At present time, in connection with transition from a planned to a market economy, the
issues of social development requires rethinking a new ideas and approaches to
develop new methods of management that improves the economy and living standards.
Mountain regions of Central Asia with it’s inaccessibility, isolation (both geographical
and information) harsh conditions of the environmental problems, in particular the
protection of the unique nature and it’s distinctive flora and fauna.
Unfortunately, in recent years due to deteriorating economic and, in particular in
connection with the energy crisis that arose after the collapse of the Soviet Union, has
risen sharply negative impact on the nature of the anthropogenic factor. This not only
led to a breach of natural ecosystems, but also to the level of conservation
(disappearance) of their biological diversity. Even more problem was compounded by
the fact of climate change in Central Asia and its implications for our region. For more
than 80% of glaciers in the region, and in general water resources are concentrated in
the mountains of Central Asia. What is their consequence. Today, all these changes
lead to the gradual transformation of natural ecosystems and its rich biodiversity. As is
known, high-altitude ecosystems evolutionarily evolved in harsh environmental
conditions, and by their nature they are very peculiar. Therefore, sufficient evidencebased interventions, they can easily and irreversibly destroyed, and subsequently
beyond
repair
incredible
difficulty.
An important aspect out of this situation is, increasing awareness of mountain people by
creating informational and educational center environment, as well as the training of
qualified experts - ecologists, and the younger generation, with modern ecological
knowledge and approaches to solve problems.
Unfortunately, in the mountainous regions of Central Asia study environmental sciences
at universities and secondary schools are still under way under the general concept of
environmental education, developed at Soviet Union (slightly modified), which does not
conform not only to modern ecological view, but regional specific nature of the
mountainous regions of Central Asia.
All these changes in nature and in society, inadequate training program in the discipline
of "Ecology", leads us to the idea of the need to develop new approaches to solving
environmental problems, skills, organization and carrying out environmental activities,
including training of the younger generation with modern ecological knowledge and

approaches to solving problems, conservation of natural and cultural diversity.
The existing approach in relation to the political, economic, social and other changes in
society, does not give the desired effect, as well as the nature distraction. Proposed set
of measures to protect the biological diversity of flora and fauna. However, to get the
proper effect and failed.
Therefore, a new approach to natural resource management from a regional
perspective of sustainable development and management of internal resources, as well
as the transition of higher education to new, modern systems of education.
The proposed project aims at increasing awareness and knowledge of mountain regions
of Central Asia on the environment.
Aim of the project “Combining efforts to raise public awareness about the
problems of Central Asia, threatening the mountain territories and their
populations and measures to adapt to these changes in residents”
Project objective:
Organize the university infrastructure for information and educational center of Ecology.
Organize courses for teaching staff with the assistance of experienced foreign and local
educators and psychologists on contemporary principles regarding human rights and
the environment.
Organize retraining courses of the academic staff at EU leading universities.
Prepare an expert to ensure reliable and effective program for teaching environmental
subjects, in accordance with the modern education system and the specific features of
the region.
Create a model for monitoring education quality assessment of environmental
disciplines and the environment.
Create an information system - Web-portal to support the Center of Ecology.
Develop and test a model of self-evaluation of the University in obtaining modern
environmental education.
Publications guidance on teaching the disciplines of ecology, according to current
systems, and regional specificities.
