DRAFT ARTICLES OF BALKAN UNIVERSITIES ASSOCIATION (BUA)
1. AIMS AND OBJECTIVES
The primary aim of Balkan Universities Association (BUA) is to determine a leading vision for the future through
the universities, the libraries, the research centers in Balkan region on the basis of common global values by
considering the necessities of the time. Besides, forming up a scientific network in the areas of the language, the
culture, the art, the history, the economy, the education and sports and caring out collaborative scientific works in
these areas are also aims of BUA. Thus, following objectives are determined:
 To improve an intercultural dialogue considering the importance of the region
 To form lasting and solid scientific cooperation.
 To establish an association with universities that are active, acknowledged, followed and preferred in
science and academic world on a global scale.
 To make joint scientific studies, researches and innovation works.
 To provide opportunities in methods, techniques and cooperation for increasing the efficiency of research
and development activities.
 To organize common cultural, artistic and sportive activities.
 To organize exchange programs for academic staff
 To organize exchange programs for students
 To conduct mutual accreditation process
 To organize joint diploma programs
 To organize education in Balkan Languages
 To form a communication network which will enable to exchange of knowledge among academicians
 To form virtual specialization reserves
 To prepare and conduct joint scientific research projects and to conduct their applications
2. MEMBERSHIP
2.1
Basic membership requirements and membership categories
Members must be situated in, and have the main focus of their activities in Balkans. There
shall be both Full Members and Observer Members.
2.2
Full Members
Only the Universities in Balkan Countries can be the full member of the association.
2.3
Observer Members
The Universities other than Balkan Countries Universities can be the observer member of the
association. Observer members have no vote right.

Advisory Board
Advisory Board for science and technological development in an academic area includes Academies of
Sciences and Arts and Associations in Balkans, which observes the activities of the BUA and officiate as
advisory at these activities.
2.5
Representation
An individual university shall be represented by its Rector/President/Vice-Rector.

STRUCTURE
The organs of the Association are:
- The General Assembly
- The President
4.
THE GENERAL ASSEMBLY
4.1
Composition
The General Assembly is the supreme Governing Body of the Association. The General Assembly
shall comprise all Full Members and Observer Members, with only Full Members being entitled to vote.
4.2
Operation
The General Assembly shall meet once per year in September. Decisions shall be made by a simple
majority of those present.
5.
THE PRESIDENT
The President shall be elected by the Full Members of the Association on a proposal from the
a t l e a s t 5 full members. The President shall hold office for two years and can be eligible for reelection.
The President shall be a present Rector of a full member institution.
The President shall:
- Lead and represent the Association,
- Chair meetings of the General Assembly

SECRETARIAT
The Association shall have a Secretariat. The Secretariat will be located in Karaağaç Campus of
Trakya University / Edirne. The size and overall responsibilities of the Secretariat shall be determined by
General Assembly and the detailed duties by the President. All expenses of the Secretariat will be endorsed
by Trakya University.
