Ibstock Council Resolution: To support this application 253 07/01025/OUT Detached dwelling – rear of 243 Melbourne Road Amended plan (P.C. on 4th September 2007, (Min 106) supported Application Council Resolution: To support this application 254 08/00225/FUL Erection of single storey rear extension to form conservatory. 118 Battram Road, Ellistown Council Resolution: To support this application 255 08/00199/FUL Erection of two-storey side extension 24 Chapel Street. Council Resolution: No objection 256 08/00277/ful Change of use of property to provide residential accommodation and dog breeding kennels.) 33 Copson Street Ibstock Council Resolution: Objection Council resolved that the Clerk would write to the Planning Authority and inform that the parish council objects to this application on the grounds that: 1) Environmental Hazard. There is an open watercourse (Brook) at the rear of the property and adjacent to the kennels. Council is concerned that a potential hazard for contamination of the watercourse will exist. Particularly in heavy rains and/or if the applicant was to use hose pipes or other mechanical means to wash the kennel area. This could result in dog faeces washing into the brook and being carried at the rear of other properties in the area. Moreover, there will exist the risk of dog faeces deposited downstream on the banks of the brook. Thereby placing a health hazard directly at the rear of other properties. 2) The odour from dog mess could permeate the area and become a really unpleasant part of the street for other residents or visitors. 1 3) Barking dogs could intrude on residents and may spoil the peace and enjoyment of others. 4) The planning application states that arrangements for parking will be made at 37 Copson St. (The driveway of a neighbouring property) Council considers that ‘friendly neighbour’ arrangements do not form a sufficient guarantee of parking. This is particularly relevant if the owner of Number 37 was to sell the property. Copson Street is already heavily used and parking on pavements is rife due to the narrowness of the road. The street cannot support business parking. It is council’s resolution that the application should be refused on the grounds mentioned. (Extract of letter to NWLDC) 1. Members of Public - Question & Answer Session Allotments Mr Bob Storer made a formal request take over the tenancy of plot 2 (Vacated by A Ottey) Council discussed the reasons why, and agreed to defer decision until the item can be\ resolved in the meeting Proper. Council said that it would review this request. (See minute 266) 2. Report from local police officer PC 112 Roy Houghton reported that has been 40 crimes recorded in the past month. Incidents reported include: Burglary- Mercury News Shop Domestic incidents Thefts at Pretoria Road, Chapel Street and Willow Way. Cycle theft, motor theft, Youths caught with Cannabis Theft of Diesel from Newbolds Farm Theft and damage at Battram. Test purchases of alcohol are continuing via Trading Standards. PC Houghton asked council what it considers to be the priorities for the coming year, and what it would like the Police to concentrate on 3. Council agreed that Speeding Vehicles and Anti Social Behaviour are the two main areas of concern in Ibstock at this time. Report from Street Scene Manager Claire Macrory advised said that the recent litter pick at Chandlers Croft / Victoria Road had been well supported by the local scout group. The whole exercise had been very worthwhile. Council agreed and offered a vote of thanks. Central Passageway: The community college has started to clear the litter that has been accumulating in the hedge alongside Central Passage. The school had enquired whether the Parish council would offer financial support to install a fence (Instead of having a hedge.) (Council declined the offer) Dog fouling After reports of fouling at Thorndale and at The Hastings Claire said that the dog control team would target these two areas. There being no other pre-meeting business, the chairman thanked all for attending and Declared the pre-meeting closed. 2 PARISH COUNCIL MEETING PROPER 1 APOLOGIES FOR ABSENCE Apologies were received from Councillors Cllrs, K.Smith, and G.Smith who advised the Clerk that they would not be able to attend. Cllr Ron Taberner advised the clerk that he had to work on that evening. 2 CONFIRMATION OF MINUTES FROM PREVIOUS MEETING 257 Council Resolution: The minutes from the meeting held on 5th February 2008 be signed by the Chair and passed to the Clerk for filing. MATTERS ARISING FROM THE MINUTES OF 5TH FEBRUARY 2008 3 258 (237) Overhanging branches 59 Copson St Cllr Sparrow brought to council’s attention that branches/shrubbery is overhanging the footpath at 59 Copson Street. The clerk said that he has emailed County Highways, and has reported the issue by phone. They will pay a visit to the address. 259 (249)Lighting Central Avenue No reply from LCC. Although it appears the D.Price had raised the same matter in 2005. At that time LCC had said they would consider budgeting for stronger luminaires 260 Items awaiting replies The Clerk advised Council that L.C, C. County Highways, has moved from the Coalville depot and this possibly explains why there have been no replies to letters in respect of items: 201 Uneven footpath –Melbourne Road 202 Narrow Footpath – Ashby Road 203 Road Markings (White lining) Spring Road 204 Parking on Green space – Spring Road Letters have been re-sent to Mountsorrel. 4. PLANNING MATTERS The applications discussed by the planning committee were ratified and resolved as detailed within Minutes252-256 5 261 ACCOUNTS Council resolved: Accounts received and paid as per attached listing. The Chairman initialled the lists and bank statement. 6 262 MATTERS ARISING. Scout Group Litter Picking Cllr Kailofer proposed a vote of thanks to the Scout Group for the litter picking (As previously mentioned) also, that council might like to show its appreciation by donating a small grant to the Scouts. Cllr Farmer and Cllr Sparrow stated a prejudicial interest in the motion withdrew from the discussion. Council unanimously supported the motion and resolved to grant £50 to the Scout Group. 3 263 Dog Fouling Problems Council discussed what other initiatives might be taken to try and reduce or eliminate the problems. Council heard from members that in some areas the problem is getting worse, instead of better. Suggestions of improved signage, leaflets to give out with poop scoop bags were also mentioned. Claire Macrory advised that new dog control orders would become effective on 1 st April 2008. Teams from NWLDC are presently patrolling and trying to educate those persons in charge of dogs to take a more responsible approach to clearing up behind the dogs. The chairman proposed that the parish council waits to see the impact of the measures being proposed by NWLDC before looking at producing leaflets or buying signs. Resolved – No further action at the moment. 264 Storm Drain - Miners Way Councillor Cockett reported that a member of the public had complained about an overflowing storm drain. Council discussed and suggested that the person should contact the environment agency. 265 Allotments Agreement and Tenancy Rules Council discussed the present rules, previously circulated, and it was agreed that these need changing. Following suggestions and discussion the rules subsequently agreed (As per attached) 266 Vacant Allotment plot Cllr Whitby proposed that Mr Bob Storer be given the tenancy of plot 2. Council resolved: Proposal supported unanimously. 267 Rural Community council (Item 9.1) The Clerk advised that council has received the annual membership pack for 200809. The RCC has revised the way it calculates membership fees. In the case of Ibstock, the fee will increase from £35 to £50. Council discussed and resolved to not continue membership 268 LRAPLC Annual Subscription (9.2) The Clerk advised that council has received the annual membership pack for season 2008-09.The fees will increase to £528.92. 269 Laics & Rutland Playing Fields Association (9.3) The Clerk advised that council has received the annual membership pack for season 2008-09. Council discussed and resolved to not continue membership. 270 Additional Equipment at Battram Skate Park (9.4) The Clerk said that council has received a request for permission to install skate equipment by Battram Access Centre Committee. (There is no request for financial assistance.) Council discussed and resolved: Permission granted. 271 Fencing –Thorndale Play Area (9.5) The Clerk said that he is waiting for one more quote for costs to fence off the children’s playground at Thorndale. (As per the ROSPA Safety Inspection Recommendations) Cost is expected to be in the region of £4,500 4 272 Fencing -Leicester Road Recreation Ground. (9.5) The Clerk said that he has obtained quotes to fence off the play area from the driveway of the Miners Welfare. (This is because people keep making gaps in the hedge) Cost is in the region of £2,500 Council discussed the impending redevelopment of the Recreation Ground and the potential funding from Section 106 (When the David Wilson site is redeveloped for housing. 7 Council Resolved: No further action a this time REPORTS OF REPRESENTATIVES FROM: Palace Community Hall Committee Local Association of Parish & Local Councils Sence Valley THE PALACE. Cllr Cockett said that The Palace was well utilised; the diary is quite full and all events are well supported. There has been £30,000 pledged to phase II so far. Phase II will have to be funded piece meal. The first phase will be to renovate and improve the stage area. SENCE VALLEY Cllr Mrs Granger reported that the winter bird walk was very well attended, 80,000 visitors per year. There will be a range of activities over the Easter holiday, for the 8-11 year olds. There will be courses on offer in the future, For example, A course in Dry stone Walling, A course in Hedge laying Also it was being considered whether to change the Car park.
