SCRAP SALE NOTICE
OMFED invites sealed tender for disposal of Scrap Gunny bags / HDPE bags & scrap irons lying at
cattle Feed plant as is where is basis. The tender paper will be available on our website
WWW.omfed.com The downloaded Tender document should be accompanied with cost of tender
document of Rs. 1050.00 in shape of DD. The filled up tender paper will be accepted till Dt. 02.04.13 up
to 2.00 P.M & shall be opened on the same day at 3.00 PM i n presence of bidders.
OMFED reserves the right to cancel the tender wholly /partially without assigning any reason
thereof.

Sealed tenders are invited from bonafide and resourceful scrap dealers to scrap materials
on “as is where is basis” lying at our OMFED Cattle Feed Plant, Radhadamodarpur,
Radhakishorepur, Cuttack (Near Khuntuni , in between Cuttack – Dhenkanal Road ) for the
period from 02.04.2013 to 31.03.2014. The period may be extended as per discretion of the
Federation. The contractor shall not be allowed to clean, segregate or dry the materials
inside the Plant Premises.
B.
STOCK AVAILABLE
1.
Gunny Bag: The bags are including holes and patched recovered grains, oiled & de-oiled
cakes. The immediate stock lying about 40 MT and daily generation is 1.5 MT appx.
2.
HDPE Bag: The bags recovered from used salt, urea, mineral mixture , calcite powder etc.
The immediate stock lying about 10 MT and daily generation is 150 Kg appx.

Scrap Iron –stock available is 2.0 MT and Quantity will be generated in future.
Execution of lifting of scrap materials against 100% advance payment within specific time
frame in consultation with the Head of the Unit as per the rate contract to be effected from
the date of the Agreement. The stock accumulated at present should be cleared within 10
days of the Agreement and thereafter daily generation stock should be lifted as per the
schedule of the Agreement.

GENERAL TERMS AND CONDITIONS:
01.
The tender documents can be downloaded from our website WWW. omfed .com. and the
tender cost must be submitted along with tender document in shape of D/D on OMFED
payable at Bhubaneswar.
02.
The tender shall be sealed and addressed to the Chairman – cum - Managing Director, The
Orissa State Coorperative milk Producers’ Federation Ltd. D-2, Sahid Nagar, Bhubaneswar,
super scribedon top of the envelope “Tender for Scrap Sale” Due on 02.04.13should reach by
2.00 PM Dt. 02.04.13. The Federation shall not be held responsible for any delay in receipt of
Tender. The offers will be opened at 3.00 PM on same day in presence of interested bidders.

The tender rate on the respective items should be filled up in the space provided thereof in
the format on Tender without any cutting or re-writing.
04.
Scrap materials may be inspected by the tenderer from 10.00 A.M to 2.00 P.M on any
working days between Dt.16.03.13 to Dt.01.04.13 with the prior approval of the Head of the
Unit.
05.
The rates must be kept valid up to 31.03.2014 from the date of execution of Agreement Any
change in address of the tenderer shall forthwith be intimated to the Chairman-cumManaging Director.
06.
The tenderer must deposite EMD of Rs. 50,000.00 (Rupees Fifty thousand Only) in shape of
Bank Demand Draft drawn in favour of OMFED, payble at Bhubaneswar for Scrap Empty
Gunny Bags & Scrap Empty HDPE Bag andRs 10,000.00(Rupees Ten Thousand Only) for Scrap
Iron. No tender shall be accepted without EMD and shall be not allowed for adjustment of
previous amount if any. The EMD of successful bidder shall be converted to Security Deposit.
The EMD of unsuccessful bidders shall be refunded within 30 days of the finalization of the
order.
07.
The execution of scarp sale contract must be entered in non-judicial stamp paper worth Rs.
20/- only.
08.
Lifting of scarp will be arranged by the party within specific time frame in consultation with
the Head of the Unit or as per schedule to be reflected in the agreement. However, the
contractor must be prepared to lift the accumulated scrap allotted in his favour within 7 days

of the lifting schedule. The Security deposit will be forfeited in case of non lifting, avoiding to
lift within schedule time.
09.
The weighment taken at our Cattle Feed plant is final & binding in nature and scrap materials
once sold can not be taken back.
10.
The Contractor shall indemnify the Federation in respect of any expenses arising out of
injury
sustained to persons, animals, crop or any other things and damage to structural and
decorative property of the Plant caused by his men and machine.
11.
A declaration must have to be submitted by the tenderer that he is well equipped with men,
machine and funds to execute lifting as and when required.
12.
The Federation reserves the right to forfeit the EMD in case the successful bidder fails to
execute the Agreement or avoid receipts of any communication.
13.
The Chairman-cum-Managing Director, OMFED reserves the right to forfeit the Security
Deposit of the Contractor, who violates any of the terms and conditions of the Agreement.
14.
Tender papers handed over to the Federation duly signed
completed
and sealed in each page
in all respect will be considered as the property of the Federation and the party
does not have any right to get back the documents.
15. The decision of the Chairman-cum-Managing Director of this Federation in each and every
respect shall be final and binding upon the contractor and he is the sole arbitrator for any
dispute regarding the scrap contract.
16.
There may be negotiation with the interested bidders and one or more no of bidders may be
selected for lifting of scrap begs.
17.
The H1 party / parties will be given limited time for lifting scrap bags to start with. Their
performance will be reviewed by a committee at two months interval, they will not be allowed
to lift further if their performance is found unsatisfactory & the next H2 bidder may get a
chance.
18. The Chairman-cum-Managing Director reserves the right to split the orders or reject any or all
tender papers without assigning any reason thereof.
19. The Quoted rate should be inclusive of Sales Tax/VAT.
20.
Tax collection at source as applicable will be collected from the buyer at the time of Sale.

21.
Any other Government tax / leives applicable at the time of the delivery will be born by the
purchaser.
I/We do hereby declare that I/We have gone through the above cited terms and conditions
before filling up our rates and submission of the Tender papers. I/We are agreeable to be abided
by the terms and conditions stipulated therein.
