JOB SUMMARY:
This position manages the day-to day functions of the Operations Department’s Asset
Management Division. The Asset Management Division administers all property management
functions for all of the federal and non-federal properties owned and operated by the BWCHA.
The Asset Manager responsibilities include oversight of all aspects of the rental housing
property management related to Public Housing, Tax-Exempt Bond financed properties that are
managed in-house, Preservation Section 8 Program, and oversight of contract property
management of tax credit properties.
Bellingham is located in picturesque Whatcom County in N.W. corner of Washington State. On
Puget Sound and near the Cascade Mountains, Bellingham is between Vancouver, B.C., and

MINIMUM QUALIFICATIONS:
 Bachelor’s degree in a Real Estate Management related field or Certification from the
Institute for Real Estate Management (IREM) as a Certified Property Manager is
preferred.

Two years experience working in the management of low-income multifamily housing
required.

Any combination of education and experience that evidences the ability to perform the job
duties.

Institute of Real Estate Management (IREM) Certified Property Manager designation
(preferred)

Public Housing Manager designation or the ability to obtain the designation within 12
months of employment.

Valid Washington State Driver's License (within 30 days of employment) and an acceptable
driving record (according to BHA standards).

POSITION OVERVIEW:
This position manages the day-to day functions of the Operations Department’s Asset
Management Division. The Asset Management Division administers all property management
functions for all of the federal and non-federal properties owned and operated by the BWCHA.
The Asset Manager responsibilities include oversight of all aspects of the rental housing
property management related to Public Housing, Tax-Exempt Bond financed properties that are
managed in-house, Preservation Section 8 Program and oversight of contract property
management of tax credit properties.
This position will also support other management functions in the Operations Department.
ESSENTIAL JOB FUNCTIONS:
Management oversight responsibility for all housing programs in the Asset Management
Division, which includes:









Supervises and trains Asset Management Division Leasing Specialist and Clerk staff.
Reviews and evaluates staff performance.
Monitors management agreements for compliance.
Creates all vendor and partner agency contracts, and monitors them for compliance.
Coordinates program compliance monitoring of the private property management company
and BHA staff.
Coordinates and oversees the annual update of the BWCHA Agency Plan.
Provides annual BHA performance goals and reports to the City of Bellingham as part of
their annual planning and reporting process.
Acts as the informal Hearing Officer in the resolution of claims made by residents, except for
maintenance charge disputes.
Develops clear policies to comply with program requirements.
Update and create procedures to effectively implement policies.
Develops project marketing plans and materials.

Developments performance tracking programs.
Reviews, monitors and provides input on property management operating budgets.
Develops, manages and monitors operating budgets for areas of responsibility including
oversight of monthly financial reports and making recommendations for corrective actions for
budget variances.
OTHER JOB FUNCTIONS:
Performs special projects as assigned by the Chief Operating Officer.
WORKING CONDITIONS AND EQUIPMENT USED:
This position functions at various Housing Authority properties. Work is performed both in an
office environment and on housing development sites. The incumbent must be able to
effectively utilize general office equipment such as computers and related software,
computer printers, photocopier, adding machine, and telephone (hand and cell).
QUALIFICATIONS:
Knowledge, Skills, and Abilities

Ability to understand and work well with government, private agencies and organizations;
ability to develop working relationships with city, county, state and federal agencies for the
purpose of acquiring support and cooperation for existing and new development projects.

Ability to communicate well with groups and individuals, both orally and in writing.

Extensive knowledge in compliance of regulated rental management programs including
but not limited to the Section 42 Tax Credit Program, State of Washington Affordable
Housing Program, Federal Home Loan Bank, and the Tax Exempt Bond Program

Ability to supervise and motivate employees.

Ability to maintain composure in stressful situations.

Demonstrated analytical and problem solving skills.

Ability to establish effective working relationships with employees, clients, and the general
public.

Knowledge of multifamily rental management.

Ability to read, interpret, and apply Federal regulations.

Ability to write procedures from complex policies and regulations

Education and Experience


Physical
The incumbent must be capable of performing normal office functions. Incumbent must also
be able to traverse construction and housing sites for inspection purposes.
Mental
The incumbent must be capable of resolving complex operating problems, supervise and
lead employees, and work effectively with others including the general public and
government agencies.
