NICVA salary scale J, Salary equivalent to NJC Salary point 38 – 40 (£31,754 - £33,661) Responsible for: Receptionist, Senior Caretaker, Caretaker Key working relationships: Senior management team, Project Managers and other NICVA staff. Summary of main responsibilities: To provide NICVA internally and the voluntary and community sector externally with support, guidance, information advice and training on Human Resource issues which are consistent with good practice and employment legislation. To support NICVA’s premises and conference facilities needs including the implementation of health & safety legislation and policies and the provision of general services. Specific duties: Recruitment & Selection 5 To devise and review Job Descriptions and Personnel Specifications for all posts and ensure implementation via the NICVA/SIPTU negotiation. 6 To manage and participate in all recruitment processes in line with appropriate equality legislation and employment procedures and to monitor all recruitment exercises in line with NICVA’s recruitment procedures and Equal Opportunity Policy and take action as appropriate. 7 To manage all administration associated with employing staff including devising contracts of employment and managing the formal induction and probation processes. 1 8 To edit the Jobs section of CommunityNI. Policy and Procedure 9 To monitor and review NICVA’s human resources policies and procedures in accordance with employment law and best practice. 10 To monitor and review system NICVA’s system of performance management and produce an annual training and development plan. 11 To provide advice and support to managers, employees and voluntary and community organisations on human resources policies and procedures including legal responsibilities and models of good practice. 12 To write, edit and publish content and guidance on statutory changes and best practice on NICVA’s websites. Internal and External Organisational Development 13 To contribute to the development and implementation of the organisation’s Human Resources Strategy. 14 To participate in the preparation of agenda, minutes and personnel reports for the Resources Committee. To present these reports and make recommendations as appropriate. 15 To contribute to the achievement and implementation of Investors in People, European Foundation for Quality Management (EFQM) and other quality systems as appropriate. 16 To report to the Deputy Chief Executive and contribute reports and evidential outputs for NICVA’s quarterly operational review. 17 To contribute to the Operational Planning process as required. 18 To contribute to the provision of training internally to NICVA and externally to voluntary and community sector organisations on Human Resource policies and procedures and statutory requirements as appropriate. 19 In association with the Deputy Chief Executive ensure ongoing development and implementation of NICVA’s holistic approach to staff development. 2 20 21 To design and deliver consultancy training to NICVA members. To identify training needs of NICVA staff through appropriate procedures and procure training as appropriate. Employee Relations 22 To assist, support and advise managers on all NICVA’s HR policies and statutory requirements when dealing with grievance, discipline, appraisal, probation, absence management, dismissal and redundancy. 23 To manage and administrate employee relations processes such as grievance, discipline, appraisal, probation, absence management, dismissal, redundancy and job evaluation/review. Premises Management 24 To manage Health & Safety in compliance with Health & Safety legislation and ensure risk assessments, emergency evacuation procedures and drills are periodically carried out and acted upon. 25 To manage the delivery of office based services to include the purchasing of stationery, furniture, catering and cleaning materials. 26 To ensure maintenance and repairs are carried out as necessary. 27 To oversee the day to day running of the conference facilities function, including NICVA’s Food Safety Management System. Financial & Budgetary Control 28 To undertake the completion of the monthly payroll with the Finance Manager. 29 To process all payments associated with office based services. Other Duties 30 To contribute to the promotion of NICVA. 31 To liaise with legal advisors when required. 32 To undertake such other reasonable duties as NICVA may from time to time require. 3 Personnel Specification Job title: Human Resources Manager Qualifications and experience Essential 1 Degree, diploma or postgraduate qualification in Human Resource or Personnel Management, Business Management or a similar relevant field. 2 CIPD membership at Graduate level. 3 Three years paid work experience in a generalist Human Resources environment to include work in each of the following areas: recruitment and selection; employee relations; organisational development and planning; provision of advice to individuals and/or organisations on general Human Resource issues; development of Human Resource policies and procedures in line with statutory requirements and best practice 4 Experience of managing and developing a team of people. 5 Experience of devising and delivering training programmes. Desirable 1 Experience of facilities management. 2 Knowledge and experience of Investors in People, EFQM or other similar systems. 3 Experience working with and/or providing HR advice to the voluntary and community sector, SMEs, social enterprises or similar. 4 CIPD membership at Chartered level. 4 Skills and competencies: Essential 1 Excellent organisational skills and ability to organise workload to achieve agreed targets and objectives, while working to deadlines. 2 Excellent written and verbal presentation/communication skills and the ability to adjust the style and content to meet needs as appropriate. 3 Excellent interpersonal skills and the ability to build and maintain effective working relationships with individuals, client organisations and other key stakeholders. Interests and knowledge Essential 1 Extensive understanding and knowledge of equality legislation, employment law, current employment issues and Health and Safety regulations. 2 An interest and understanding of the voluntary and community sector in Northern Ireland.
