UNEP DTIE OzonAction Programme ANNUAL MEETING OF THE REGIONAL OZONE NETWORK FOR EUROPE & CENTRAL ASIA BELGRADE, SERBIA, 10-13 MAY 2011 ROUNDTABLE ON CLIMATE & OZONE-FRIENDLY TECHNOLOGIES IN REFRIGERATION & AIR-CONDITIONING BELGRADE, SERBIA, 10 MAY 2011 CONCEPT NOTE Working towards the HCFC freeze in 2013 Promoting climate- & ozone-friendly technologies Background The Ministry of Environment, Mining and Spatial Planning of the Republic of Serbia and UNEP’s OzonAction Programme jointly organize above meetings in Belgrade, Serbia. The meetings are part of both the agreed work programme of the Regional Ozone Network for Europe & Central Asia (ECA network) under the Multilateral Fund for the Implementation of the Montreal Protocol. The meeting takes place in the context of the accelerated phase-out of HCFCs which requires ECA network countries to freeze their HCFC consumption at the baseline level in 2013 and to achieve a 10% reduction in 2015. The overall HCFC consumption in the 12 network countries increased by 84% from 361.6 ODP tons in 2000 to 663.7 ODP tons in 2009. In 2009, Turkey was the main HCFC consumer with 609.9 ODP tons. None of the other countries consumed more than 9 ODP tons of HCFC in 2009. The consumption trends differ from country to country. Eight countries reported significant increases in HCFC consumption from 2007-2009 upto 175% increase in Kyrgyzstan, 156% in Turkmenistan and Georgia and 116% in Albania. Four countries reduced their HCFC consumption from 2007-2009 by 43% in Moldova, 40% in Croatia, 34% in Turkey and 2% in Serbia. 533561266 Page 1 of 4 UNEP DTIE OzonAction Programme The European Union already phased-out the use of new HCFCs since 1 January 2010 ahead of the Montreal Protocol schedule for Article 2 countries. In particular potential accession countries may be facing the challenge of harmonizing their phase-out schedule with that of the European Union e.g. Croatia is targeting complete HCFC phase-out in 2016 – 14 years ahead of the Montreal Protocol schedule. Objectives The main objectives of the meetings include: – Enabling National Ozone Units to efficiently implement their national HCFC phaseout management plans (HPMPs) and to meet the phase-out targets of the Montreal Protocol – Engaging national refrigeration & air-conditioning (RAC) associations in HPMP implementation to help overcoming barriers to introducing low- and zero-GWP energy-efficient replacement technologies. Agenda items relevant for Ozone Officers, RAC experts and representatives of national RAC associations include: – Involving the private sector and sharing of technology case studies on ozone- and climate-friendly technologies including not-in-kind technologies like free-cooling or absorption technologies using renewable energy (solar, geothermal) or waste heat – Sharing of experience from HPMP preparation and implementation including the review of policy measures and technology options – National labelling requirements for ODS and chemicals and energy efficiency – National standards and certification schemes for servicing technicians and servicing companies Agenda items mainly relevant for Ozone Officers: – New decisions of the Meeting of the Parties and the Executive Committee and discussion on the implications for ECA network countries – Institutional set-up, legal infrastructures, decision making and procedures to manage ODS and F-Gases – Status of compliance, data reporting and ratification and demonstration of the online reporting system on Country Programme implementation – Bilateral consultations on compliance issues, data reporting, ratification and monitoring & control of trade in ODS / ODS equipment – High-level awareness raising during Environment for Europe conference in Astana on Montreal Protocol’s contribution to Green Economy – Informing on new information technologies including virtual conferencing, web demonstration, application sharing and social media – UNESCO / UNEP partnership on outreaching Montreal Protocol training – New Montreal Protocol related publications and presentation of ECA website – Highlights from the ECA enforcement network including informal Prior Informed Consent, Sky-Hole-Patching II, cases of seizures / prevented illegal trade, ECA Ozone Protection Award 2011, Green Customs etc. 533561266 Page 2 of 4 UNEP DTIE OzonAction Programme – Opportunities for co-financing of ozone protection & climate benefits, destruction of ODS and other chemicals, CEIT countries – Need for regional disposal & destruction strategy and opportunities for synergies with Stockholm Convention, Basel Convention and SAICM – Review of ECA network activities 2010, planning of ECA work programme 20112012 and meeting recommendation – Presentation/Demonstration of the MFS on-line CP data reporting system. During the first meeting day, the Roundtable on ozone- and climate-friendly technologies in refrigeration & air-conditioning will take place with the participation of representatives of national RAC associations. During the roundtable, simultaneous interpretation in English / Russian / Serbian will be provided. During the second day, the representatives of national RAC associations will meet in parallel to the ECA network meeting and elaborate on which role RAC association could play to support HPMP implementation. Their recommendations will be discussed during a joint session at the end of the day. As a parallel activity, it is intended to arrange a media session and to issue a media briefing after the meeting. English-Russian-English interpretation will be provided during the 2nd, 3rd and 4th day of the meeting. Participants The network meeting would be attended by Ozone Officers (10-13 May 2011) as well as RAC experts and representatives of national RAC associations (10-11 May 2011) of the ECA network and associated CEIT countries: Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Kazakhstan, Kyrgyzstan , Former Yugoslav Republic of Macedonia, Moldova, Montenegro, Serbia, Tajikistan, Turkey, Turkmenistan, Uzbekistan. The meeting will be supported by representatives of the Ozone Secretariat, Multilateral Fund Secretariat, implementing agencies (UNDP, UNIDO, World Bank), bilateral partners (possibly Czech Republic, Germany, Poland, Hungary), international organizations (possibly IIR, AREA, ASHRAE), and other technical resource persons and private sector representatives depending on fund availability and agenda contents. RAC experts and representatives of national RAC associations would participate in the first 2 meeting days (Tuesday – Wednesday) and depart either on Wednesday evening or Thursday morning depending on flight availability. Ozone Officer and other participants would participate in all 4 meeting days (Tuesday – Friday) and depart either on Friday evening or Saturday morning depending on flight availability. UNEP will provide funded meeting participants with international economy travel and daily subsistence allowance according to UN Rules and Regulations. However, participants will be responsible for their own visa arrangements, travel and health insurance. A logistical note will be prepared in due time describing the visa requirements, local transport between the airport and the meeting venue and country characteristics. Green meeting options The meeting organisation will aim to implement green meeting options and to reduce its carbon impact to the extent possible. UNEP will off-set the carbon emissions of participants through the purchase of Gold Standard emission credits as part of its carbon neutral policy.
