11. Resolution Requesting Authority to Issue Qualified School
Construction Bonds
WHEREAS, through the American Recovery and Reinvestment Act of 2009 ("ARRA") the United States Congress authorized the issuance of
Qualified School Construction Bonds ("QSCBs"), where qualifying school districts could issue interest free bonds to be used for the construction,

Page 11 rehabilitation, or repair of a public school facility, or for the acquisition of land on which such facility is to be constructed; and
WHEREAS, the State of Ohio has been allocated, through ARRA, a total of $293,763,000 for QSCBs for calendar year 2010; and
WHEREAS, the Ohio School Facilities Commission (the "OSFC") is responsible for allocating the authority to issue QSCBs among eligible schools in the State of Ohio applying for such authority; and
WHEREAS, the Board of Education (the "Board") of the Eaton
Community City School District (the "District") has submitted for voter approval at the May 4, 2010 election an issue of school improvement bonds and the issue passed unofficially by a count of 1808 “yes”, 1683
“no;” and
WHEREAS, the Board has determined that such improvements meet the criteria and desires to apply to the OSFC for the authority to issue QSCBs;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
EDUCATION OF THE EATON COMMUNITY CITY SCHOOL DISTRICT:
SECTION 1. That this Board hereby authorizes the Superintendent and/or Treasurer of the Board to make application to the OSFC for authorization to issue QSCBs in the amount of not to exceed $6,850,000, understanding that such application in no way commits the District to issue such bonds.
SECTION 2. That this Board further authorizes and directs the
Superintendent and/or Treasurer to take any and all actions which may be necessary to issue QSCBs as authorized by the OSFC, and to make certain funds are provided in a timely manner to assist in the construction of the improvements.
SECTION 3. That the Treasurer is hereby directed to forward a certified copy of this resolution to the OSFC.
SECTION 4. That it is found and determined that all formal actions of this Board concerning and relating to the adoption of this resolution were adopted in an open meeting of this Board; and that all deliberations of this Board and any of its committees that resulted in such formal action,

CREDIT FLEXIBILITY
The Board recognizes that an effective educational program is one that provides opportunities for students to customize aspects of their learning around their respective needs and interests. Credit flexibility is one method to motivate and increase student learning by allowing access to more resources, customization around individual student needs and the use of multiple measures of learning
Credit flexibility shills the focus from "seat time" to performance. Students can earn units of high school credit based on an individually approved credit flexibility plan. The intent of credit flexibility is to meet increased expectations for high school graduation in response to globalization, technology and demographics, and to meet the demand for 21st century skills.
In accordance with State law, the District must develop and implement a credit flexibility plan that enables students to earn high school credit by:

completing coursework;
2.
testing out or showing mastery of course content;
3.
pursuing an educational option and/or an individually approved option and/or
4.
any combination of the above.

identify the multiple methods of communication and frequency of each method the District will use to communicate the aspects of the credit flexibility policy and plan to students and parents on an on-going basis;
2.
allow for demonstrated proficiency options on an on-going basis;
3.
allow for graded options for demonstrated proficiency;
4.
allow demonstration of proficiency to count towards course requirements for graduation;
5.
determine credit equivalency for a Carnegie unit;
6.
prohibit capping or limiting the number of courses or credits earned though credit flexibility;
7.
allow for both simultaneous credit and/or partial credit to be earned;
8.
not prohibit access to online education, postsecondary options or services from another district, as approved by the Board;
9.
allow, if so desired, for the acceptance of credit from other districts and educational providers;
10.
establish provisions for instances when students do not or cannot complete requirements and
11. establish a review process and submit data to the Ohio Department of Education about the methods and frequency of communication with students and parents.
In addition, the Superintendent/designee collects performance data including, but not limited to, the number of participating students, total credits earned and extent to which student participation reflects diversity of the student body.

INTERSCHOLASTIC EXTRACURRICULAR ELIGIBILITY
The Board of Education shall direct the administration to regulate academic eligibility of students who participate in co-curricular/extra-curricular activities in the Eaton Community
School District. This policy does NOT apply to any activity or program in the District’s graded course of study.
The Eaton Board of Education hereby adopts the Ohio High School Athletic Association’s rules for all other eligibility and participation regulations regarding interscholastic athletic programs, not otherwise regulated by this or any other policy of the Board of Education or the Eaton
Community Schools’ Student Handbook.
Criteria for Eligibility Grades 9-12:
1. Students must meet all Ohio High School Athletic Association (OHSAA) guidelines as listed and explained in the OHSAA student bulletin and listed in the
Eaton Community Schools Student Handbook.
2. Students must be currently enrolled in Eaton High School and be passing a minimum of FIVE (5) units of credit the previous grading period. Students who have a failing grade in a core class will be placed on probation and must attend a twice (2) per week study table as scheduled by this policy. (All classes at Eaton
High School are considered core classes EXCEPT Physical Education).
3. In addition to passing the minimum of five (5) units of credit, the student must have a minimum Grade Point Average (GPA) of a 2.0 derived from the previous quarter grades.
4. Students with a GPA between 1.5 and 1.9 from the previous grading period may participate in Co-Curricular and Extra Curricular activities on a probationary status provided they attend a twice (2) weekly study table. Student-athletes below the 1.5 GPA are ineligible and must attend a twice (2) per week study table.
The duration of attendance at the study table will be for the entire quarter of participation. a. Students who receive TWO (2) unexcused absences from the study table will be ineligible to participate in the next contest.

Students who receive THREE (3) or more unexcused absences from the study table will be ineligible to participate for the remainder of the grading period.
In the event of scheduled breaks and school holidays or school cancellation due to inclement weather, the study table will also be cancelled.
5. d. In the event of school delays, the study table will also be delayed the same amount of time as school and students are expected to be at the study table. Students who miss a study table as a result of a delay will receive an “UNEXCUSED ABSENCE” unless specifically excused by the administration.
At the conclusion of the probationary period, students shall return to full eligibility status with a 2.0 or above GPA. However, students who do not achieve the necessary 2.0 GPA at the conclusion of the probationary period shall be ineligible through the next full grading period and will not be eligible until a GPA of a 2.0 is attained at the conclusion of a Nine Week Grading Period.

The Athletic Director shall review Mid-Term Grades and provide written documentation to the administration, faculty, coaches, student-athletes and parents of failing grades and/or GPA’s less than 2.0. Any student receiving a failing grade at midterm will be required to attend study tables until the grade improves to a passing level.
Criteria for Eligibility Grades 7-8:
1. Students enrolled in the High School after advancement from the eighth (8) grade must meet OHSAA guidelines, which are passing 75% of their classes from the last grading period in the eighth (8) grade.
2. Students enrolled in the Middle School after advancement from the seventh (7) to the eighth (8) grade must also meet OHSAA guidelines which are passing 75% of their classes from the last grading period in the seventh (7) grade and also meeting the guidelines, as stated above, of the Eaton Community Schools which include a
2.0 GPA.
The Athletic Director shall verify the eligibility status of all student-athletes at the end of each Nine (9) Week Grading Period and provide written documentation to the faculty, coaches, student-athletes and parents of all probationary and ineligible circumstances.

Students enrolling in the seventh (7) grade for the first time will be eligible for the first grading period regardless of previous academic achievement. However, following the end of the first (1) grading period, all students will be held to the eligibility standards of the Eaton Community School District as described above.
4. The probationary period that is described in numbers four (4) and five (5) above under Grades 9-12 Criteria for Eligibility will also be practiced at the Middle
School.
Definition of Terms:
Probationary Period – Describes the time frame where a student has a GPA below a 2.0 but at or above a 1.5 or a student has a failing grade in a core subject.
During this period, students are required to attend study table as established by this policy. The Probationary Period shall be the entire length of a full grading period.
Study Table – Teacher supervised period of time in which students are assisted with their core academic classes. The goal of the Study Table is to help students improve their grades.
The Board of Education adopts the Ohio High School Athletic Association rules for all other eligibility and participation issues regarding interscholastic athletic programs. The Board will periodically review this policy and make the necessary adjustments when required.
