Sustainable Environment Policy
1. Hound Parish Council will promote the responsible use of resources, by purchasing
from reputable local suppliers, recycling materials, using recycled goods wherever
practicable and installing energy saving measures at all of its premises, where it is
reasonable to do so.
2. Resources are to be carefully managed to reduce any adverse environmental impact
and to reduce costs wherever possible.
3. Hound Parish Council’s Health & Safety policy and legislation are to be observed
when disposing of waste, to ensure responsible working practices.
4. Specialist companies which deal with restricted materials such as asbestos, will be
engaged to ensure the safe removal of the same.
5. When removing material from the Council’s property, consideration is to be given
to whether items can be re-located elsewhere, or if the material can be recycled,
before being disposed of at the waste management centre at Ashley Crescent, Sholing,
or by using the trade waste bins at Abbey Hall and Hound Parish Hall.
6. Recycling bins at the Council’s premises are to be installed wherever practicable
and collection of material scheduled to take place on an as and when basis, according
to the volume of material to be collected by the Eastleigh Borough Council (EBC)
Trade Recycling Team on Thursdays. An e-mail is to be sent to the EBC Recycling
Team on Wednesdays when a collection is required and bags placed in the prearranged place in readiness.
7. Computer consumables, fluorescent light tubes and batteries will be disposed of
appropriately in accordance with the WEEE regulations. Mobile phones and
computer equipment will be sent to charitable organisations for refurbishment and
subsequent reuse, after measures have been taken to remove any data which could be
abused.
8. The installation of the rainwater harvesting system and Ground Source Heat Pump
(GSHP) at the Tankerville Sports Pavilion have started Hound Parish Council’s
programme of installing major energy saving measures. Similar measures should be
considered at Hound Parish Council’s other premises, after investigation into the
return on investment has been conducted, to ascertain feasibility.
9. Water butts and compost bins are encouraged to be installed at Hound Parish
Council’s allotment sites and the Burial Ground, to help reduce water costs and
encourage home composting respectively.
10. Low energy products are to be purchased and energy saving measures are to be
considered where the return on investment is predicted within a reasonable timescale,
to maximise energy efficiency.

11. Good housekeeping and regular maintenance of all of the Council’s buildings,
facilities and equipment are to be undertaken, to minimise the incidence of avoidable
major revenue expenditure.
12. Water, electrical equipment, lights and heating are to be turned off when not
required, to conserve resources and to cut costs.
13. Price comparisons for utility services are to be undertaken in advance of the
termination of contracts, to ensure that value for money is actively sought.
14. Local suppliers are to be used wherever possible for routinely ordered goods, to
promote local business and to reduce transport costs and environmental impact.
15. Car sharing or use of public transport is to be used whenever possible.
16. Non-confidential information is to be disseminated by e-mail wherever possible to
reduce paper, printing and postage costs.
17. Where hard copy documents are required, these will be printed via the Parish
Office photocopier on double-sided paper which contains the maximum recyclable
content practicable for this purpose. Colour printing via the Parish Office individual
printers is to be undertaken only if necessary.
18. Grounds maintenance programmes are to include biodiversity considerations
wherever possible, to encourage wildlife.
19. Holly debris from Priors Hill Copse is to be shredded, which is then to be offered
to allotment holders at the adjacent Butlocks Heath allotment site. Larger logs are to
be used by the Friends of Priors Hill Copse to build and maintain the dead hedge to
demarcate the boundary with Butlocks Heath allotment site, or stacked at the entrance
to the Copse for the public to take away.
20. This policy is to be observed by Councillors, members of staff, contractors,
representatives of other organisations working on behalf of the Council and users of
Hound Parish Council’s facilities.
