(The successful candidate will be appointed on a fixed-term contract for a period of 5 years.) Minimum requirements: • A relevant Bachelor’s degree or an equivalent qualification; • A minimum of 5 years’ experience at middle management level; • Proven, successful and professional experience of property management and human settlements; • Experience of the core competencies described in Regulation 805, dated 1 August 2006, of the Local Government: Municipal Performance Regulations for Municipal Managers and Managers directly accountable to Municipal Managers, as determined by the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000); • A good knowledge and understanding of relevant policy and legislation; institutional governance systems and performance management; the Municipal Supply Chain Management Regulations, as determined by the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003) and the Preferential Procurement Policy Framework Act, 2000 (Act 5 of 2000). Added advantage: A certificate or diploma in Project Management. Special conditions: • A certificate in municipal finance management in terms of the Municipal Regulations on Minimum Competency Levels, as determined by the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003); ● In cases where an appointee does not comply with the aforementioned, he or she will be required, as a condition of appointment, to complete this training within a specified period. Core functions: • Responsible for human settlement and property management as determined by the municipal Council’s delegations • Liaise with stakeholders regarding the activities listed above; • Ensure compliance with human settlement and property management legislation and policies; • Advise other municipal departments on matters relating to the activities listed above; • Responsible for developing policy and regulations for the Directorate; • Draft, monitor and implement the strategic planning of the Directorate; • Responsible for the effective and efficient management of the Directorate; • Responsible for preparing and managing the Directorate’s budget and human resources.
