2015 National Officer Candidates’ Procedures
(Revised February, 2015)
The SkillsUSA Board of Directors has adopted the following procedures for conducting National Officer
Elections. The procedures are important, and this section is devoted to assist states in preparing candidates to
attend and participate fully in the National Leadership and Skills Conference.
Prior to National Leadership and Skills Conference
1.
No campaign literature of any type may be distributed before the adjournment of the meet the
candidate session on Wednesday, June 24, 2015. This regulation prohibits advance conference
mailings and posting of campaign literature. Campaign materials taped to walls, doors windows or
any place in any hotel are NOT allowed. SkillsUSA WILL NOT provide bulletin boards. To display
materials in respective delegate meeting rooms, candidates must provide their own 24” x 36” free
standing display board and stand, (one board per person). One table for each candidate will be
provided. No campaign materials in Bartle Hall will be allowed. Candidate and their
representatives may not campaign during Active and Leverage sessions or using the Web,
such as (Fabebook, MySpace, Twitter, Linked-in, Instagram, email or use of other social
media, this includes no texting).

National Officer Candidates and their representatives who violate this regulation will appear before
the nominating committee for disciplinary action which could result in their removal from the ballot.
3.
The national staff will review applications to verify submission of items in section 1 and will notify
candidates of their status by June 6.
4.
Each candidate will:

During National Conference
Tuesday, June 23, 2015 – NOTE: It is recommended candidates eat breakfast prior to this meeting
as they may not get a lunch break! Pack a snack.

10:00 a.m. – W7, Kentucky Exposition Center
Candidates must bring a folder with an itemized statement of campaign expenses for national officer
candidacy signed by the candidate and school administrator to the chairman of the nominating
committee using the form provided (See page 5). The folder must also contain receipts taped to the
folder organized in the order of the itemized statement. Candidates must also bring a sample of each
campaign item. National officer candidates who violate this regulation will appear before the
nominating committee for disciplinary action which could result in removal from the ballot.

The total cost of the campaign expenses for national officer candidates cannot exceed $350. This
includes any items that are donated, purchased, or borrowed using fair market value before taxes.
Portfolios and awards should be considered campaign materials and should be included in the cost.
Candidates are encouraged to be creative in the design and use of their campaign materials; however,
the following items will not be allowed:
a. Food items, candies, liquids or gum
b. Glass items
c. Balloons, Frisbees, balls, bubbles or soap
d. Items that fly or make noise
e. Social Media (Facebook, MySpace, Twitter, Linked-in, Instagram, email or use of other
social media).
Posters/banners/display boards’ free standing shall not exceed 24” x 36”. This measurement
includes any sides or flaps if used in the theme of the poster/banner/display boards.
If clothing items bearing the SkillsUSA emblem are used in the campaign, they must be purchased
from the official SkillsUSA Supply Service. Please follow the graphic standards, go to

All items are subject to approval by the Campaign Material Review Committee.
No skits or props of any kind are allowed during any “Meet the Candidates” or delegate sessions.
Only individuals approved by the national officers and the SkillsUSA board appointed advisor may
be on stage.
* Note: A receipt or documentation (for donated items) of the fair market value, do this by
showing a sample quote from online shop.

10:00 a.m. – W7- Kentucky Exposition Center
Candidates will be administered an objective written exam based upon material for the Trainee and
Leader degrees of the Professional Development Program and the SkillsUSA Leadership Handbook
and/or Career Skills Education Program (CSEP).
3.
11:15 a.m. – W15/W16/W17- Kentucky Exposition Center
Interviews will be conducted for candidates who have submitted all required paperwork and scored
75% or higher on the written exam. Note: National Officer Candidate nominations are limited to
individuals who have satisfied these requirements.
Wednesday, June 24, 2015
1.
1:00 p.m. Delegate Business Meeting–West Hall A (High School) – Kentucky Exposition Center
West Hall B (College/Postsecondary) – Kentucky Exposition Center
Each regional candidate will give a two minute speech during the Delegate Assembly Meeting.
2.
2:15 p.m. Delegate Meet the Candidate – West Hall A (High School) – Kentucky Exposition Center
West Hall B (College/Postsecondary) – Kentucky Exposition Center
National Officer Candidates are introduced to the conference delegates at the first
“Meet the Candidates” session and are provided an opportunity to meet in an open forum.
During the open forum, candidates will be stationed around the room, and the delegates will be able
to talk to them in an individual and/or group setting.

Note: “Meet the Candidates” sessions, delegate sessions and immediately before and after each
delegate session are the only officially sanctioned times for delegates to meet with candidates.

2:30 p.m. – SkillsUSA Headquarters and West Hall A – Kentucky Exposition Center
Posting of the High School and College/Postsecondary ballot.
Thursday, June 25, 2015
1.
9:00 a.m. - All Delegates and National Officer Candidates are required to view the SkillsUSA
Championship contests.
2.
1:00 p.m. Delegate Business Meeting–West Hall A (High School) – Kentucky Exposition Center
West Hall B (College/Postsecondary) – Kentucky Exposition Center
Each High School and College/Postsecondary at large candidates will give a two-minute speech
during the Delegate Assembly Meeting.

2:00 p.m. – West Hall A (High School) – Kentucky Exposition Center
West Hall B (College/Postsecondary) – Kentucky Exposition Center
“Meet the Candidates” session and are provided an opportunity to meet in an open forum.
During the open forum, candidates will be stationed around the room, and the delegates will be able
to talk to them in an individual and/or group setting.
3.
Immediately following the adjournment of the High School Division Meeting – W1, Kentucky
Exposition Center, the primary ballot voting for High School regional vice president positions will be
conducted (if required). The polls will be open for 20 minutes.
4.
7:00 p.m. – National SkillsUSA Headquarters and West Hall A – Kentucky Exposition Center
The results of the primary ballot, High School Regional Vice Presidents will be posted.
Friday, June 26, 2015
1.
10: 30 a.m. West Hall A (High School) – Kentucky Exposition Center
West Hall B (College/Postsecondary) – Kentucky Exposition Center
Each candidate shall have one minute to respond to a problematic oral question.
2.
11:15 a.m. – West Hall A (High School) – Kentucky Exposition Center
West Hall B (College/Postsecondary) – Kentucky Exposition Center
“Meet the Candidate Session” Candidates will appear before the delegates to respond to two
questions previously submitted by delegate. A current national officer will ask the candidates two
questions each. Delegates will have a final opportunity to meet the candidates in an open forum.
During the open forum, candidates will be stationed around the room, and the delegates will be able
to talk to them in an individual and/or group setting.
3.
Immediately following adjournment of the High School Division Meeting W1 – Kentucky Exposition Center, the final ballot voting for High School candidates will be
conducted. The polls will be open for 20 minutes.
4.
Immediately following adjournment of the College/Postsecondary Division
Meeting – W2 – Kentucky Exposition Center, the final ballot voting for the
College/Postsecondary candidates will be conducted. The polls will be open for twenty minutes.

6:00 p.m. – Freedom Hall Arena
The 2015-2016 National Officers will be announced during the Awards Ceremony. National Officer
Candidates need to be seated with their state contestant delegation on the floor or lower level.
6.
Freedom Hall, back stage immediately following the announcement of new national officers during
the Awards Ceremony, officers will be escorted back stage for an orientation and photo session.
Advisors and state SkillsUSA directors are also invited to attend the orientation meeting.
After National Leadership and Skills Conference
1.
July 20-29, 2015 National Officers will be required to attend National Officer Training in Dulles,
Virginia.
