The information includes the description of land and building, building measurements and usage; as well as information pertaining to neighbouring properties. The rationale is to gather correct information for carrying out valuation. Referencing must be handed systematically so that important information is not missed out. The measurement of building must adhere to the Uniform Methods of Measurement by the Institution of Surveyors Malaysia, a practice that is widely accepted by the Valuation profession. Systematic referencing procedures are very important because all the relevant property information is collected for the purpose of carry out a reliable, fair and dependable rating valuation. General Procedures for Site Referencing and Building referencing Site referencing Identify the holdings from RSS plan or Locality Plan by using landmarks as a guide. Upon reading the neighbourhood, Sketch the neighbourhood plan Note land-use in the neighbouring areas Indicate landmarks in the sketch plan Upon searching the subject property, if the owner is present, ensure that the right property is being inspected by verifying against the land title details. If the owner is not present, verify it by using the landmarks indicated in the plan or triangulate from the adjacent land. Sketch the site plan. Note the physical description of land. Note the type of services within the area. Building Referencing Sketch building plan. Take measurements of buildings. Note the measurements on the sketch plan. Always start measuring the front dimension in an anti-clockwise basis direction and end at the starting point. Always take external measurements first before entering the building. Always start on the ground floor, then move to first, second and other upper floor. Move to the basement after finishing the upper floors, starting from the upper level basement. All the measurements to be taken to the lower 3 decimal points in metre (written as m). Note the description of property (type, usage & condition). Note details of construction of main building & out buildings. Note other physical improvements on land (Private road condition, fencing, sanitation, drainage & etc). To complete referencing forms, sketches, drawing and etc. To counter check all completed referencing form. Send to Valuer KASKA Kuching for valuation. To value the holdings in rural areas with General Purpose (G.P) by Senior Valuation Assisstant (S.V.A). Valuation done and returned by Valuer, then ARV enter into Assessment Register (Valuation List) and send to Valuation Officer at KASKA for approval and endorsement for holdings which were valued by S.V.A. To endorse all the ARV of the new holdings in Finance, Establishment and Tender Committee meeting. To serve Assessment notice to individual ratepayer. Referencing of New Holdings Start To take all the measurements/ particulars of buildings To complete referencing forms, sketches, drawing & etc All completed referencing forms etc to be counter check first The S.V.A will value the buildings for rural area with G.P only Send to Valuer, KASKA for valuation -Valuation done & returned by Valuer then ARV enter into Assessment Register (Valuation List) -Send to Valuation Officer KASKA for approval &endorsement To serve Notice Amendment to Valuation List to ratepayer and endorse in the Finance, Establishment & Tender committee meeting Objection received and inform Valuer KASKA / AAC (if any) The Valuer / AAC members will meet the objectors (so far all the cases were settled at this point) To print and dispatch the list for payment To file all referencing forms / valuation form in the cabinet End
