CECBEMS Board of Directors Spring 2003 Meeting September 12-13 Nashville, TN Summary Janet Head Founder’s Award-Selection of Recipients Draft criteria and guidelines for this award will be circulated for the Board review. The first award will be to Janet Head, RN, during the awards banquet at the NAEMT meeting in Las Vegas, September 2003. Prepayment Discounts for CE Providers Prepayment discounts will be available for the 2002-03 and 2003-04 fiscal years. The Board will review the discount structure and make appropriate revisions for the 2004-05 fiscal year. 2003-04 Budget Approved The Board approved the budget for the 2003-04 Fiscal Year. Board Member and Alternate Terms of Office The term of office on the CECBEMS Board of Directors was reduced from six to four years. Policy Manual Work will continue on the Policy Manual. Distributed Learning Applicant Audits/Follow-up QI Process Reviewers’ revisions be considered necessary before an activity will be approved. Revocation of Approval The application will be revised to include a notice that failure to pay appropriate fees or failure to provide CECBEMS with the means to perform a random audit will result in revocation of CECBEMS approval for an activity or an organization. Report on Grant Application for Reading Rate Study CECBEMS did not receive a grant for studying the reading rate among EMS providers. CECBEMS will explore doing the study with the help of distributed learning providers. The study will provide data helpful in comparing the efficacy of online versus live continuing education. Simplifying Fee Structure The chair and executive director will present options for simplifying the CECBEMS fee structure at the next meeting. Fall 2003 Meeting Summary Revised 11/1/03 1 Change of Executive Director’s Status from Independent Contractor to Employee The Executive Director will become an employee of CECBEMS on January 1, 2004. The current contract with the Executive Director expires on December 31, 2003. A new contract will be executed making the Executive Director an employee or CECBEMS for the period beginning January 1, 2004. Approval of Geriatric Emergency Medical Services (GEMS) Program CECBEMS will welcome an application for approval of the GEMS program developed by NCEMSTC. Collaboration with Armed Forces-/CECBEMS/DOD Discussion The Chair and the Executive Director will attend a meeting of the Health Care Interservice Training Advisory Board (HCITAB) to continue the dialog concerning CECBEMS approval for continuing education offered to EMTs by the US Armed Forces. Simplified Fee Structure The Chair and Executive Director will present a draft simplified fee structure at the next Board meeting. Review of CECBEMS Goals The Board reviewed CECBEMS Goals (Attachment A) and discussed progress on each. Future Meetings The Spring 2004 meeting, originally scheduled for April 3-4, will be rescheduled. Fall 2003 Meeting Summary Revised 11/1/03 2 Attachment A CECBEMS Mission Statement The Continuing Education Coordinating Board for Emergency Medical Services (CECBEMS) will serve as the recognized leader for continuing Education in EMS, promoting its evolution and growth through development of continuing education standards, encouragement of innovative learning solutions, the support of continuous learning opportunities and the assurance of optimal learning experiences to better prepare all EMS providers for their professional challenges. CECBEMS Goals The following Goals were adopted by the Board of Directors in April 2000 in support of the CECBEMS Mission statement and were revised in September 2003. CECBEMS Goals Updated 4/03 The following Goals were adopted by the Board of Directors in April 2000 in support of the CECBEMS Mission statement. Long-range objective: By the year 2010, all EMS continuing education in the United States will be accredited by a CECBEMS- approved process. Goal 1: Enlist states as CECBEMS-only states. Goal 2: Develop public relations program at grass roots level that results in providers looking to CECBEMS approval for their respective courses. Goal 3: Study the relationship of continuing education in EMS to learning acquisition and retention. Goal 4: Set recognized standards for distributed learning in EMS continuing education. Goal 5: Coordinate and provide leadership to the EMS community on the development of distributed learning. Goal 6: Continue to refine standards for EMS continuing education programs based on research and experience. Goal 7: Establish the definitive site for provider and program continuing education information and interface. Goal 8: Develop a five-year multi-phase grant strategy.
