GUIDELINES FOR REPORTING PURPOSE OF GUIDELINES OSPI has developed an online reporting form through the iGrants system to assist districts with the required submission of the implementation verification report. Districts are only required to report if “assessments or other strategies” were completed or not completed in Social Studies, The Arts, and Health and Fitness. School districts are required to complete their implementation report in iGrants no later than July 31, 2011. Below are guidelines and suggestions for when steps should be taken. GETTING ORIENTED The fully amended law now states: 1. By the end of the 2008-09 school year, school districts shall have in place in elementary schools, middle schools, and high schools assessments or other strategies chosen by the district to assure that students have an opportunity to learn the essential academic learning requirements in social studies, the arts, and health and fitness. Social studies includes history, geography, civics, economics, and social studies skills. Beginning with the 2008-09 school year, school districts shall annually submit an implementation verification report to the office of the superintendent of public instruction. The office of the superintendent of public instruction may not require school districts to use a classroom-based assessment in social studies, the arts, and health and fitness to meet the requirements of this section and shall clearly communicate to districts their option to use other strategies chosen by the district. 2. Beginning with the 2008-09 school year, school districts shall require students in the seventh or eighth grade, and the eleventh or twelfth grade to each complete at least one classroom-based assessment in civics. Beginning with the 2010-11 school year, school districts shall require students in the fourth or fifth grade to complete at least one classroom-based assessment in civics. The civics assessment may be selected from a list of classroom-based assessments approved by the office of the superintendent of public instruction. Beginning with the 2008-09 school year, school districts shall annually submit implementation verification reports to the office of the superintendent of public instruction documenting the use of the classroom-based assessments in civics. 3. Verification reports shall require school districts to report only the information necessary to comply with this section. 1 RECOMMENDED TIMELINE On-Going Recommendations. OSPI encourages School Districts to: Establish assessment systems, including schedules, training plans, administrative procedures, and data collection for each school building. Encourage consistency when scoring students’ assessments. Ensure all appropriate accommodations are provided for eligible students engaging in assessments in accordance with state and federal regulations. Implement appropriate quality control measures in accordance with the directions for administration for any OSPI-Developed Assessments used. Encourage professional development and Professional Learning Communities (PLCs) in scoring training, instructional strategies, state standards, and best practices. Develop a policy to include reporting of assessments on individual student report cards. September 2010– May 2011 Check in with teachers throughout the year to ensure that they are implementing the OSPI-Developed Assessments, assessments, or other strategies which the school district has committed. Distribute the district-provided data sheets, or OSPI downloadable data sheets (Teacher Worksheets), and survey to teachers. March 2011 – July 2011 Collect data sheets from teachers responsible for implementing the OSPIDeveloped Assessments, assessments, or other strategies in their classroom. Confirm that the documents are accurate with complete information. Collect and compile the district data for reporting on OSPI-Developed Assessments, assessments, or other strategies. July 31, 2011 - Final date for districts to submit 2010-11 data on the OSPI-Developed Assessments, assessments, or other strategies via the iGrants reporting system. OVERVIEW OF KEY PROCEDURES A. The law requires all districts to annually submit an implementation verification report on how they used OSPI-Developed Assessments, assessments, or other strategies in Social Studies, The Arts, and Health and Fitness. B. Districts have the discretion over when during the school year the OSPIDeveloped Assessments, assessments, or other strategies will be administered. C. Districts have the discretion over how they will identify teacher-level and schoollevel information when collecting data for the implementation verification policy. 2 PARTICIPATION Responsibilities of the District Superintendent The district superintendent ensures that a district staff member: A. Is designated as the person responsible for ensuring that the district’s assessment and reporting requirements in RCW 28A.230.095 are met, and for determining who will submit the results in the iGrants system. B. Communicates and guides teachers responsible for providing students with OSPI-Developed Assessments, assessments, or other strategies in the Social Studies, The Arts, and Health and Fitness. C. Checks in with district designee throughout the year to make sure teachers are implementing the OSPI-Developed Assessments, assessments, or other strategies in which the school district has committed. D. Designates a district person to distribute, collect, compile, and submit all information in the iGrants system by July 31, 2011. Responsibilities of the District Assessment Coordinator or District Designee The District Assessment Coordinator or District Designee: A. Communicates with teachers about who is responsible for providing students with which OSPI-Developed Assessments, assessments, or other strategies in Social Studies, The Arts, and Health and Fitness. B. Establishes assessment schedules, training plans, and administrative procedures for each school building. C. Checks in with teachers throughout the year to ensure that they are implementing the OSPI-Developed Assessments, assessments, or other strategies in which the school district has committed. D. Develops a system for collecting data from teachers responsible for implementing OSPI-Developed Assessments, assessments, or other strategies in their classroom. a. Determines if identifying information for individual teachers and schools will be collected. b. Distributes and collects downloadable data sheets to teachers responsible for implementing OSPI-Developed Assessments, assessments, or other strategies in their classroom. c. Considers sending out copies of the optional survey to teachers to gather information for the survey. d. Considers reviewing and disseminating the statewide and district data collected by the district to track progress and growth in Social Studies, The Arts, and Health and Fitness. E. Implements appropriate quality control measures in accordance with the directions for administration for any OSPI-Developed Assessment used. F. Ensures all necessary accommodations are provided for eligible students engaging in assessments in accordance with state and federal regulations. G. Implements monitoring of the assessment process to determine areas for improvement in local training and administration. 3 H. Takes all necessary steps to protect student confidentiality when administering the assessments following guidelines in the OSPI-Developed Assessments’ directions for administration as well as state and federal guidelines. Responsibilities of the Building Principal The building principal: A. Communicates with teachers about the district plan for who is responsible for providing students with which OSPI-Developed Assessments, assessments, or other strategies in Social Studies, The Arts, and Health and Fitness. B. Encourages professional development in scoring training, instructional strategies, state standards, and best practices. C. Encourages consistency when scoring students’ assessments. D. Encourages teachers to provide students with a rich instructional program aligned to the Essential Academic Learning Requirements in Social Studies, The Arts, and Health and Fitness in order to be successful in completing the OSPIDeveloped Assessments, assessments, or other strategies. E. Encourages teachers to create a plan for communicating with parents or guardians. F. Promotes and coordinates with teachers to ensure the district-provided data sheets, or OSPI downloadable data sheets (Teacher Worksheets), and optional survey are completed with accurate and complete information and returned to the district designee for accountability and reporting on OSPI-Developed Assessments, assessments, or other strategies. Responsibilities of Building Assessment Coordinator The district designee for assessment reporting could assign building assessment coordinators at each school. The school-based coordinator: A. Communicates and guides teachers responsible for providing students with OSPI-Developed Assessments, assessments, or other strategies in Social Studies, The Arts, and Health and Fitness. B. Checks in with teachers throughout the year to ensure that they are implementing the OSPI-Developed Assessments, assessments, or other strategies in which the school district has committed. C. Coordinates with teachers to ensure the district-provided data sheets, or OSPI downloadable data sheets (Teacher Worksheets), and optional survey are completed with accurate and complete information and returned to the district designee for reporting on OSPI-Developed assessments, assessments, or other strategies. D. Encourages teachers to take necessary steps to protect student confidentiality when administering the assessments following guidelines in the OSPI-Developed Assessments’ directions for administration as well as state and federal guidelines. E. Implements appropriate quality control measures in accordance with the directions for administration for any OSPI-Developed Assessment used. 4 Responsibilities of Teachers The teacher: A. Provides students with an opportunity to acquire the knowledge and skills that will be assessed by the OSPI-Developed Assessments, assessments, or other strategies. B. Develops thoughtful and engaging lesson and unit plans to ensure students have the opportunity to be successful in completing the OSPI-Developed Assessments, assessments, or other strategies. Completes the documents with accurate and complete information and returns documents to the district designee who submits the data to OSPI. F. Creates a plan for communicating with parents or guardians. This plan should address assessment opportunities, the purpose of assessments, available accommodations, and graduation requirements. 5
