Facilities Management Mission Statement: The mission of the Facilities Management Division is to plan for, operate, maintain and preserve county facilities, including providing for the management of facility improvements and new construction projects. Services safe, functional, esthetically pleasing, comfortable facilities and grounds to the public and county departments in the most cost efficient, expeditious and effective manner possible. Service Description: Facilities Management is responsible for 471,948 square feet (36 buildings) of County-owned facilities and provides service to departments in 52,306 square feet (16 locations) of leased space. Services include maintenance of buildings and grounds, facility security, leased space development, space planning, remodeling, and capital facilities planning. Objectives & Performance Measures for 2007-08: Objective: Implement a Preventive Maintenance Program in order to properly maintain and extend the life of existing building systems in County facilities, and to develop metrics for ongoing measurement of preventive maintenance activities. Performance Measures: Develop calendar program to schedule maintenance. Identify all equipment requiring preventive maintenance. Develop scope of work to be performed during maintenance for each system. Implement program to perform preventive maintenance. Major Accomplishments in 2006-07 Completed improvements to the Facility Services Center and relocated the division staff to the new location. Managed the planning, design, construction, and occupancy of remodeling projects for the Community Development Agency in the Eric Rood Administrative Center and for Behavioral Health and Public Health in the Crown Point Circle building. Managed the vacating of the HEW Building and decommissioning of the building. Implemented an automatic work order process for facilities work requests. Developed a business plan and revised fee schedule for the Grass Valley Veterans Building, and entered into a memorandum of understanding with the veterans’ organizations regarding use of the building. Generated over $17,000 in revenue from rental of the Grass Valley Veterans Building. Collaborated with the Community Development Agency to secure workforce housing reward program grant for capital improvements to the Grass Valley Veterans Building. Performed a physical evaluation of all facility systems and evaluated buildings and systems NEVADA COUNTY BUDGET 2007-08 and establish priorities for maintenance and improvements. Employed a comprehensive checklist to evaluate all common areas and workspaces, and established criteria for scheduling corrective and preventive maintenance. Completed evaluation of existing HVAC systems for all County-owned building. Developed cost projections for repair vs. replacement of systems and package units vs. a central plant Objective: Ensure optimum effectiveness of staff and improve ability to reassign staff to highest priority needs by standardizing base skill levels for all maintenance staff. Skills include computer skills and trade skills such as plumbing, electrical and mechanical. Performance Measures: 100% of maintenance staff trained on core set of computer and trade skills. Training records and training refresher plans developed for 100% of maintenance staff. Training plans incorporated into workplans for each staff member. Objective: Increase utilization of the Grass Valley Veterans Memorial Building and generate increased revenue #-# Facilities Management by implementing the facility’s Business Plan, securing additional grant funding, and promoting the facility as a venue for public and private events. Performance Measures: Secure at least $25,000 in additional grant funding for facility improvements. Achieve an increase of 15% in revenue from facility rentals, Objective: Enhance employee safety program for Facilities Management staff to include all OSHA-required programs by obtaining equipment and training. Performance Measures: Update training manual Obtain safety equipment Obtain safety training Include recertification requirements and schedules in training plans. Incorporate safety responsibilities and safety training plans in all staff workplans. Objective: Improve the appearance of common areas of County facilities by refreshing outdated finishes, such as carpet, wall covering and ceiling finishes. Performance Measures: Evaluate all common spaces for needs. Establish design standards. Develop scope and budget. Complete projects as funding is available.
