Welcome to the 2007 Windy City Blowout. This packet of information
will help communicate the following: 1) Phone numbers, 2) The rules for
the tournament, 3) Driving directions to the all the fields and 4)
Schedules for all divisions. We hope everyone has fun during the
tournament. The Windy City Blowout results will be posted on the
Chicago North Web Page www.cnmsbl.com. On scorebook.com.

Playing Rules
1.
RUNNERS
Managers must notify the opposing manager of any courtesy runners prior to the start of the
game. Each team will be limited to the following courtesy runners: 28’s=3, 38’s=3, 48’s=3. If
the courtesy runners are not announced prior to the start of the game the remaining courtesy
runners may be used during the game. A courtesy runner will be the player who made the last
out by either batting, forced out or tagged out.
Pitchers and catchers can be removed after 2 outs. These runners do not count towards the
courtesy runner rule limit, but the last out rule remains in effect.
Also, pitchers and catchers are not to be counted as the last out in this situation. You simply
move back down the batting order to find the next out player who will be the runner in this
situation.
2.
MINIMUM PLAYERS
A game can start with eight (8) players, but cannot be played with less. No team will borrow
players and no team can use non-rostered players to compete in a game. If a team does not
have 8 players at game time that team will be given an additional 10 minutes to get their 8 th
player. If a team does not have their 8 players after the additional 10 minutes from the original
scheduled starting time, the game will be ruled a forfeit. However is a team is late in arriving
from a previous game at another location that team will be granted the necessary additional time
to arrive and no forfeit will be granted.
3.
MINIMUM BATTERS
Each team must bat a minimum of 10 players providing there are enough players to do so.
Managers may designate A & B hitters in the lineup. A & B hitters will alternate their at-bats.
This can be done with the number 1 position on down. Players may be added to the bottom of
the lineup at any time. If a player is pinch hit for he may not re-enter the game on offense.
Batters cannot be skipped over in the lineup.
4.
TIMING
After the starting pitcher has concluded his warm up throws the umpire will call “play ball” and
announce the starting time of the game. The umpire will show both managers his game clock if
requested. Managers should write down the starting time in their scorebook and verify the time
on their watch.
No inning shall start after 2 hours and thirty minutes. The last out of an inning indicates the end
of that inning and the start of the next inning, not the first pitch or the umpire’s “play ball” signal.

If a game is tied after 7 innings and the time limit has not expired, up to 2 more innings can be
played to break a tie. If the game ends in a tie after 9 innings, then the game will be reflected in
the standings as tie. However the commissioner of the tournament reserves the right to continue
any game to resolve a tie. Night games at Northbrook or Rec Park are exempt from the extra
inning allowance as the lights are on timers there.
5.
COMPLETED GAMES
All games are 7 innings except for the championship game. The championship game for each
division will be 9 innings. A completed 7 or 9 inning game is after 4 ½ innings if the home team is
ahead or after 5 innings if the visiting team is ahead for rain, lightning or poor playing conditions.
The umpires will call the Director to decide on whether to delay or call the game. Umpires and
managers are urged to keep the game moving.
6.
TIE-BREAKERS FOR STANDINGS
In determining qualifying for the playoffs the following will be the tiebreakers: 1) Run differential
between runs scored and run allowed. 2) Record against common opponents. 3) The
commissioner reserves the right to determine the last tiebreakers.
7.
MERCY RULE
No mercy rule for all divisions.
8.
PLAYER LEAVES THE GAME
If a player is forced to leave the game due to injury /ejection or some other reason, a substitute
not previously entered offensively must hit in that player’s spot. If no reserve is available, that
spot in the lineup is skipped and all batters move up with no penalty.
9.
DEFENSIVE SUBSTITUTION
We play open substitution on defense. Defensive changes do not have to be announced.
10.
PITCHING RULES
A pitcher must be removed if he hits 3 batters in a game. If a pitcher is removed from a game in
the middle of an inning, that pitcher cannot return to the mound until the next inning. A pitcher
may only re-enter as a pitcher one time during the same game. A pitcher cannot wear batters
gloves on either hands or wristbands. Sleeves cannot be white, gray or a light color so as to
impede the vision of the batter. A relief pitcher will get a maximum of 8 warm-up pitches and
then must be ready to throw.
11.
DECOYS
No decoys are allowed by appearing to tag a runner or causing a runner to slide. Pop-ups are
the only exception. This rule is meant to protect runners from injury. All runners will be
advanced one base and a warning will be issued to the offending team. A second infraction will
result in the ejection of the player.
12.
COLLISIONS
All players must avoid an intentional collision with a fielder. It is also illegal to block the entire
plate/base without the baseball. Good judgment plays an important role as well as good
sportsmanship. Remember that each of us has to work for a living. Penalty is ejection without
appeal.

The league is aware that it is the responsibility of the umpire to take control of a game.
However, the league also feels that safeguards are needed to protect the players, and to project
a good image for the league. Therefore, any violation of any of the following rules will result in
an automatic ejection of the player:

Intentional injury/collision/spiking
Physical contact of a provoking nature with a player/umpire
Continual profanity after a warning
Throwing of equipment in anger
The umpires, at their discretion, can eject players as they see fit during a game.
1st ejection = 1 game suspension
2nd ejection = Balance of the tournament.
14.
INTENTIONAL WALKS
Simply inform the umpire that the batter is to be intentionally walked. One intentional walk pergame is allowed.
15.
UNIFORMS
All teams must have full baseball uniforms with hats. It is the intent of this rule that each team
will be properly uniformed. In such cases where a player is unable to be in proper uniform, it is
up to the opposing manager to give approval for participation. All Star Team uniform formats are
acceptable.
16.
FINAL STANDINGS
Final standings will be computed on a point system. Two points will be granted for a win. One
point will be granted for a tie and no points will be granted for a lost.
17. Metal Bats
In accordance with MSBL National Rules, all bats over minus 3 are not allowed.
18.
REPORTING SCORES
Immediately after the end of the game, managers must call in the scores to the hotline along
with any highlights ; hitting stars, winning pitcher etc.. This call should be made to the hotline as
this is how we will update the standings. 847-604-2444 when you hear the recording hit # and

three 3.5 miles

parking lot.
