INCIDENT/BRIEF FACTS: On 08.06.2010, at 8:30 PM, four robbers equipped with a revolver and a knife entered a shop of computer designing at 25-26, A-1 Sector-6 Rohini. One of them was equipped with a revolver and another was carrying a knife. After entering the shop they threatened the two inmates of the shop by showing the weapons being carried by them and asked them to hand over the cash possessed by them. They tied one of the inmates of this shop with the chair and loced the other one in the toilet. All of them searched the whole shop and also checked the Almirah, also. After tearing a bag placed near the owner of the shop, they took Rs. 4,50,000. After committing the robbery, all the four robbers ran toward Ayodhaya Chowk and one of the inmates of the shop released himself and raised the alarm. Const. Rajinder no. 1452/OD and Const. Surinder No. 1163/OD from Police Station North Rohini were on Patrolling duty near the Ayodhaya Chowk. On watching the scene, both the police officers followed them and nabbed one of them after a long chase. The name of the apprehended robber is Rakesh s/o Lakhan Singh R/o 383, E-Block, Shahvad Dairy, Delhi. Accordingly, a case vide FIR No. 140/10 u/s 392,397,34 IPC PS North Rohini was registered. INTERROGATION: During the course of sustained interrogation, the accused revealed the names of the other three robbers and further told that they came by a goods carrier four wheeler No. DL 1L M 1679 to commit the robbery and told that their two associates were outside the place of incident. It was revealed that the planning to perform this robbery was made by one Ajay, who earlier was the driver of the person robbed off and left the job getting annoyed with his owner over an issue and decided to take revenge of it. ARREST AND RECOVERY On the confession of the accused Rakesh, a raiding party comprising SHO/North Rohini alongwith staff of the Police Station North Rohini and staff of Special Staff/Outer District including SI Jasmohinder Chowdhary, HC Surinder Dahiya, HC Rohtash, HC Yogesh Kumar, HC Rajesh Kumar, Const. Sandeep and Const. Pawan was constituted under the overall supervision of ACP/Prashant Vihar and ACP/Operations and on conducting raids, four other robbers were arrested from the house of one Ajy s/o Lale Ram R/o F-262, Shahbad Dairy, Delhi. In the house of Ajay all the four were distributing the looted amount, when the police party nabbed them. A total of Rs. 2,16,000 were recovered from them. A loaded pistol was recovered from one Santosh s/o Raj Kumar r/o Jhuggi, F Block, Shahbad Dairy, Delhi and a knife was recovered from one Sunil s/o Desh Raj R/o Jhuggi No. B813, Shahbad Dairy, Delhi. NORTH- WEST DATED 8, JUNE-2010 PRESS RELEASE EXTORTIONIST RACKET BUSTED NGO EMPLOYEE HELD FOR RUNNING EXTORTION RACKET (1) INTRODUCTION:With the arrest of following accused person, the Operations Cell of North-west district has busted a gang of extortionist “who used to make sting operation in the clinic of radiologist for PNDT test and then used to extort huge amount by showing the CD of such sting operations”. (2) INCIDENT :The complainant, Dr.Sunil Fakay r/o IA/60A Ashok Vihar, Phase-I, Delhi, who is MBBS MD (radiology) lodged a complaint regarding some persons demanding money from him who had secretly conducted a sting operation in his clinic and who were threatening to ruin his career and get his clinic sealed by circulating video clipping of the sting operation to leading News channels .The complainant also narrated that the alleged persons met him at Delhi High Court canteen where they showed him various video clippings incriminating some radiologists and doctors and scared him so much by saying that he can be put behind the bars and only way to save himself from the prison and professional gloom was to pay them rupees 18 lacs. The complainant was shown sting of his clinic where in he was shown on the wrong side of Pre Natal diagnostic Test He further stated that he has already paid Rs. 2 lacs to them at Keshav Puram Metro station while they are still demanding the balance amount through a mediator. Subsequently the main accused subhash Sharma was identified and interrogated who confessed of his involvement in the crime along with the other associates.The accused disclosed during investigation that he had conducted four such sting operations in Madhya Pradesh,U.P and eight sting operations in Delhi in the last two years. (5) INTERROGATION Accused Subash Sharma used to identify clinics of radiologist where he would send decoy lady customers for ultra sound, X Rays etc. After familiarizing with the radiologist, same decoy customer would bring another pregnant lady and request him for the PNDT test and the decoy customer carried out sting operation of the radiologist while disclosing the sex of the child and while accepting fees for the services rendered. The decoy customer used spy cameras hidden in her hand bag for the sting. Later on video recordings of the same were shown to the victim radiologist by the male members of the gang headed by accused Subash Sharma who black mailed the victims by posing as media persons with Walky-Talky sets. Mahendra Park police has busted a gang of robbers who used to commit Robbery in Subji Mandi, Azad pur area and a case vide FIR No. 130/10 dated 5.6.10 u/s 392/397/34IPC has been registered against them. INCIDENT The facts of the case are that on 4.6.10 Sh. Mohd. Sahajad Alam s/o Mohd. Yunus r/o H.No. 521, Sanjay Enclave, Jahangir Puri working as Munshi at Shed No. 13 Fruit Mandi, Azad Pur reported that at about 9.30 PM he was present at the shed and entering challans of fruits amount in the ledger book. Four boys headed by Manish to whom he knew earlier, came there on two motor cycles. Manish removed Rs. 9300/- from his pocket at the point of knife and others removed 6/7 petti of Cherry fruit..After looting, all of them fled away on their motor cycles. IO reached the spot and came to know that one Manish was admitted to BJRM Hospital . The IO reached the hospital, collected MLC. There were three superficial injuries caused by Manish by himself to create self defence. Manish was arrested. INTERROGATION During course of interrogation, it came to light that Manish wanted Protection Money (haftta) from the fruit sellers. He admitted to have committed this crime alongwith his associates Firoj Khan @ Babu, Hemraj @ Raju and Sohel and distributed the looted money and fruit among themselves. The motor cycle belonging to him and Hemraj were used in the commission of Robbery. Hemraj and Firoj Khan were arrested on 7.6.10 and motor cycle No. DL 8S AC-7413 was recovered at the instance of Hemraj. INCIDENT The facts of the case are that on 7.6.10 Sh. Vijay Pal Tiwari s/o Sh. Babu Lal Tiwari R/o A-13 LSC, Padam Nagar, Sarai Rohilla, Delhi, working as supplier of medicine in AB Pharama Pvt. Ltd., on the above address, reported that at about 11.30 PM while he was going from Jahangirpuri to Padam Nagar and when reached near red light, Mahendra Park GTK Road, four persons stopped him and robbed Rs. 3260/-. In the mean time, the SHO, Mahendra Park reached on the spot as he was on his routine patrolling. On seeing the gypsy all the four persons tried to flee away. Immediately, SHO/Mahendra Park, Ct Sanjay Kumar, and driver HC Raj Kumar ran after the two persons who were running towards Mahendra Park. One of them pelted stones on the Constable Sanjay Kumar and injured him. One of the robber managed to escape while the other was caught. During the meantime Ct. Kiran Kumar, who was on patrolling duty reached there and caught hold one of the robber, who was later identified as Pawan @ Suresh s/o Ram Nihal Singh R/o Jhuggi A-52, K-Block, Jahangir Puri. The other two accused who had run towards Fruit Mandi had already committed one more incident of robbery in which one Kamlesh Kumar was robbed for Rs. 140/-. At the same time Ct. Deepak s/o Ram Narain r/o Vagabond, Shardha Nand Colony, Bhalswa Dairy, Delhi, aged about 20 years, drug addicts, un-employed, illiterate. 1. RECOVERY 1. 2. Ganja 3. Robbed money Rs. 1660/- from accused Suresh @ Pawan. Slips of AB Pharma Pvt. Ltd. Co. alongwith robbed money from accused Navin @ Robbed money Rs. 140/- from accused. (N.S. Bundela) IPS Dy. Commissioner of Police, North West District, Delhi Dated 8.6.2010 35 Kg Charas seized. One person arrested. The Charas had been brought from Nepal. Narcotics Cell of Crime Branch has arrested one person namely Sanjeev Kumar (19 year) S/o Shanker r/o Village Bardahi PS Sikta, Distt. Bettiah, Bihar and recovered 35 Kg of Hashish from his possession. A case vide FIR No. 77/10 u/s 20 NDPS Act has been registered at PS Crime Branch and accused arrested. Secret information was received by SI Bhagwan Singh of the Narcotics Cell that some persons from the area of Bihar bordering Nepal are bringing charas in huge quantities and supply it in Delhi. A team consisting of Inspr. V N Pathak, SI Bhagwam Singh, HCs Kamal, Mahesh and Ct. Satpal under the overall supervision of ACP/Sube Ram Yadav was formed to develop the information. A specific tip-off was received by SI Bhagwan Singh that one person who has come from Bihar with a large quantity of charas will come to deliver it between 10.45 AM to 11.15 AM opposite Shahdra bus stand. On this information SI Bhagwan Singh along with staff laid a trap and on pointing out by the informer, apprehended accused Sanjeev Kumar who was in possession of 2 bags. After observing legal requirements, a search was conducted and 35 Kg of charas was recovered from both the bags (approx. value Rs. 10 lakhs). A case vide FIR No. 77/10 u/s 20 NDPS Act PS Crime Branch, Delhi was registered and the accused has been arrested. On further enquiry, the accused revealed that he had come by train from Bihar and was waiting for the buyer party to deliver the consignment. He further disclosed that he was sent by one Raju who brings charas from Nepal and sends it through carriers like himself to Delhi. Search is being made for Raju who is resident of distt. Bettiah and is a key player in this trafficking network. Addl. Commissioner of Police, Crime, Delhi. ORDER Whereas, the area known as Old Secretariat ( Purana Sachivalaya) together with its surrounding localities is a busy place frequented by heavy vehicular and pedestrian traffic. 2. And whereas reports have been received that large number of demonstrations/dharnas are being held around Vidhan Sabha premises. Large number of people gether at Metcalfe House . Chandrawal Water Works, Magazine Road, Jubilee Hall Delhi University, Mall Road in support of their demand and invariably march towards Vidhan Sabha . In order to maintain law & order, it has thus, become absolutely essential to issue prohibitory order u/s 144 Cr.P.C. in the affected area as such demonstration/dharnas are likely to cause obstruction to traffic, danger to human safety and disturbance of public tranquillity. 3. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety and disturbance of public tranquillity. 4. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure code,1973 read with Govt. of India , Ministry of Home Affairs , New Delhi’s Notification No. U-11036/1/2008 (i) –UTL, dated 31/10/2008, I, Dr. Sagar Preet, Deputy Commissioner of Police, North District, Delhi do hereby make this written order prohibiting (i) the holding of any public meeting ; (ii) assembly of five or more persons; (iii) carrying of fire-arms, banners, placards, lathis, spears, swords, sticks, brickbats etc; (iv) Shouting of slogans; (v) making of speeches etc.; (vi) processions and demonstration; and (vii) picketing or dharnas in any public place within the area specified in the schedule and site plan appended to this order without a written permission. 5. This order shall come into force with effect from 09/06/2010 and shall remain in force for a period of 60 days i.e. upto 07/08/2010 (both days inclusive) unless withdrawn earlier. 6 Any person contravening this order shall be punishable under Section 188 of Indian Panel code. 7. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through Press and by Affixing copies on the notice boards of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Offices , all Police Stations concerned and the offices of the NDMC and MCD. 8. Religious functions/rallies/public meetings etc. can be held with prior permission, in writing, of Deputy Commissioner of Police, North District, Delhi. 9.
