Location of the school
Holly Park Primary School is located on Bellevue Road in Friern Barnet, south of Friern Barnet Road,
which is heavily trafficked. Bellevue Road runs past the main gates of the school and is a through
road, junctioning with Friern Barnet Road to the north and Crescent Road to the south. Both of these
adjoining roads are heavily trafficked and Crescent Road itself is used as a driving instruction area by
local driving schools, adding to congestion in the school area.
Crescent Road and Bellevue Road are often used by vehicles as a ‘rat run’ to avoid traffic queues.
The properties in the area are mainly terraced which results in cars parking along the roadside. The
layout of the roads in the area is such that there are a number of junctions that need to be crossed on
each road. The school is less than a quarter of a mile from the entrances to two other schools which
leads to extra congestion in the area.
Engineering Measures
At the crossroads of Holly Park Road and Bellevue Road there is only a single yellow line, which is so
faded that it has disappeared entirely in parts. It is frequently ignored by parents parking at the start
and end of the school day.
Double yellow lines were painted following resurfacing at the junction of Bellevue Road and The
Crescent which should have made visibility better for motorists and pedestrians.
Keep clear zig-zag markings outside the school are adhered to by most motorists, but a small minority
still ignore them.
There are school warning triangle signs on lampposts at the Bellevue Road junctions with both The
Crescent and Holly Park Road.
Pedestrian and school entrances
The pedestrian entrance used by the pupils is clearly marked. The car park entrance has been moved further
down Bellevue Road so it is now well away from the pedestrian entrance.
The school has two entrances facing Bellevue Road, these are the driveway into the car park and the pupils’ and
pedestrian entrance. Yellow zigzags showing ‘School keep clear’ are marked on the road by this entrance
(although very faded in places), with concrete bollards to keep children safer on the pavement. The school has
invested in A frames reminding parents not to park on the zig-zag lines.
Catchment area
Holly Park is a popular and oversubscribed community primary school (including a nursery) serving a
suburban, residential area, consisting of older style houses, flats and a newer estate built in the late
1990’s. Children at Holly Park come from a mix of owner occupier, privately rented and council rented
homes.
A wide number of cultures, faiths and ethnic groups make up the Holly Park community, and this is a
distinctive strength of our school.
Although the majority of our pupils come from an area close to the school, we have a number of
families who travel from further away. These are often families that have moved from our catchment
area, but kept their children at Holly Park to ensure a more consistent education. Bulge classes in the
current Year 2 and 4 have led to families travelling from further away, with less opportunity for pupils
to walk.
Some of our support staff live in the Friern Barnet area, but most of the teaching staff live further
afield.

Holly Park has a number of bus routes running close to the school, stopping in Friern Barnet Road (a 2 minute
walk), Friern Barnet Lane (a 10 minute walk) and by Betstyle Circus (8 minute walk) .

Arnos Grove Underground Station is a 20 minute walk from the school, running on the Piccadilly Line.
Roads
Holly Park School is situated on Bellevue Road. Bellevue Road is a narrow, residential road with a significant
amount of on-street parking. It junctions with Friern Barnet Road to the south, and The Crescent to the north.
There is some on-street parking outside the school, although it becomes extremely congested at the start and
end of the school day. Limited parking is available to staff and visitors on-site.

Holly Park offers an on-site breakfast club and after school club, both of which are open daily. The
privately run after school club is also used by pupils from the neighbouring St. Johns School, who
travel to our site on foot. The breakfast club has been running since September 2007 and currently
caters for over 60 children every day, paying £2.00 per child per day. The after-school club is run by
an external provider ‘Bellevue After School Club’.
Both of these clubs enter the school via the front pedestrian entrance.
The Nursery currently provides a breakfast club starting at 8.00am, and after school provision until
6.00pm.
We offer a timetable of clubs run by Holly Park staff and an outside provider for pupils at the school,
and have a family area where courses, meetings and drop-ins are held for parents, carers and our
community.

The majority of Holly Park pupils come from the local area. However, we also have a significant number who
travel from further afield. Some of these have stayed at the school when they have moved house, and others
were allocated Holly Park when places were available, particularly in our two bulge classes.

The traffic on Brunswick Park Road just outside the cemetery (between NLBP and Brunswick Crescent) is always difficult due to the on-street parking which makes the road
one way. I only just avoid collisions on a weekly basis due to the selfish nature of other drivers not waiting for vehicles to pass through and barging forward. On a number of
occasions I have been forced onto the pavement to avoid a crash which is difficult in my car and VERY dangerous. Whilst I appreciate that people want to park outside their
homes, restrictions as in other Barnet roads could limit on-road parking at certain peak times and this would greatly improve traffic flow and safety.
Crossing Bellevue Road at the height of morning traffic can be very dangerous - a pedestrian crossing would be ideal!
Traffic lights at the Woodhouse Road / Colney Hatch Lane junction has no filter light when turning right. Cars, lorries and buses all jump the lights making it very dangerous to
cross and causing unnecessary congestion.
Summary
Pupils - Whilst we are pleased that there has been a 5% reduction in car use since 2004, an increase of 2% from last year was disappointing. However, we
believe that in part this is due to many of the hands up surveys being completed in a week when the weather was poor. Walking has increased by 3% this
year, with reductions in alternative travel arrangements.
We have noticed that there is an increase in the number of children cycling and scootering to school in the summer months in particular. Informal
investigations have indicated that car use is higher in Year 2 and 4 (our bulge classes) having children who are living further from the school and needing to
use a car to come to school. The increase in the number of children attending the Breakfast and After School clubs has also led to an increase in the number
of parents who are dropping off and collecting by car, as these parents are usually coming from and going to work.
An obvious point of action however remains the children who arrive at school by car where the parents are not travelling onwards to work.
Staff - car use has gone up this year by 4% with a decrease in walking and cycling. We have had a lot of new staff this academic year, and all of these live
outside of the local area to school, most more than 5k away.
