TENDER NOTIFICATION
(TWO COVER BID SYSTEM)
Name of work: Construction of New Percolation Tank Near Mannalli village
in Basavakalyan Taluka, Bidar District.
Sealed item rate tenders in duplicate as per P.W.G. 65 and 66 for the work mentioned below under “
TWO COVER BID SYSTEM’’ as per Karnataka Transparency in public procurement Act 2000 (KTPP) and as
per it’s latest amendments are invited from the Class-I (Civil) contractors registered in Karnataka P.W.D. Two
cover System consists of “ Technical Bid’’ and “ Financial Bid’’. The Technical Bids will be opened first.
and Financial Bids of only those bidders who qualify in the technical Bids will be opened.
Applications for Blank tender forms along with the cost of tender forms will be received by the
Executive Engineer, M.I. Division, Pratap Nagar Naubad Bidar. The Blank Tender form will be issued by the
Executive Engineer, M.I. Division, Pratap Nagar Naubad, Bidar.
The completed sealed tenders in two covers will be received simultaneously at the office of the (1)
Executive Engineer, M.I. Division, Bidar (2) Superintending Engineer, M.I.Circle, Aiwan-E-Shahi Road
Gulbarga, and (3) Chief Engineer, M.I.(North) Zone, Bijapur in the Sealed tender Boxes.
The Technical Bid will be opened by the Executive Engineer, M.I. Division Bidar in his Office. The
list of qualified bidders will be notified on the Notice Board of the Executive Engineer, M.I. Division, Bidar
subsequently.

CONDITIONS
1) The Application for purchase of Blank Tender forms should be submitted to the Executive Engineer, MI
Division, Naubad Bidar along with non-refundable cost of Blank Tender Forms, Copy of Contractor’s
Registration Certificate, Latest Income Tax and Sales Tax clearance certificate.
2) The Earnest Money Deposit shall be in the form of DD/FDR/Bankers’ cheque drawn on any Nationalised
Bank or in the form of NSC pledged in favour of the Executive Engineer, M.I.Division, Bidar and shall be
enclosed with the application for the purchase of Blank Tender Schedules.
3) E.M.D. of unsuccessful bidders will be retuned after 90 days (Ninety days) from the date of opening the
tenders.
4) All the documents enclosed in support of Technical Bid shall be attested by Notary Or Gazetted Officer.
The original documents shall be produced for verification on the day of opening technical Bid or on the
specified date. Otherwise tender will be disqualified.
5) Conditional tenders will not be considered.
6) The applicant depending upon their bidding capacity & satisfying the below mentioned qualifying conditions
need only apply.
i) The applicant should have
(a) in the last five year reckoned back beginning from the year 2005-06 should have achieved in atleast two
financial year one similar work with a minimum annual financial turnover of Rs.206.00 lakhs ( Rs. Two
Hundred Six lakhs only) at 2005-06 price level. Such similar work must be completed within prescribed period
and completion certificate to that effect should be enclosed. Financial turnover will be given weightage of 10%
per year based on the reference value to bring them to 2005-06 price level.
(b) As a prime contractor satisfactorily completed one similar work ( not less than 90% of contract value i.e.
Rs.92.70 lakhs) comprising of salient items of work like Excavation, Embankment, Concrete at 2005-06 price
level.
( c) Should have executed in any one year the following minimum quantities of work.

7) The applicant should demonstrate
a) Availability ( either owned or leased) of the following key and critical equipment for the work. If it is leased,
General Power of Attorney (GPA) to be enclosed.

b) Availability of this work a project Manager with not less than five years experience in construction of similar
Civil Engineering works and other key personnel with adequate experience as required.
c) Liquid assets/availability of credit facilities of; not less than Rs.50.00 lakhs for the work credit lines/letter of
credit certified from banks for meeting the funds requirement etc.,
8) The contractor should have sufficient “Man Power” for executing the work.
9) Contractor has to procure steel, cement etc., required for the works, conforming to I.S. standard at his own
cost.
10) The documents furnished by the contractor for technical qualification should be invariably signed by the
contractor as a token of attestation regarding genuinity and truthfulness of the documents. The documents
without the contractor’s attested signature will not be considered for evaluation of the technical bid.
11) The blank tender forms will not be sent by post.
12) The right to accept or reject any or all the tenders without assigning any reasons as what so ever is
reserved.
13) The contractor should produce Original Registration, Pass book while receiving Blank tender forms.
14) Any other information in connection with the above work can be had from the office of the undersigned
during office hours.
15) If any of the above dates is declared a General Holiday, the next working day will hold good for transaction
of the tender proceeding.
