Fax: +62 21 525 3095 Date: _____________ Dear Minister, As you must know, there is ongoing widespread concern about the disappearance of Dedek Khairudin, who was taken from his home in North Sumatra early on the morning of November 28 2013 by a member of military intelligence from the Army Resort Military Command (Korem 011/LW) accompanied by at least eight marines from the Pangkalan Brandan region. Despite the reported arrest of at least five soldiers in connection with this case, the whereabouts of Dedek Khairudin are still unknown and an independent investigation into this case has yet to be opened. Therefore I am writing with urgency to call upon you to ensure immediately that - the investigation into the abduction of Dedek Khairudin is prompt, full and impartial, and that it is carried out by an independent body so as to identify his whereabouts and ensure his safety; and that - the findings of such an investigation be made public and all those responsible for this enforced disappearance be brought to justice before a civilian court according to international human rights standards. Enforced disappearance is a serious human rights violation and a crime under international law, violating the rights of the persons who were disappeared and of their loved ones. For this reason I urgently call upon your government to ratify the International Convention for the Protection of All Persons from Enforced Disappearance at the earliest opportunity and for its provisions to be incorporated into domestic law and implemented in policy and practice.
