Job description Post number Grade Responsible to Responsible for C417 8 Senior Environmental Health Officer – Housing See below CRB required Yes Job title Hours Service area Team 32 Community Direction Private Sector Housing Politically restricted post Essential car user No Yes Environmental Health Officer – Housing Job purpose To undertake effectively and efficiently a broad range of activities relating to private sector housing which will contribute to maintaining, improving and promoting health and wellbeing within the Borough of Hinckley & Bosworth and to increasing the number of decent, well managed and affordable homes. Main accountabilities 1. To provide a comprehensive advice service for residents seeking assistance in respect of a range of housing issues including, financial assistance, energy efficiency, adaptation of accommodation to meet the needs of occupants with disabilities, disrepair of private sector accommodation and empty homes. 2. Investigation of housing complaints and the inspection of dwellings to assess under the Housing Health and Safety Rating System and the Decent Homes Standard their condition and secure compliance with the relevant legislation by the appropriate means. 3. To instigate informal and formal enforcement action, as necessary, including the preparation of cases for legal proceedings and attendance at Court and Tribunals as required. To include acting as an expert witness. 4. To critically examine plans, specifications and costing’s of submitted applications and agree any alteration where necessary through liaison with clients, agents, contractors and other departments. 5. To assist clients in considering all appropriate forms of housing assistance, completion of application forms and gathering all necessary documentation to support a full housing assistance application. 6. Prepare and serve legal notices, instigate work in default notices, gather evidence and prepare evidence for legal proceedings and appear in court proceedings as required. 7. Implement the Council’s empty properties strategy. 8. To contribute to the landlords forum. 9. Further develop the proactive houses in multiple occupation inspection programme. 10. To attend Executive and other meetings, Court, public enquiries, Housing Tribunals etc as necessary to give evidence in support of action taken by the Council. 11. To actively assist in the Services’ activities and liaison with internal and external partners and other agencies (including voluntary & statutory) to implement and deliver relevant strategies and policies relating to housing. 12. To prepare reports and responses as required or directed and to represent the Service as required at committees, meetings, seminars and joint liaison bodies. 13. To comply with the requirements of the Council’s data quality management policy, the officers' code of conduct, financial and contract rules and procedures, and with corporate personnel policies and practices, particularly absence management, health and safety and equalities. 14.
