LIMERICK CITY COUNCIL BRANCH LIBRARIAN (Part –Time) QUALIFICATIONS 1. Character: Each candidate must be of good character. 2. Health: Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, training, experience, etc: Each candidate must have attained a good standard in general education. GENERAL INFORMATION 1. Superannuation: The employment is part-time and pensionable. The successful candidate may be assigned to any of the Limerick City Council Library Branches i.e. The Granary, Watch House Cross or Roxboro. Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children, applied on a pro-rata basis). All persons who become pensionable employees of a local authority will be required in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. 2. Probation: (a) There shall be a period after such employment takes effect during which such person shall hold employment on probation; (b) Such period shall be one year, but the Manager may at his/her discretion extend such period. (c) 3. Such person shall cease to hold employment at the end of his/her period of probation unless during such period the Manager has certified that the service of such person is satisfactory. Salary: €12.72 – €20.61 per hour (includes Long Service Increment). The salary shall be fully inclusive and shall be as determined from time to time. The employee shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to or received by him/her by virtue of his/her employment or in respect of services which he/she is required by or under any enactment to perform. 4. Hours of Work: The successful candidate will initially be required to work 20 hours per week. The hours of work will cover a full day on Mondays, an afternoon and late night on alternative Thursdays and Fridays and a full day on Saturdays. These hours and days are subject to change. 5. Duties: Working in the library service which is a busy environment and involves work with a broad range of groups including, pre school toddlers, children, teenagers, the elderly, adults, literacy students, people at third level and asylum seekers. The work involves issuing and returning of books using the Horizon Library Software Sensitising books and returning books to shelves in strict order. Dealing with borrowers queries. Helping people select suitable materials. Taking requests for books which may be on loan or which need to be requested through the Borrow Books Scheme or ordered from a Bookseller. Helping children with projects from school. Operating the Public Internet PC's in terms of taking bookings and helping members of the public use PC's. Carrying out Internet Classes from time to time. Being involved in the various activities which take place throughout the year i.e. Children's Book Festival, Library Ireland Week, Heritage Week, Seachtain na Gaeilge, World Book Day, Bealtaine and Summer Activities. Taking telephone queries and renewing books over the phone. Showing members of the public how to use the OPAC. Helping members of the public who may be deaf or dyslexic to use the Kurzweil Software Package. Servicing new books. At any time a branch library may be required to work in any of the Branch Libraries within the Local Authority. The person appointed shall carry out such duties relating to the work and administration of the library services as may be assigned to him/her from time to time. 6. Health: For the purpose of satisfying the requirement as to health it will be necessary for each successful candidate, before he/she is employed, to undergo at his/her expense a medical examination by a qualified medical practitioner to be nominated by Limerick City Council. The fee for the medical examination will be refunded to the successful candidate on taking up duty. 7. Retirement Age: The Public Service Superannuation (Miscellaneous Provisions) Act 2004 was passed on 25th March, 2004. The Act introduces new retirement provisions for new entrants to the public service appointed on or after 1st April, 2004. For new entrants there is no compulsory retirement age and 65 is the earliest age at which retirement benefits can be paid. In all other cases, 60 years is the minimum retirement age, with 65 years being the maximum retirement age. 8. Residence: The successful candidate shall reside in the district in which his/her duties are to be performed, or within a reasonable distance thereof. 9. Limerick City Council shall require persons to whom employment is offered to take up such employment within a period of not more than one month and if they fail to take up the employment within such period or such longer period as the Council in its absolute discretion may determine, Limerick City Council shall not employ them. 10. Recruitment: Pursuant to article 8 of the Local Government (Appointment of Officers) Regulations, 1974, as amended the Minister has given directions as follows: (i) The employment shall be advertised in such a manner as to clearly indicate that the local authority is an equal opportunities employer. (ii) Selection shall be by means of a competition based on an interview conducted by or on behalf of the local authority. (iii) A local authority may decide, by reason of the number of persons seeking admission to the competition, to carry out a short-listing procedure and admit to the competition only persons who appear to be likely to attain in the competition a standard sufficient for employment. (iv) A panel may be formed on the basis of such interview. Candidates whose names are on a panel and who satisfy the local authority that they possess the qualifications declared for the office and that they are otherwise suitable for employment may within the life of the panel be employed as appropriate vacancies arise.
