ST DAY PARISH COUNCIL
Minutes of the Meeting held on Monday 16 October, 2006, at 7.00. pm in the Community Centre, St Day.
Present: Cllrs. V Baldry, N Belert, R Drabwell, J Newcombe, G Triggs and K Trevorrow .

1.
Apologies.
RESOLVED to accept the apologies of Cllrs. G Nankivell, C Page (KDC) and J Thomas (KDC).
2.
Police report.
PC Denton, Community Beat Manager, gave a report which stated that there had been 100 calls to the police (46 last year) since
01 September. There had been 24 crimes (13). The recorded crimes were for criminal damage (5), burglary/theft (7), drug offence
(1), GBH (1), common assault (4), threats (1), offensive weapon (1), deception (1) and non-crime domestic (3). He explained that
18 of the calls to the police were from one source and did not indicate an alarming escalation in problems.
He stated that one family has been evicted from the Wheal Jewell Travellers’ site and he expected this to lead to a reduction in
problems from the site. He also advised on measures the police will be taking during the Bonfire Night/Halloween period.
3.
District and County Councillors’ reports.
Cllr Kaczmarek reported on the following items:
 Waste recycling and transfer station. A site at Scorrier has been put forward. He will be opposing this. An alternative
site at Wheal Jane has also been suggested but CCC has not looked into this.
 Cathedral Farm. Some clearance work has started.
 Regeneration Team. He is trying to get permanent contracts for the KDC officers.
 Wheal Jewell Travellers’ site. All horses should have been removed from the site by 10 October. There is also a
crackdown on dogs on the site following a recent distressing incident. Cllr. Whalley has failed to reply to 2 questions he
has asked and he will now be putting them to the full council.
 Children’s Centre. There has been much support from local parents.
 Tolgullow. ‘Slow’ markings will be painted on the road.
 Brickworks Hill. He is to have a meeting with KDC on 19 October about the scrap yard.
 Traffic/parking. CCC feels that parking does help to slow down traffic and some white bar markings are to be put down
in Scorrier St. Road resurfacing should now go ahead in the 2007/08 financial year.
 Springfield Way/Trenant. KDC is to put up new signs to show the access to Springfield Way. He will chase this up.
4.
Confirmation of the Minutes of the meeting held on Monday 11th September, 2006.
RESOLVED that the Minutes be confirmed as a true and correct record of the proceedings and signed by the Chairman.
5.
Matters arising.
a.
Town regeneration
Springfield Way. See item 3 above.
Mineral Tramways. The Clerk read out an email which gave suggested layouts for the interpretation boards and which
also asked for the names of people who may be able to contribute to the oral record.
RESOLVED to inform them that St Day only requires signs to St Day from the trail at Poldice with some general
information and to suggest that Messrs J Mills and R Clymo should be consulted about the oral record.
b.
Footpaths
The Clerk read out a letter from CCC which gave a summary of the recent annual conference and which also gave details
of the grants to be paid in the coming year for footpath maintenance.
c.
Public transport
Cllr Trevorrow said that she had dealt with 3 complaints during the last month.
d.
Skateboard park
The Clerk said that the first application for funding had been turned down but that KDC Regeneration officers are still
confident that funding will be found.
e.
Wheal Jewell Travellers’ site
The Clerk read out a reply from Cllr D Whalley (CCC) which said that the Parish Council will be invited to a meeting
with officers shortly.
RESOLVED to write to KDC (Chief Executive) to express our concerns that the Wheal Jewell site should count towards
KDC’s requirement for traveller sites rather than Carrick’s.
f.
Burial ground – valuation.
No report was available as Cllr. Nankivell was not present.
g.
Parish plan.
Members of the Action St Day Group are very keen to take the plan forward with Parish Council membership. KDC has
allotted £1.5k to each parish and there is the possibility of up to a further £4.5k from other sources.
h. Litter bins.
RESOLVED to inform KDC – copy to Cllr. J Thomas – that bins are required at the following sites:
Wheal Jewell playground, entrance to Wheal Gorland, Vogue playing field, North Corner, near to the bus shelter and on
the land at the end of Chapel St.

The Clerk reported that, due to ill health, Mr Chapman had decided to retire but will continue to pick up litter until a new
appointment is made.
RESOLVED that Cllr. Baldry will draw up a new specification of the work to be done for consideration at the next
meeting.

RESOLVED to suggest that the new development should be called Bosawna Gardens.

9.
Traffic and roads.
Cllr. Trevorrow said that she had received a request for double yellow lines in Fore Street from the junction with Church Street to
the entrance to Market Square.
RESOLVED not to support the request as double yellow lines cost £3k to install and the police find them very difficult to
enforce.
Cllr. Newcombe had received a complaint about the state of the hedges from Vogue to Busveal.
RESOLVED to contact the person who made the complaint to see if he has any knowledge as to who owns the particular fields.
Footpath no 4. There is a sign at the entrance to the footpath which suggests that the path only gives access to Stile Cottage.
RESOLVED to ask the owners to remove or reword the sign.
10.
Meeting reports.
Mineral Tramways. Cllrs. Newcombe and Triggs had met Nigel Sumpter and reported that:
 the entrance to the Wheal Jewell play area will be tarmaced this winter. It is also hoped to tarmac the area to the right of
the entrance but this will involve discussions with the church
 it is hoped to do something with the frontage between the Masonic Hall and the Town Clock in Fore Street but it is a
difficult problem
 the stone area to the front of the Community Centre is to be cleaned up
 they looked at the wide pavement at North Corner but it is difficult to do anything without losing parking spaces
 they may be able to replace the metal fence on the Telegraph Hill crossroads
CES. The Regional Manager for SITA had attended a recent meeting.
MVRG. The idea of providing funds for Parish Plans had been raised.
Action St Day Group. Philippa Roberts is now the Chair and is keen to take forward the formulation of a Parish Plan.
