CONSULTATIONS: Highway/Water Authority/Other Bodies Lancashire County Council (Highways) – No objections raised to this town centre development but in view of lack of parking, suggest that the applicant be required to submit a travel plan. A condition with note is suggested. (3/2004/1111) - No objections to this town centre proposal (3/2004/1054). CONSULTATIONS: Nearby Residents Issues raised by one nearby resident (see record sheet in file) and discussed with officer but no formal objection received. COMMENTS/HUMAN RIGHTS ISSUES/RECOMMENDATION: 21 Church Street is an 18th Century Grade II listed building having a prominent street frontage within Clitheroe Conservation Area. No 21 and the adjoining No 23 Church Street are within Clitheroe Shopping Centre (Policy S1) but not the principal shopping frontage (Policy S3). 93/773 (LBC) and 93/787 (PP) – Granted – conversion of first floor offices to flat and construction of new access steps externally. 95/357 & 95/356 (LBC & PP) – Granted – conversion of ground floor and first floor offices to flat. 95/480 – Listed Building Consent – Granted – removal of existing low stone wall to front and replace with second hand stone and new coping and replacement railing. In my opinion, the proposal has an acceptable impact upon the character of the listed building. The proposal adjoins a residential property ( No 23 Church Street) but I consider that this return to office use (see applications 95/356 and 95/357) will have an acceptable impact upon residential amenity and note that no objection to the development has been received from residents at No 23 Church Street. I am also mindful that the site and adjoining No 23 Church Street are within Clitheroe Shopping Centre. I note the comments of the County Highway Engineer (and also that whilst car parking adjoins the site, most of the spaces are reserved for other users) and would suggest that a condition concerning the submission of a travel plan be attached to the decision. SUMMARY OF REASONS FOR APPROVAL: The proposal has an acceptable impact upon the character of the listed building and residential amenity, and conforms to Clitheroe office location policy. RECOMMENDATION: That conditional planning permission be granted.
