as
weather conditions, i.e., Lightning possibility, haze, rain and flooding, visual
conditions such as lighting in the area, terrain undulations as well as physical
condition of the trainees. At no time should cadets be forced to participate in
the activities should they be exhibiting symptoms of illness or complains of
sickness. This is applied even though symptoms are not visually seen. The
discretion of the activity conduct is made through the authority of the Camp
OIC who shall be responsible for the safety of all participants and trainers
within the school organisation.
Response to Emergency situation
35.
Any serious training accident occurred during the camp shall be
reported to Camp OIC immediately.
36.
In the event of serious injuries, emergency medical services are to be
activated. Otherwise, the safety vehicle will be used for transportation to the
nearest medical facility.
POST CAMP ACTIVITIES
Recovery of store items
37.
All items on loan must be returned to sources when camp has broken.
Recovery activities should be done when each activity has ceased. The final
collation of stores and training equipment should be done at the end of the
camp.
38.
Attempts must be made to recover any losses of equipment. In the
event of irrecoverable loss, all losses and damages should be made good
through payment and reinstating the loss or damage as quoted by logistics
personnel.
Daily Debriefing (Reflection)
39.
Activity debrief should be done on completion of each activity. A trainee
debrief should be done at the end of the day’s events before the trainees

retire to rest. A trainers debrief should be done at the end of the day after the
trainees debrief to sum up recommendations and possible alternatives.
After Action Review (AAR)
40.
An After Action Review (AAR) should be done no later than 2 weeks
from the completion of each camp. A copy of this should be documented in a
designated training file for unit annual camp. AAR documentation of
Area/Cluster ATCs should be filed in a working file to be referred to for the
next working committee designated to organise the next ATC organisation. It
should also be circulated to all involved in the planning and execution of the
camp. All the members of the Camp Management Committee and respective
In-Charge (ICs) must be present in the AAR and this shall be decided by the
Camp OIC who will chair the panel with assistance from HQ, if required. A
sample copy of this AAR format is attached as Annex F.
CLARIFICATION
41.
Any clarification pertaining to this directive shall be directed to Head
Training (Development) NCDCC.
EFFECTIVE DATE
42.
This directive supersedes Directive 14, dated 1st October 2008, and
shall take immediate effect from its date of issue. The document shall remain
in force till amended and/ or revoked by Commandant NCDCC.

2. Head Training (Development) NCDCC will check and approve the indent
before sending the form with Form G7 to Head Corporate Services HTCC for

3. Upon endorsement, Head Corporate Services HTCC will forward the approved
Ration Request Form together with Form G7 to store officer who will prepare the
rations required.
4. Store officer will return blue copy of G7 form to Head Training
(Development) NCDCC for filing together with the Ration Request Form.
5. Store officer HQ HTCC will contact OC unit to arrange for collection of rations
on the given date and time.
