BIAS Management Committee
35 hours per week. Some evening and weekend work may be required, for which ‘time off in lieu’ will be granted
29 days per year plus bank holidays
£40,000 per annum
The director is responsible to the Management committee for the effective leadership, development and performance of the charitable company and has the executive responsibility for day-to-day operations.
The Director will ensure that BIAS:
Is a developing, innovative and successful Irish charity that offers a high quality of service to its many clients.
Is run effectively, efficiently and economically and that the Management
Committee is enabled to run its affairs.
Operates within an appropriate framework of policies and procedures and has effective financial and administrative systems and well-motivated and effective staff.
KEY DUTIES OF THE POST
1.
Management Committee
1.1
Ensure that BIAS Management committee is adequately and effectively serviced and provided with plans, proposals, financial performance and other monitoring information to enable it to control BIAS affairs.
1.2
To review with the Committee, the framework of delegated authority and reporting mechanisms.
1.3
To ensure that the Committee is kept informed on impending changes in legislation and policy, which may affect the charity's work.

Planning and Control
2.1
Prepare and regularly update a BIAS Business Plan for consideration by the Management Committee and implement the Plan with Committee agreement.

To ensure that there is an effective performance monitoring system for
BIAS and that there is a quarterly review of the Business Plan and other main indicators provided to the committee.
2.3
To ensure that appropriate strategic action is identified and taken under delegated authority when necessary.
Staff Effectiveness
3.1
Advise the Management Committee on personnel and employment issues. Maintain and develop an effective staffing structure for BIAS.
3.2
In coordination with a member of the Management Committee ensure that BIAS is adequately serviced by competent staff, through appropriate recruitment. To ensure that staff are motivated, managed, trained, supervised and appraised. To promote efficient and responsive teamwork and a mutual co-operative environment between staff.
3.3
To ensure that employment practices and office arrangements comply with appropriate legislation, directives and regulation.
3.4
To supervise Team Leaders, BIAS staff and occasional others such as
Social Work Student placements.
Policy and Conduct
4.1
To ensure that there is an effective written framework of Standards,
Policies and Procedures covering all area of BIAS’ work. Maintain appropriate mechanisms for checking compliance and evaluating performance.
4.2
To ensure that BIAS complies with its charitable objects, legal and policy requirements.
4.3
To ensure that development of BIAS’ Equal Opportunity policies, monitor its performance and make proposals for change to the
Management Committee.
Promotion and Representation
5.1
To promote and enhance the work of BIAS by developing and implementing an effective public relations strategy.
5.2
To promote and maintain effective working relationships with external bodies including local authorities and primary care trusts, BIAS’ funding agencies, partnership bodies and other partner organisations.
5.3
To ensure good relationships are maintained with BIAS volunteers, service users, other BIAS stakeholders and the general public.
5.4
To ensure BIAS is represented on key local and London-wide planning and development committees.
5.5
To attend or arrange for BIAS attendance at strategic seminars and events, which have a significant impact on BIAS clients and the Irish community.

Fundraising and Development
6.1
To develop, implement and monitor a fundraising strategy for BIAS in consultation with the Management Committee.
6.2
To keep abreast of current developments and best practice in the legal, voluntary and statutory sector.
6.3
In agreement with the Management Committee, to write or arrange for the writing of fundraising applications and bids.
6.4
To ensure that monitoring and other reports and documentation required by BIAS funding agencies are submitted in good time.
Finance
7.1
To ensure that the BIAS budget and cash flow are presented to the
Management Committee before the commencement of each financial year.
7.2
To maintain and review BIAS’ financial policies and procedures and to ensure their compliance.
7.3
To ensure that financial reports are kept up-to-date and that BIAS accounts are ready for audit at the end of the financial year.
7.4
To monitor and report on BIAS cash flow and project budgets on a monthly basis.
7.5
To ensure that BIAS have secure banking arrangements and to periodically review such arrangements in line with changing BIAS circumstances.
Administration
8.1
To ensure that BIAS legal documents are securely stored and maintained in good condition.
8.2
To ensure that all annual and other statutory returns are made with the required timescales.
8.3
To ensure that office equipment is maintained and that supplies/stock levels are adequate at all times.
8.4
To keep under review the Association’s use of computers and
Information Technology.
8.5
To compile a list of suppliers of goods and services to BIAS and review such list from time to time having regard to the quality, efficiency, environmental friendliness and cost of such goods and services.
Other Responsibilities
9.1
To ensure that safe and secure BIAS working environments are maintained.
9.2
To work at all times with regards to Equal Opportunities, Health and
Safety and other BIAS policies.
9.3
To occasionally work unsociable hours on a flexible basis.
9.4
To undertake training, as agreed by the Management Committee.
9.5
To undertake other responsibilities consistent with the post.
Education/Qualification
Relevant qualifications
A minimum of three years management experience
Experience of
Fundraising and Income Generation in the Voluntary Sector
