HORSE & STABLE REVIEW COMMITTEE MEETING MINUTES April 12, 2005 Page 1 of 3 The Horse & Stable Review Committee was called to order at 7:35 p.m., in the Basement Meeting Room at Town Hall with Chairman Jerry Janousek, Susan Littlefield, Deborah Yates, Gregg Griner, Judy Tortora, Julie Kent, Jenny Maas and Sara Wilson present. Tom O’Regan was the alternating Board of Health member. Jennifer Dalrymple, Health Agent, was present and took Minutes. I. COMMITTEE BUSINESS A. Chairman Jerry Janousek read a statement concerning comments made in a letter to the Committee from Anne Eldridge dated March 31, 2005. It was decided by the Committee that instead of amending the Minutes of February 15, 2005, that Chairman Janousek’s statement would be made part of these Minutes. Both Chairman Janousek’s statement and Anne Eldridge’s letter are attached as part of these Minutes. B. The Committee decided to cancel the meeting of April 19, 2005, and add/schedule the following dates: May 3, 2005, May 17, 2005 and May 31, 2005. C. Susan Littlefield wanted the Minutes to reflect that the Committee had agreed to revisit the whole document one more time, prior to handing them back to the Board of Health. Committee agreed that this would be done. D. Minutes of the meeting of March 29, 2005, were reviewed and approved as written with no amendments. II. BUSINESS BEFORE THE COMMITTEE A. Continued review of Rules & Regulations Governing Horses & Stables starting at 7.05 (5). 7.05 BARN REQUIREMENTS (3) Bedding, if used, shall consist of clean straw, shavings or like substance, generally considered to be environmentally safe, and shall not contain any animal fiber. (The word “clean” was added before the word straw. See 7.05(5).) (5) (This section was deleted and will be incorporated into the Manure Storage Plan. The Committee felt that the word “clean” should be added to 7.05(3)). Page 2 of 3 (6) Horses shall be safely confined or under an owner’s/handler’s control. (After, “Horses shall” this wording replaced the following, “not be allowed to be at large outside the building or enclosure. The owner, agent or employee of the owner or caretaker shall deem any such horse at large when it is off the premises or outside the building or enclosure unaccompanied” This section shall be renumbered 5). (7) Barn (s) shall be located on land with good drainage. (The words, “and not susceptible to flooding” were deleted. This section shall be renumbered 6.) (8) (Stays the same, to be renumbered 7) 7.06 PADDOCK REQUIREMENTS (1) (This section is deleted.) (2) Each paddock must be adequately fenced to assure that the horse is safely restrained. The Board of Health and/or Animal Inspector shall determine adequacy. (The word, “The” is replaced with “Each”. This section is renumbered (1).) (3) (This section is deleted.) (4) (This section is renumbered 2.) (5) (This section is deleted.) (6) (This section is deleted and shall be included in the Manure Management Plan. 7.07 SEPARATION REQUIREMENTS (a) All newly constructed barns shall be consistent with Duxbury Protective Bylaw setback requirements. (All of (a) was deleted and replaced with the wording above. The words, “Paddock Area” were deleted from this section and will become letter (b). (b) Newly Constructed Paddocks 50 feet from open drains 100 feet from standing water or water courses (This section was added. With the words, “150 feet to dwellings not occupied by owner or operator” deleted from the original7.07(a).)
