PLAN FOR IMPLEMENTING REQUIRED
INSTRUCTION
Policy of the Board of Education
Required instruction shall be outlined by District Standards of Excellence and a scope and
sequence subject to the approval of the Superintendent and as approved by the Board of
Education.
A continuous program of development, evaluation, and revision of curriculum standards,
resource books, and the scope and sequence shall be maintained to provide the schools with the
best instructional materials and strategies.
Expected pupil progress shall be based on progression through recognized developmental
sequences and growth shall be judged in terms of what may reasonably be expected of each
pupil.
The district standard for expected pupil progress as determined by available and appropriate
measurement designs shall be a year's growth per school year of instruction, subject to variation
due to learning ability, or to age, health, maturity, attendance, or environmental factors.

Administrative Regulations
The Assistant Superintendent of Instruction shall be responsible for the preparation of the
District Standards of Excellence and shall make recommendations for adoption to the
Superintendent and approval by the Board of Education. District Standards of Excellence shall be
prepared in harmony with the legal requirements of the state and the purposes of the program of
instruction adopted by the Board of Education and Board policy 400.2.
The Assistant Superintendent of Instruction shall administer and supervise the instructional
program in its entirety and, with the assistance of the Director of CurricuSum and Instruction and
instructional division staff, shall be responsible for the development, evaluation and revision of
the District Standards of Excellence and related scope and sequence. Curriculum development is
based on the assumption that such development is most productive when conducted as a
cooperative enterprise in which teachers, counselors, consultants and administrators participate.
Therefore, copies of the specific key sections of the California Education Code on required and
prohibited instruction will be provided as appropriate.
Teachers shall teach within the approved curriculum and principals shall monitor the
instructional program.
Under the direction of the Assistant Superintendent of Instruction and the Director of Curriculum
and Instruction, instructional staff development resources shall be developed and provided.
The Director of Specially Funded Projects shall be responsible for disseminating information and
materials regarding the provisions of all special}y funded programs to department heads and to
the principal of each school. The director shall also develop and annually revise a district plan for
phasing schools into specially funded programs in accordance with legal requirements.
