ROLE PROFILE : Community Safety Officer Reports to: Head of (Area) KEY RESPONSIBILITIES 1. To take on cases of anti-social behaviour, nuisance, harassment and other tenancy breaches, instigate action and pursue to resolve, including taking legal action where necessary, including abandonment, squatters, left in possession, non-access for repairs and gas servicing. 2. To ensure that all cases pursued by post-holder are effected to the highest standard, and within target-times as directed by the Head of Area. 3. To deal with all remedies for ASB including mediation, monitoring injunctions, ABCs etc 4. To liaise with and assist any solicitors and other legal experts appointed by Your Housing Group, to ensure that all relevant paperwork and documentation, including witness statements, are available for court and other hearings. 5. To develop and maintain strong and effective relationships with key stakeholders within the community safety, statutory and non statutory sectors so as to enable a strong multi agency approach to case work 6. To work alongside Housing Officers to ensure that a holistic approach is taken to tenancy breaches where individuals are supported to maintain tenancy conditions but action taken where the support breaks down 7. To visit victims, perpetrators and witnesses in cases of ASB, nuisance and harassment, to ensure that evidence is collected and witness statements taken to effect the preparation of legal cases. 8. To prepare all pre-court paper work, and all court applications, including affidavits and court applications under the direction of the Head of Area or Community Safety Manager, where necessary, or other legal advisers appointed by Your Housing Group and attend court and give evidence, as appropriate. 9. To attend liaison meetings, including Joint Action Group meetings, with partner RP’s, YOT’s, Police and other external stakeholders to consult and agree action in cases involving Your Housing Group residents or where Your Housing Group has interests. To maintain an up to date knowledge of all relevant legislation, case law and good practice relating to tenancy compliance, anti-social behaviour, nuisance and harassment. 11. Enable and support resident involvement in service delivery and improvement as appropriate in line with the Group’s strategic approach and the Policy & Service Improvement Team, ensuring impact and outcomes are maximised and reported effectively. 12. Contribute to local and Group wide service improvement planning initiatives and activity as appropriate, including quality circles, policy and procedure reviews and highlighting best practice. 13. Support the Group’s approach to capturing and responding to customer feedback and profiling information, as required, through a range of methods. 14. Ensure any complaints or safeguarding cases assigned to you are handled in line with the Group’s policy, approach and timeframe and subsequent local actions, learning or improvements are implemented. Personal Skills and Abilities Ability to work alone and organise workload accordingly. Effective communication skills to be able to work with members of the public in an empathetic manner, and to be able to communicate information in a clear and understandable manner Verbal and written comprehension skills to be able to understand complex legal issues and complete court case papers Experience requirements Experienced Housing or Tenancy Enforcement Officer. Additional Information It is desirable that the post holder holds a valid UK driving licence and has access to a vehicle for business use if required. The post holder will contribute to the effective day to day delivery of a holistic housing management service to Your Housing Group residents. Working Relationships: The role will report to the Head of Area but will strong relationships with internal and external colleagues and stakeholders, establishing working partnerships with housing and crime and disorder organisations.
