Introduction
National Defense Academy (NDA) Company Commander Course
study program trains the specialists for service at National Armed Forces of Latvia
in the position of company commanders. After acquirement this program the
graduates receive the professional higher education on the Level 2 and necessary
amount of knowledge and practice, to be posted to position of captain.
In Company Commanders Course accepts NAF officers with the
qualifications of
- 3 year Platoon Commander Course,
- 2 year Platoon Commander Course (if the correction course of the
military education being acquired ).
Study program consists of the following parts:
1. Battle Preparation.
2. Military Leadership and Administration.
3. History and Political Sciences.
4. Foreign (English) Language.
5. Informatics and Data Processing.
6. Working out and defending of the Project Paper and passing of the State
exam of qualifications.
The content of Study program is stated in legislation of Latvia concerning
higher and professional education as well as necessity of acquirement of specialized
objects according to the requirements of company commander’s qualification
approved by the commander of National Armed Forces of Latvia.

1. The Objectives and Tasks of Study Program
The main objectives of Company Commander course Study program:
1. To train military specialists in infantry company commander’s
speciality according to the stated company commander’s
qualification requirements.
2. To provide the company commanders professional level
according to the legislation of Latvia concerning the higher and
professional education.
To achieve the objectives of Study program the main tasks of Company
Commander course Study program (by giving cadets the chance) are:

to gain the theoretical understanding and practical skills
of the combat main elements according to the
requirements of company commander’s qualification,
- to acquire the military-technical knowledge – combat
engineering, armament, [signals] communication and
combat equipment,
- on the basis of acquired theoretical knowledge and
practical skills in military management and legislation, to
develop the communicative skills, skills of
selfdependent and command work,
- to get knowledge and practical skills in organization of
Staff work,
- to practice the political intellect and culture, ability to
understand the political processes in the world and in
Latvia,
to acquire different skills in computer work, Informatics
and Data Processing,
to get understanding of Military Ethics and Civilian –
Military relationship,
to get ability in formulating and solving problems
concerning to State Security and Defense, both
strategically and analytically,
to get knowledge and skills in developing and
implementing projects,
- to acquire foreign language (English) including military
terminology,
- to insure conditions and surroundings for students
researches, necessary for State Defense purposes,
- to motivate for further education and professional career.
NDA insures the objectives achievement by providing the training and
administration, offering the cadets training of high quality in frames of Study

program in general as well as individual work of instructors for continuous
improvement of teaching quality.

2.1.2. There is no practice in the frame of Study Program. In accordance with the
officers service scheme the two years service in NAF is mandatory to be accepted to
study program.

2.2. Organization of Studies and Evaluation of Knowledge
Company Commander Course program includes studies of 23 subjects
during a year of full-time studies. 5 NDA departments organize studies. Tactics
Department is responsible for organization of studies of 5 subjects, Leadership and
Political Science Department - 10 subjects, Technical Sciences Department - 6
subjects, Department of Foreign Languages - 1 subject, Physical Training
Department - 1 subject. One instructor is appointed for each subject who is
responsible for conformity of the subject content with the study program as well as
for methodical level and quality of lectures on this subject, for improvement of
study aids and appliances, for interconnection with other subjects of the study
program.
Lectures, practical classes, seminars and self-education are employed in
order to achieve the objective of Company Commander Course. It is envisaged that
the amount of unassisted work shall be no less than 38% of the total amount of the
study course. 50-70% of the study program are realized as practical classes in study
rooms. In the frame of this Study program practical Field training are organized in
terrain [a shooting-range]. Interactive study methods are extensively used in
mastering the theoretical material involving students in a dialogue with an instructor
organizing work in small groups. Audiovisual aids are used in the study process.
Cadets take advantage of NDA reading-room, library, computer classes, Internet
during the process of self-education. Lectures are prepared, given and supervised by
instructors. In order to master commander-leader and pedagogue-educator skills,
each subject provides themes for students self-preparing and conducting, followed
by analysis. To develop the communicative skills, this program provides preparing
and presentation of two lectures for military persons as listeners, followed by
analysis of presentation.
Studies are organized 5 days a week. Lectures take 6 - 8 hours a day, the
total number of hours is 36 - 46 hours a week. During tactic classes when training
situation is close to real combat situation study load can amount to 72 hours a week.
Studies are organized 47 weeks a year.
Due to relatively little number of lectures and scarcity of teaching aids
cadets are given teaching aids. Teaching aids for 7 subjects are prepared and
multiplied at a printing house. Cadets master a course of informatics in 2 computer
classes of NDA. There is a possibility to work in a computer class independently,
i.e. working on reports, course (qualification) papers. Internet is available as well. A
computer class of the Department of Foreign languages is used for mastering
English.
In order to improve cadets' knowledge and professional qualification, they
are encouraged to work on their own in the library and use Internet, use Tactical
trainer. Computers are accessible in the NDA cadets’ accommodation, though
obsolete and not so many as needed. Internet is not available there, too.
Evaluation of students' knowledge is done by means of tests, examinations,
and defense of project (qualification) paper. In order to increase objectivity of
evaluation final examinations are carried out in writing. Tests are developed to
assess students' knowledge in 8 study subjects. Tests that were developed in USA

are used for final evaluation of knowledge of a foreign language. Tables of norms
(standards) developed by Physical Training Department are used for evaluation of
physical fitness. Tactical tasks where concrete combat situation is played are
prepared for and included into exam papers and tests in study subjects related to
combat training. Students have to analyse the situation, make a decision, be ready to
give a combat order in oral, written or graphic form, answer additional questions
related with execution of the task. The same kind of tasks - concrete combat
situation - are used in state examinations. Experience shows that such practice
improves the level of knowledge and objectivity of evaluation.
It has to be admitted that provision with teaching aids and specialized study
literature in Latvian is insufficient. In order to improve study process it is necessary
to prepare and publish teaching aids. 28 teaching aids have been published so far.
They are used for mastering Company Commander Course.
For the time being computers and their quality leaves much to be desired. It
is necessary to upgrade computers in two existing computer classes, and it is being
planned to connect the second class to Internet this year. It is also planned to set up
the second computer class for mastering English language and computer simulation
center at Tactics department. 30 users at NDA have permanent connection with
Internet at present.
NDA Tactics Center is used for mastering headquarters procedures. Classes
in this modern laboratory are provided during the Tactic course.
While working on project (qualification) paper students are given possibility
to work on specific themes, which are related with particularities of their further
service duties.
Positive references were received on graduated specialists' qualification.
NDA graduates hold responsible positions in NAF and headquarters of terrestrial
forces as well as participate in international missions. Graduates' conferences are
held once a year in order to ensure a feedback. Interviews with graduates show that
sometimes knowledge obtained studying military subjects (especially technical
ones) cannot be utilized, because armament and material provision of NAF does not
always comply with the given requirements. It is suggested to pay attention to those
subjects, which encompass knowledge and skills of work with personnel. Interviews
with graduates show that NDA graduates consider their practical skills of combat
officers being insufficient, they need to master them after being posted. Graduates'
suggestions were taken into account in order to improve study programs.
For continuation of next stage studies on the higher level, Company
Commander Course graduates may continue studies undertaking Junior Staff
officers course, as well as Senior Staff officers course in Baltic Defense College.
Representatives of the Company Commander Course students may take part
in the yearly conferences of the Baltic See Military Academies, where it is possible
to compare academic and professional knowledge of students.
Information about studying at NDA can be found in booklets, NDA home
page, and publications in press and in the magazine "Tēvijas sargs".
There is no possibility for students to carry out systematic scientific research
within the framework of the study program.
Possible consolidation of scientific work and studies is considered to be
unsatisfactory.

2.3. Information about Academic Personnel
The recruiting of NDA personnel was complicated process combined with
the formation of National Armed Forces where the officer training has been stopped
for 50 years by invasion. Academy staff consists of:
1.Graduates from military higher educational institutions of foreign
countries who have pedagogical and military experience and who after the
proclamation of independence joined the NAF of Latvia and NDA.
2.Graduates from NDA who continued education in military institutions of
NATO countries.
3.Graduates and staff from other universities of Latvia.
In this moment NDA provides studies just for company commanders level
that’s why the further education (also abroad) of academy staff is very important.
The graduates from such courses will be involved in teaching process starting from
2003 on for the Junior Staff officer course at NDA.
The Head of Tactic department is colonel J.Skrinda. Here works captain
V.Kovgers, one of the first graduate from Baltic Defense College, captain
V.Jurgelans continues studies in Check Republic at Brno Military Academy in PhD
program. At this moment first lieutenant V.Aboltins also continuous studies at
Baltic Defense College. From 2002 on two graduates from this military institution
will begin their service at NDA. Dr.sc.ing. J.Melderis also helps at work of this
department.
Lecturer of NDA J.Eihmanis is involved in the academic work at Baltic
Defense College and major A.Misins prepares the project of distance learning.
The Head of Technical Science department is major A.Kalnajs who acquired
the education at battalion level in Germany. Captain P.Lovcinovskis who acquired
the same education. Dr.chem. I.Skrastins is also involved in the academic work at
this department.
The Head of Physical Training department major A.Umbrasko and retired
captain A.Klavins master the PhD program at Sports Pedagogical Academy.
The Head of Foreign Language department R.Plavina master the PhD
program at University of Latvia. Dr.hab.philol. B.Reidzane is also involved in the
academic work at this department.
The Head of Leadership and Political Science department is major
A.Cakarnis. Mostly the academic courses are realized in this department. Dr.med.
L.Plavina and Dr.phil. O.Pavlovs and Dr.sc.ing. Col. K.Kreslins, Head of NAF
headquarters are involved in the academic work at this department.
The qualification of lecturers is sufficient for lower level Study programs,
for Company Commander Course Study program it is necessary to master the level
of academic personnel. This situation may be overcome by drawing in high
qualified specialists from NAF, such as Dr.sc.ing. Col. K.Kreslins, Head of NAF
headquarters.
Interviews with students show that professional level of academy military
staff is lower than that of civil lecturers.
The number of academic personnel is considered to be satisfied.

2.4. Study Provision and Administration
The Tactic department of NDA is provided with four specialised classrooms
with stands and teaching aids. NDA Tactics Center is used for mastering
headquarters procedures. It is a modern laboratory, which is used for such purposes
in NATO countries. “Description of Tactic Center standard procedures” and
“Training “red” forces” are prepared for work with simulator.
NDA has the shooting range for firing guns and small arms from 25 meter
distance and has the shooting simulator with computerised control and information
program. Laser models are used to simulate the sound and rebound of the weapon.
In 2002, work on setting up up-to-dated Tactical Trainer Center in
accordance with NATO standards is started. This will ensure ability to organize
common multinational training for three Baltic countries and arrange international
video-conferences.
The NAF terrain is used for practical classes. NDA has sufficient logistics
for running classes in terrain: motor transport, radio-directed lifting target, wireless
station, weapons, equipment, imitation means and ammunition. The provision with
individual equipment still mismatches NATO standards and has to be improved.
The Leadership and Political Science department has three specialized
classrooms equipped with visual aids. To master the First Aid dummies are used.
Map Archive is formed where maps having supplement information for History of
War Craft and Military Environment studies are prepared and held. The minor video
library having video tapes concerning to profile subjects there is, too.
The Technical Science department is provided with 2 computer classes (15
places each), one of them has Internet; however computers are obsolete and
renewing of these rooms is planned: the computers will be changed and both rooms
will have Internet connections. The department has 5 specialized classrooms to
master the Battle Engineering (3), the NBC, Signals and the Artillery. There is
Motor Center having 3 drivers training classrooms.
The Foreign Language department is provided with an English language
computer class (6 places), German language room having 5 computers, language
laboratory, as well as video and audio materials.
Students are provided with study materials, laboratory activities and tapes.
In prospect, opening of one more English Computer laboratory (10 places) is
planned in 2002.
Physical Training department is provided with well-equipped sport halls
foreseen: playing games and tennis, boxing, wrestling, gymnastics, trainer, as well
as implements for skiing and close combat, at last there is up-to-date obstacle
course, made in accordance with NATO standards.
All departments are provided with audio and video aids.
NDA has a library with a stock of 31402 printed units. There are Reading
hall and two kinds of subscription – scientific and fiction literature and study
materials. Readers have the opportunity to use the CD-ROM data basis and video
library.
Due to scarcity of specialized military teaching aids in Latvian, academic
staff is preparing and publishing student textbooks. Books, prepared by NDA
lecturers, are used not only by NDA students, but also by NAF personnel. In
cooperation with Defense Research Centre, the stock of scientific works, defended
and published by lecturers and researchers of NDA is compiled. The scientific and

specialized literature in foreign languages (mainly in English) is compiled, too. The
scarcity of military textbooks will be overcome due to opening of Distance Learning
Centre, planned in 2002. Further, students will get possibility to work with study
materials prepared by lecturers in Internet.
The NDA library cooperates with other libraries, so, using interlibrary
subscription, it is possible to get book one needs. Since 1994, library is member of
Association of Academic Libraries pf Latvia. Since 1999, card catalogues are
continued as electronic catalogue, based on data system ALISE basis. Soon it is
planned to put in Internet this electronic data system, and provide opportunity to use
Internet in library.
In common, study provision with technical aids is considered to be
sufficient.
2.5. Creative and Scientific Work
Creative and scientific activities in the Academy are coordinated by
Scientific Board but practical activities are directed by Defense Sciences Centre
(DSC) its main mission being organization of research in the field of military
education and solution of military problems in order to strengthen state defense
system.
Since 1998 DSC has organized and participated in over 20 research projects
ordered by Ministry of Defense and in 20 initiative research projects.
For example, Ministry of Defense ordered such research projects in 2001.
Academic staff that is involved in this program directed these projects:
1. Basic principles of formation of planning system of NAF during wartime
and crisis - research supervisor: Dr.sc.ing., Col. Karlis Kreslins, Head of NAF
headquarters;
2. Summary of unified military terminology to be used in LNAF in
accordance with its regulations - research supervisor: Dr.sc.ing., Col. Janis
Melderis, vice-principal of NDA responsible for scientific work;
3. Trends of development of military equipment and its role in NAF research supervisor Leut. Col. Arnis Kalnajs, Head of Technical Science
Department of NDA;
4. Enlistees' physical and psychological peculiarities and their changes
during service - research supervisor: Dr.med. Liana Plavina, Senior Instructor of
Leadership and Political Sciences Department.
Participation in research enables experienced lecturers (instructors) add to
improvement of study process, and young instructors are given possibility to gain
experience of carrying out research and obtain a master's degree. Three young
instructors' works (G.Smilgzdrivs, P.Rumps, A.Gulbis) were submitted to DSC for
participation in young scientists competition receiving recognition and prizes.
Seminars were organized within the framework of each research for
discussion and summarizing results. The project supervisor was responsible for
organization of these seminars. 5-6 seminars are organized every year for
presentation of research results as well as participation of academic staff in
international workshops and publication of respective papers. DSC employees
participated in 18 seminars, courses and conferences (including seven international
workshops and conferences) in 2001. The results of these seminars were taken into
account in carrying out further research work. Theses were included into paper

collection of 3 international conferences and internationally recognized scientific
publications were obtained.
One habilitated doctor's dissertation and one doctor's dissertation has been
prepared and defended during the existence of DSC as well as one more doctor's
dissertation was prepared and submitted to Promotion Board of RPVIA. Academic
staff of NDA studying in different Latvian universities in 1998 defended 8
qualification papers obtaining master's degree.
Academic staff participates in seminars, courses and conferences organized
by NATO countries. Themes of these events are close to directions of pedagogic
work and research. Publications of academic staff have been published in DSC
annual miscellanea since 1999. All research projects, results of which were
summarized in respective reports, are assigned ISBN code after receipt of a
reviewer's positive evaluation. These reports are sent to Latvian National Library,
Ministry of Defense, NAF and headquarters of different types of forces and NDA
library.
Defense Sciences Centre concluded collaboration contract with Swiss
Security and Conflict Research Centre in Zurich in 2000 which provides possibility
of regular organization of an international seminar on use of Internet in international
security policy practice.
2.6. Quality Insurance System
Five 5 departments ensure the running of the program. Curriculum
Management Section is in charge of the organisation of studies, planning, progress
registration and control. All the mentioned units are controlled by Deputy
Commander in academic work.
The Control Commission of the Self-assessment Board controls the quality
of the Study Program, which is accepted by the NDA senate. All high school
personnel groups as well as learners are represented in The Control Commission.
Beside the Self-assessment Board’s planned actions the quality of the study
is also assessed at NDA Board meetings, Department meetings and methodological
conferences held at the Academy, as well as at regular Academy personnel meetings
in June and December and at common Academy and NAF conferences. To assess
the quality of the studies the following is done:
once a year application enquiries are conducted and
analysed at conferences of graduates
the learners are interviewed
the academic personnel is interviewed
NDA staff is interviewed
the graduates are asked to comment on the work of the
academic personnel
once a year NDA asks the Ministry of Defense or NAF to
assess its work
the results of work of the state verifying commissions are
analysed
the analysis is conducted on the basis of data received
from the Academic Personnel Department on academic personnel’s
qualifications
once in two years the NDA is analysed by the outer
specialists including representatives from foreign military academies.

Education Board conducts regular control of the quality of the studies. Its meeting
happen once a month.
The Academic personnel should correspond to the following requirements:
Military personnel – military education in accordance with the post (military
post category) Master of Arts degree, Doctor’s degree or scientific rank and
experience in pedagogy;
Civilians - Master of Arts degree or Doctor’s degree in accordance with the
department’s specifics and experience in pedagogy;
For the senior teacher or head researcher (assistant professor, main researcher) post:
Military personnel – military education in accordance with the post Master of
Arts degree, Doctor’s degree and experience in pedagogical work;
Civilians - Master of Arts degree or Doctor’s degree in accordance with the
department’s specifics and experience in pedagogical work;
For the assistant post:
Military personnel – military education in accordance with the post,
Bachelor or Master of Arts degree, and experience in pedagogical work;
Civilians - Bachelor or Master of Arts degree and experience in pedagogical
work.
Up to this time it was impossible to follow these requirements, however the
situation has improved, because the academic personnel has been constantly
bringing up its qualifications.
The Senate of the Academy has accepted the developed “Regulations of
teaching workload” and the proportions of teaching load, methodological load,
scientific load are measured.
We believe that the graduates are educated according to the NAF set
requirements. There exists a good co-operation with the military people who serve
in the NAF units and they participate in the work of State Examination
Commission, provide degree work guidance and reviewing, this way providing the
feedback higher school – employer.
Taking into consideration Latvian outer politics and future NATO entrance,
one of the most important tasks is to ensure that the quality of education,
material and financial support and NDA graduates level of preparation
corresponds to the NATO standards.
2.7. Summary
Evaluations of separate items of two-year Platoon Commander Course
program are given in the self-appraisal report. Weak and strong aspects of the
program are assessed on the whole as well as a plan of development is adumbrated
in the summary.
2.7.1. Program is started in January 2000. 7 students were accepted for first
year studies, 5 of them graduated successfully. In 2001. 13 students were accepted,
graduated successfully 14. In 2002. 24 students entered NDA to take this program.
From academic and professional points of view, this program is
complicated, because a lot of dynamic and systematic studies and training are
demanded, caused by peculiarities of military service. Study program is a basis for
developing further military career, which envisages uninterrupted mastering of
education on every stage of military career.
This program is envisaged to be continued till 2007, it is considered that
graduates of Platoon Commanders course will continue their education in this

program. When this program will be over, the captains level education will be
enabled in Captain Course, being provided according to Conception of NAF officers
education as a subsequent educational course when officers basic studies being
finished.
2.7.2. Average age of NDA staff is 40 years, the same of academic military
staff is even under 40, which can be explained by the fact that officer corps of NAF
consists of members of younger generation, because it was formed only after the
restoration of independence. Although given the present abilities of academic staff
the developed program can be considered as satisfactory, there is a lot to be done to
raise qualification of academic staff in academies of NATO countries, members of
academic staff to be promoted higher than company commander level and achieve
junior headquarters officer rank in 2003. Principles of obtaining master's and
doctor's degree in military fields are not defined (Course for obtaining master's
degree may be developed in 2005).
2.7.3. Material and technical basis of study program is considered as good.
Greater attention must be paid to implementation of information technologies,
purchase of up-to-date computers; possibilities to use Internet have to be extended.
Existing methodical support must be improved.
2.7.4. Due to the scarcity of military literature in Latvian preparation and
publishing of textbooks and study materials must be facilitated.
2.7.5. Scientific and research work of NDA academic staff is dedicated to
research in the field of defense. Participation of NDA academic staff in carrying out
research is satisfactory, because 5-6 research projects ordered by governmental
bodies are carried out every year. Academic staff activity in obtaining scientific
degrees is considered as unsatisfactory.
2.7.6. Students fulfil practical part of the study program during their service
in NAF units, which is regarded as very positive fact, because a feedback between
theory and practice is ensured. Responsibility and subordination that are
characteristic of military structures ensure successful execution of practical tasks.
2.7.7. It is planned to interrupt 2 year platoon commanders distance learning
study program in the end of 2002, because officers who unite distance learning and
military service in the army cannot satisfy the demands put by NATO. Day study
program is provided to young people, who want to continue studying at Technical
University or Marine Academy of Latvia.
Self-appraisal report was reviewed and accepted at NDA board meeting in January
2002.

Company Commander Course Study Program
Comparison with Similar Study Programs of other Educational Institutions
Latvian National Defense Academy (LNDA) is state military education
institution of the Republic of Latvia, and it is included into the structure of Ministry
of Defense. Its main mission is preparation of qualified officers for service in
National Armed Forces (NAF), as well as mastering qualification//requalifying
during their military career. At present NDA is the only educational institution in
the Republic of Latvia that prepares officers for service in National Armed Forces,
and there is no intention to establish any other higher military education institution
with similar mission in the nearest future. And so preparation of higher level
officers after getting basic military education is organized only in NAF. Therefore
there is no higher educational institution or a college in Latvia where studies could
be organized on the basis of analogous study programs.
Only study programs of military education employed abroad can be taken
for comparison. In accordance with models of military education that are employed
in most NATO countries as well as in other countries, the length of Company
Commander Course (Officers Advanced Training) is from some months to 1,5
years. Two internationally recognized military schools can be mentioned for
example: Officers Advanced Training course programs of the Danish Royal
Military Academy (17 months) and of Check Republic Brno Military Academy (1
year).
The study program of a Officers Advanced Training course of The Danish
Royal Military Academy Brno Military Academy is on the full-time basis, and is
developed for students (lower ranks officers) who are graduates of the
commissioning (basic) course in one of military educational institutions and have
served and got experience in the National Armed Forces as platoon commanders//
assistant company commanders or analogous position in Headquarters. During the
study process the students master mainly subjects of battle planning and leadership
fields, as well as to the planning of educational and study processes and methods of
organizational work.
After successful completion of the course graduates are posted to position of

completion of the Company Commander Course gives opportunity to be posted to
positions mentioned above and assigned the higher service rank ”captain”. The
most significant differences between these programs: NDA students acquire both
professional military and general higher education - study standard for bachelor's
degree is included in the program ( this program is started during the Platoon
Commander Course; therefore, after successful completion of the Company
Commander Course the student is given the qualifications of the company
commander and is awarded with the diploma of the professional higher education
on the Level 2.
The structure and objective of the curriculum of the Company Commander
Course is analogous to this of Danish Royal Military Academy. This model of
military education is employed in most NATO countries as well as in other
countries. The significant differences between these programs are those – the
number of hours in foreign languages, business and management is less than in
Academies being compared. The reason of these difference is: In NDA study
program of Platoon Commander Course is closely related to Company Commander

Course program and is succession, so the subjects mentioned above have more
hours during the Platoon Commanders Course.

Professional Requirements of Infantry Company Commander’s Qualification
1. Professional requirements of company commander’s qualification determine
the minimum knowledge and skill level of serviceman of NAF they are
supposed to get during the course, irrespective of place and duration of the
training process, for graduation with qualification of infantry company
commander.
2. Preliminary successful qualification demanded
- NDA Platoon Commander course or corresponding course of foreign
educational establishment.
3. Professional qualification requirements determine:
1) Tasks, the learner must be good at, graduating this course.
2) Level of demands – how qualitatively the task must be done.
Level 1. The broad outlined information must be acquired (lecture //
introducing).
Level 2. The theory has to be acquired, or learners do simple
practical actions.
Level 3. The task has to be done under direct commanders
supervision.
Level 4.
The task has to be done qualitatively. If necessary, it is
allowed to ask for advice.
Level 5. The task must be done qualitatively and independently.
Level 6. The task must be done qualitatively and independently,
also the direct subordinates are trained.
Level 7. The task must be done qualitatively and independently
while replacing the battalion commander.
