Short Term Foreign Faculty Hiring Program Project Introduction: The Higher Education Commission (HEC) believes in integration of education and research as the hallmark and strength of the Pakistani system of higher education. A vibrant well-qualified and research-oriented faculty is essential for such an endeavor. The HEC has several on-going programs to infuse a culture of excellence and quality research in the universities. A vast human resource yet to be untapped which could provide the impetus for fast track development in public universities and degreeawarding institutions, are the expatriate Pakistani researchers and academician. About 410 development projects especially new programs for strengthening of faculty development and R & D activities are under implementation. To overcome the present acute shortage, expected for next 3-4 years till the out come of on-going HRD programs, the present project has been proposed to hire Foreign Faculty as under, on short term basis. Higher Education Commission Islamabad in this context launched in November 2003 the “Short Term Foreign Faculty Hiring Program (SFHP)” to attract foreign nationals as well as expatriate Pakistani scientists and engineers in academia and professional organizations to come to Pakistan on short-term assignments (at least for One Semester) at public sector universities and degree awarding institutions (DAIs). The focus was to make out for the critical shortage of qualified faculty in public institutions of higher learning to produce finest engineers, scientists across a broad range of disciplines. It was also hoped that such interaction between Pakistani universities and their foreign counterparts will open avenues for future research collaboration and faculty exchanges. Hiring is made in all disciplines under the SFHP. Project Objectives: To hire at least 240-300 highly qualified experienced Faculty/researchers/ professionals of any nationality (except India or Israel.) and of any discipline to cope with the critical shortage of qualified teaching faculty in Pakistan and to provide quality education at the level of Bachelors, Masters and Ph.D with minimum input of financial resources. Enhance R&D activities in the Universities / Degree Awarding Institutes to produce quality Manpower in the fields of Science & Technology and Social Sciences. Relationship with Sectoral Objectives: This Project is directly linked with the overall vision and objectives of the Mid Term Development Frame-Work (MTDF) to strengthen Faculty and institutes/ public sector universities in all disciplines and to enhance R&D activities and produce highly qualified Manpower in Science & Technology. Provide training to the faculty members Guidance to graduate students (PhD, Mphil, MS) in their research Conducting workshops and seminars on cutting edge technologies Teach Advance courses at graduate levels The position carries a handsome pay i.e. Rs:100,000/- to 200,000/- per month, one economy class return air ticket (Maximum of limit Rs.120,000/-) and daily boarding allowance Rs.850/-. Eligibility Criteria: 1. Applicant must hold PhD degree in the relevant field from HEC recognized universities/ institutes. 2. Applicant must commit to come for at least one semester (i.e. 3 to 4 ½ months) which will be extendable to another semester only upon the consent of HEC and host institution. In special cases duration can be reduce with approval from chairman of selection committee. 3. Applications will be facilitated in all discipline; from any nationality except from Indian or Israel nationality. 4. Applicant while at the time of applying to this program must hold job / teaching position in foreign institution / university / organization and having at least two year post-doctorate foreign experience. 5. Applicant must have good academic and publication record. 6. Applicant hired under this program is expected to have excellent verbal and written English language skills. 7. Special waiver of PhD Degree to the applicants belonging to clinical medical sciences (who hold terminal degree of MRCP, FRCS (UK) or Diplomat American Board) and also to the Professionals of Fine Arts, Architecture, Law & Theatre and Arts disciplines with the condition that the perceptive candidates must have served as a faculty member in a recognized Foreign University or worked at reputable organization at least for three (03) years.
