Please note: 2009-2010 OCSL membership fees of $30 are also due to the
treasurer before Round 1 of competition (unless you have sufficient money on
account to cover this amount).

Entries must be received by Wednesday, September 23 rd @ 10 PM.
Deadline for drops without penalty is Thursday, September 24 @ 10 PM.
Online registration for this tournament will begin on Sunday, September 13, 2009 @
8:00 AM. We will be using http://www.forensicstournament.net/ for online
registration the entire year. Directions to establish a school account is on the
website under the “sign up for system” tab.





Since we have the benefit of online registration, it is the board’s request that each
school register their judges’ names as well. This is a novice tournament and varsity
students may judge. This will help in the assignment of judges, and it will ensure
that the tournament goes quickly.
Remember that students may judge in one pattern and compete in another. For
example, a student who is varsity in LD can judge LD and compete in novice Extemp
if they are novice under the OCSL criterion.



Due to space constraints, schools are limited to no more than ten (10) entries
in any one event.

Remember, this is an OCSL tournament! For a school to be eligible for State
Quals this year, it must have participated, with good faith effort to involve all
team members, in at least 2009-2010 OCSL tournament (as per OCSL Coaches’
Meeting Minutes, 12-11-99).
Eligibility:
1. The participating school must have the following on file with the OCSL president
prior to the beginning of competition:
A. Principal’s Designation Letter for 2009-2010
B. Paid OCSL yearly membership dues ($30) for 2009-2010
2. There are six groups of events in which competitors may attain varsity status in the
OCSL:
A. Student Congress
B. Debate (Policy, Lincoln/Douglas, Parliamentary, Public Forum)
C. Extemporaneous (International/National)
D. Impromptu
E. Interpretations (Dramatic, Duo, Humorous, Oratorical, Thematic)
F. Originals (Advocacy, Expository, Oratory, Prose/Poetry)
If a competitor is varsity in one event within the group, s/he is varsity in all the
events within the group (e.g. if a competitor is varsity in Dramatic Interp, s/he
is varsity in the other four interps).
3. A Novice Individual Event/Student Congress competitor is defined as someone who
has not received a first, second, or third place award at an OCSL tournament.
4. A Novice Policy/Lincoln/Douglas/Parliamentary/Public Forum debate competitor is
defined as someone who has not accumulated five total debate wins in at OCSL
tournaments.
5. Students who have competed at any Orange County Championship
Tournament (State Quals) may no longer compete at the novice level in the
applicable group of events.
6. Competition at invitational tournaments does not affect novice standing in the OCSL.
7. Any other questions regarding eligibility should be directed to the league
president.
8. Eligibility rules will be enforced.

Awards:
Trophies and certificates will be awarded in each event according to the OCSL
constitution’s award matrix (based on number of entries). Sweepstakes trophies
will be awarded to the top five schools in accumulated points.
Judges:
Each team must provide judges according to the following rules:
 One (1) judge for every six (6) individual event entries or fraction thereof
 One (1) judge for every two debate entries or fraction thereof.
Judges will not be paid.
Any adult or experienced high school varsity student may judge.
Coaching Responsibilities:



Coaches must have a Coach Designation Form on file with the league president prior to the
first round of competition and fulfill all responsibilities that it delineates.
In particular, coaches are reminded that they must accompany their students to the
tournament and remain for the duration of the competition.
Coaches will receive tab room assignments upon receipt of entries.
Congress Legislation/Presiding Officers:



You will be receiving the congress legislation that we will be debating at this tournament in a
separate email. That email will be sent by Monday, September 14, 2009.
If you do not receive this email by Tuesday morning please send Jeanna Heck an email
(jheck@iusd.org) and she will forward the legislation to you.
Because this is a novice tournament, there will be no P.O. competition. We will be using
Varsity students to act as P.O. Please let Ticha know if you have any candidates for this job
with your entry.
Debate Resolutions:
2009-2010 Policy Debate Topic:
Resolved: The United States federal government should substantially increase social services for
persons living in poverty in the United States.
2009 September/October Lincoln-Douglas Debate Topic:
Resolved: Public high school students in the United States ought not be required to pass
standardized exit exams to graduate.
2009 September Public Forum Topic:
Resolved: United States policy on illegal immigration should focus on attrition through enforcement
rather than amnesty.

We can maintain this schedule only if coaches arrive on time with their team, bring their required
judges, and complete their tab room assignment efficiently.
Food will be available on campus. We are running a tight schedule so there will not be time to go off
campus.
