It was suggested to keep the same document number for updated documents, therefore the amended minutes will be distributed as TEM07-16a Action 2.1.1: Nothofer/Marvin to distribute amended minutes. 2.2 Agenda for this meeting TEM07-19_Draft Agenda JTF-TEM Hawaii 2007 TEM07-19a_Approved Agenda JTF-TEM Hawaii 2007 The agenda for this meeting was amended and agreed. Action 2.2.1: Nothofer/Marvin to distribute amended agenda. 3 Membership of JTF TEM-Waveguides TEM07-13_Membershiplist Feb 2007 The membership list was handed around for amendments. To new members (A. Aggarwal and B. Subbarao) have recently been appointed by the Indian NC. Since this was only done shortly before this meeting we did not expect active participation at this meeting. The convenor (Marvin) established email contact with Subbarao, but has not yet received a reply from Aggarwal. Both new members have been added to the mailing list and will be added to the membership list. Although Dunker has retired from participation in the JTF, he is still listed on the IEC website. Nothofer will ask Delaballe to remind the German NC to remove his entry. Action 3.1: Nothofer to update and distribute membership list. Action 3.2: Nothofer to ask Delaballe to remind the German NC to remove Dunker’s entry from the IEC website for the JTF TEM. 2 TEM07-31 4 Items to report, and resulting actions if any 4.1 SC77B/CISPR/A Report The convenors received an email by Delaballe asking for measurement uncertainties to be discussed as soon as possible. This will be included under Agenda Item 6.2. The convenors will prepare a report to SC77B that will include the latest work plan. TEM07-09 is a list of terms used in CISPR/A documents, TEM07-10 and TEM07-25 were provided by Stecher and Delaballe respectively. TEM07-29 is a compilation from TEM07-09, TEM07-25 and definitions from the IEV. An updated version of TEM07-29 will be distributed as TEM07-29a. With regard to TEM07-09, Radasky noted that we should not use 61000-1-2 as a reference for our document. It was also noted that the term “verification” should be given preference over “validation” since it is more general. All members are reminded to read TEM07-10 and TEM07-29a since they should form a guideline on the use of terms in 61000-4-20. The final update of 61000-4-20 will be produced at the next meeting. TEM07-27 was presented where the use of the terms “test” and “measurement” was amended according to the guideline given by TEM07-29. Also in TEM07-27 references to CISPR16 are flagged. Schaefer will ensure they are all updated to the new CISPR numbering system. Action 5.1.1: Nothofer to update and distribute TEM07-29a Action 5.1.2: All to read TEM07-10 and TEM07-29a and send comments to the convenors. Action 5.1.3: Schaefer to check the references to CISPR16 in 61000-4-20. 5.2 Field Homogeneity TEM07-26Field HomogeneityChangesto IEC61000-4-20 Document TEM07-26 was presented. Wilson agrees with the goal but still has concerns about this approach. It is based on a wrong assumption since the TEM mode is calculable and the assumption of a Gaussian distribution is incorrect. Any member of the group who has concerns should send them to the convenors who will distribute them to the group for discussion. A final decision on this issue will be made at the next meeting! Action 5.2.1: All who have concerns with regards to the field homogeneity issue to send comments to the convenors for distribution for discussion. 4 TEM07-31 5.3 Field Probes TEM07-21_ProbeCalibration_JP2 Document TEM07-21 was presented. This is a proposed Annex F on calibration methods for field probes. The following comments were made: Equation F2 is only valid for parallel plate waveguides, it is not valid for a GTEM cell Radasky noted that 61000-4-3 will have this annex. Nothofer will ask Moehr about the status of this issue. The second paragraph in Section F.3.2 (“Calibration laboratories shall perform…”) gives the impression this test should be performed for all frequencies. It should be made clear that this is only required for the worst case and not for all frequencies. The test described in Section F.3.4 should just be a suggestion, not a requirement; particularly since Section F.3.1 requires a VSWR of less than 1.3 for the TEM waveguide. Uncertainty calculations should be included. All members are invited to submit comments to this document to the convenors. These should be provided early enough to be discussed before the next meeting, or this subject will have to be moved into Work Package 2. Action 5.3.1: Nothofer to ask Moehr about the annex about field probes in 610004-3. What is the present status of this? Action 5.3.2: All to study document TEM07-21 and send comments to the convenors for distribution for discussion. 5.4 Large TEM Cells TEM07-27_61000-4-20-ed1.1-Jun07 It was shown where the appropriate changes had been made in the latest version of 61000-4-20 (TEM07-27). 5.5 Climatic Conditions TEM07-23Standard Climatic Conditions TEM07-27_61000-4-20-ed1.1-Jun07 Document TEM07-23, describing Standard Climatic Conditions was presented, and it was shown where the appropriate changes had been made in the latest version of 61000-4-20 (TEM07-27). 5.6 Workplan/Timetable TEM07-30Maintenance Workplan The updated work plan was presented. Item 1.1.3 is outstanding. Nothofer will remind Harrington. Item 1.1.5 is in progress under the lead of Ishigami. Nothofer will update the work plan accordingly. 5 TEM07-31 Action 5.6.1: Nothofer to remind Harrington of work plan item 1.1.3. Action 5.6.2: Nothofer to update work plan and distribute as TEM07-30a. 6 Maintenance Cycle Report WP2 6.1 Workplan/Timetable TEM07-30Maintenance Workplan Document TEM07-30 was presented. Nothing further was to report. This document will be reviewed again at the next meeting. 6.2 Uncertainties TEM07-20CIS_I_224e_CD The convenors presented this document, they received from Delaballe with a reminder of the necessity of an uncertainty budget. Sections F.4.3 and F.4.4 were discussed. It was noted that the last sentence of Section F.4.4 is not very clear. We believe it means that the EUT should be raised by at least 15% of the septum height. Ishigami confirmed this. All members are encouraged to submit proposals with regards to an uncertainty budget. The convenors will distribute them for discussion. If proposals are received in time, we may be able to include this discussion at the next meeting an move the uncertainty issue from WP2 to WP1. Radasky gave the convenors a proposal for a coordinated approach to measurement uncertainties (MU) by the Swiss NC. The convenors will distribute this document (77C_172.pdf) and the members are encouraged to study this. Action 6.2.1: All to submit proposals regarding uncertainty budgets. Action 6.2.1: Nothofer/Marvin to distribute document 77C_172.pdf 6.3 Proposal for a modified Annex A and New Annexes F and G TEM07-24Annex A and Annex F TEM07-08Wilson Correlation Annex V2.doc TEM07-24 was presented. This is Annex A split into two parts, normative and informative, as agreed at the Erlangen meeting (Agenda Item 6.3.1). This will be implemented in the new edition of 61000-4-20 Document TEM07-08 was also presented again and a summary given by Wilson. It was agreed that this is a generic document which may be better addressed in a broader spectrum. We will forward this document to Beniamino Gorini, Convenor of CISPR/A WG2 Action 6.3.1: Nothofer to implement TEM07-24 into the new edition of 61000-4-20 Action 6.3.2: Marvin to forward document TEM07-08 to Beniamino Gorini, Convenor of CISPR/A WG2. 6 TEM07-31 7 Items not covered elsewhere TEM07-22June 2006 ACEC report_revBG Don Heirman asked for a report for the ACEC meeting. We updated the relevant slides in the TEM07-22. Action 7.1: Nothofer to give the updated file to Heirman. Action 7.2: Nothofer/Marvin do distribute this file as TEM07-22a 8 Date and place of the 8th meeting of JTF TEM The next meeting of the JTF-TEM will be a two day meeting in Nottingham, UK on the 29th and 30th of November. This is earlier than our usual timing due to the urgency to submit the MCR. The 9th meeting in 2008 should be held between the URSI meeting and the 2008 IEEE EMC Symposium in Detroit. The exact day and venue still has to be confirmed. No objections were made to a meeting on the Sunday before the Detroit Symposium. This was in fact considered a preferred date to avoid clashes with other meetings around the Symposium. Members are also encouraged to suggest a venue for the 10th meeting of the JTFTEM. Action 8.1: Nothofer to arrange the venue for the next meeting. Action 8.2: All to suggest a venue for the 10th meeting of the JTF-TEM. 9 Close of the meeting The convenor thanks the participants and closes the meeting at 16:00 on the 8th of July 2007. 7
