Team leader and Urban investment planning expert for the development of a “municipal contract” approach for
local development in Ghana. The programme is implemented in four metropolitan/municipal cities in the country
and based on a World Bank model for municipal investment planning and is supported by the Agence Française de
Développement (AFD). The client is the Ministry of Local Governments and Rural Development (MLGRD). Specific
responsibilities included project management, the preparation of a Manual on Project Selection, a Manual of
Procedures, the development of a 5-yr overall development programme including performance indicators
and capacity building support measures to the MLGRD and local governments and formulation of Priority
Investment Programmes, municipal contracts, maintenance plans and local reform and action plans.
Formulated projects include bus stations, heavy vehicle terminals, landfills, market places, roads, urban
management programmes (GIS, land mapping and property registration, urban planning schemes) and waste
management projects.

project director having the final responsibility for the design and outcome of the evaluation, timely delivery and
quality of outputs and coordination and supervision of all the project’s activities.
Evaluator of urban development proposals submitted in the context of the CIUDAD programme –
Cooperation in Urban Development and Dialogue, EuropeAid/127778. Proposals covered the themes/sectors
of: Sustainable Economic development and reduction of social disparity, Good governance and sustainable
urban development planning on regional level.
Preparation of an Ad-hoc Note for the Committee on Regional Development of the European Parliament on
“The Data Transparency Initiative and its Impact on Cohesion Policy”. Analysis and synthesis of materials
collected through fieldwork and desk research, as well as formulating conclusions and recommendations.
Ex post evaluation on behalf of the Directorate General Regional Policy of the EC of the cohesion policy
programmes 2005-2006 co-financed by the European Fund for Regional Development, regarding the seventh
work package “Effectiveness of Cohesion Policy: Gender Equality and Demographic Change”. Evaluation of
policies/ interventions implemented by ERDF programs in the Province of Gelderland and illustrating progress
through identification and analysis of good practices in local and regional development.
“Municipal Support Programme in North-East Serbia “(EuropeAid /120801/SV/YU, contract No: 05SER01/16/
003). Overall coordination of feasibility study preparation (1000 + man days, 28 experts) and the institutional
analysis for selected infrastructure projects. Tender dossiers were prepared as per EU PRAG rules for funding
under CARDS, other projects were prepared as pipeline for future IPA funding. (Programme funded by EC
CARDS). Feasibility study preparation included the development of an institutional framework for
benchmarking the performance of the service company and included studies for development of
industrial estates, river ports, water supply projects, landfills and other infrastructure investments.
