pieces together.

Old Business
a. Budget Update
Mrs. Hibbard shared budget information. Mrs. Hibbard began with a review of how the state’s current economic
situation has impacted aid to the district and the work of the Financial Planning Committee. Factors affecting
the budget development, such as the District Mission and Beliefs, shared decision making, strategic planning,
Athletic Action Committee, and the forum and survey information from the Financial Planning Committee were
discussed. The three component parts; administrative, program, and capital were described. Mrs. Hibbard
reviewed areas identified for reductions totaling $743,809, specifically the reductions of four teachers and one
aide. A potential savings by sharing a technology position with Marathon, a staffing need in the fourth grade,
and an addition of a literacy coach at TRA were explained. Suppositions of BOCES GED and Work Study
placements and a potential of offering higher level French classes to Marathon via distance learning were
reviewed. Mrs. Hibbard stated the proposed budget brings students back from out of district placements,
maintains athletics and extra-curricular activities, supports the Coordinator of Special Services becoming an
administrative position, maintains reasonable class size levels, supports struggling at-risk learners by maintaining
AIS and instructional support teachers, and supports the district’s literacy initiative. The proposed $28,441,263
budget is a $20,204 or 0.07% increase over the current budget representing a $255,095 tax levy increase at
3.83%.

Mrs. Hibbard recommended Board approval of the resignation of Patricia Oakley, Bus Driver, effective March 17,
2010. Please see attached.

Mrs. Hibbard recommended Board approval the attached Bond Resolution authorizing the issuance of
$428,270.00 aggregate principal amount serial bonds of the Whitney Point Central School District to finance the
acquisition of school buses for the District.

c. Change Orders
Mrs. Hibbard recommended Board approval of the following Change Orders:
CO VL-002
Provide all labor, material, and equipment to provide and perform the following:
To open each of the four (4) lift cylinders and remove old sand, which had settled to lower half
of each piston; refilling each cylinder with pea stone to provide sufficient weight on down/return
cycle.
Remove approximately 50 sq. ft. of 6” concrete slab and expose the existing 4” trench drain
piping. The sum of $5,072.00 is to be applied to the remaining contractor’s contingency
allowance of $66.00, allowance balance remaining $0.00.
The Contract Sum will be changed by this Change Order in the amount of $5,006.00
CO MC-001
Provide all labor, material, and equipment to provide and perform the following:
Replace the unit heater gas flue with a new B-Vent.
Relocate the existing thermostat to accommodate the new racking system layout.
The sum of $ 1,187.00 is to be applied to the contractor’s contingency allowance
of $4,000.00, allowance balance remaining $2,813 to be applied as a credit to the
contract sum.
The Contract Sum will be changed by this Change Order in the amount of $(2,813.00)
