hereinafter referred to as the "CONTRACTING AUTHORITY" would hereby like to invite to
submit bids for:
The radiocarbon dating of bone samples with use of AMS method.
I
TYPE OF CONTRACT AWARDING PROCEDURE
1. The contract awarding procedure in the field of science is based on:
 Article 4 section 8a of the Public Procurement Law of January 29, 2004 (Journal of
Laws [Dz. U.] of 2013 No. 11, item. 907, as amended),
 provisions of the Act on the Principles of Financing Science of April 30, 2010 (Journal
of Laws [Dz. U.] of 2010 No. 96, item. 615, as amended),
 the Act of April 23, 1964 – the Civil Code (Journal of Laws [Dz. U.] no. 2014, item 121
as amended).
2. The actions by the Contracting Authority and the Contractor in the contract awarding
procedure shall be governed by the provisions included in this Specification, abbreviated
as S.
3. The Contracting Authority reserves the right to close the procedure without selecting any
bid and to withdraw from the procedure without stating the reasons.
4. The terms and conditions of this procedure may be amended by a notice published on the
Contracting Authority's website.
II DESCRIPTION OF THE PROCUREMENT SUBJECT
Part I: "AMS radiocarbon dating of 40 bone samples (dating of collagen)."
The contract is for execution of radiocarbon dating of bone samples by AMS method, each
sample of the size approx. 1-2 g.
For each sample, it is also necessary to do:
1) the preliminary preparation, i.e.:
a) a preliminary verification of the preservation state of collagen by measuring the N
content and C/N ratio in the bone,
b) and for the well-preserved samples – the extraction of collagen;
2) verification of the quality of the extracted collagen by measuring the C/N ratio in the
extracted collagen.
Only the samples with good quality collagen (C/N range 2.9–3.6) will be dated. Laboratory
may consider separately the costs of the initial preparation and verification of the quality of
collagen.
The Contractor shall present the object of the contract (results of C/N measurements in the

bones and in collagen, and the results of dating) in the form of list/elaboration in the paper
version in two (2) copies and in electronic form (Word or Excel file).
The samples come from archaeological sites and are examined as a part of the Polish National
Science Centre’s project.
Total: 40 samples (± 15% depending on the offer price and progress of research in the project).
The samples will be sent to dating in the series, in the years 2015-2017, depending on the
progress of research in the project.
Part II: "AMS radiocarbon dating of 10 bone samples (dating of collagen)."
The contract is for execution of radiocarbon dating of bone samples by AMS method, each
sample of the size approx. 1-2 g.
For each sample, it is also necessary to do:
1) the preliminary preparation, i.e.:
a) a preliminary verification of the preservation state of collagen by measuring the N
content and C/N ratio in the bone,
b) and for the well-preserved samples – the extraction of collagen;

extracted collagen.

The contract is for execution of radiocarbon dating by AMS method of hydroxyproline
extracted from bone samples, each sample of the size approx. 1-2 g.
For each sample, it is also necessary to do:
1) the preliminary preparation, i.e.:
a) a preliminary verification of the preservation state of collagen by measuring the N
content and C/N ratio in the bone,
b) and for the well-preserved samples – the extraction of hydroxyproline.
Laboratory may consider separately the costs of the initial preparation.
The Contractor shall present the object of the contract (results of C/N measurements in the
bones, and the results of dating of hydroxyproline) in the form of list/elaboration in the paper
version in two (2) copies and in electronic form (Word or Excel file).
The samples come from archaeological sites and are examined as a part of the Polish National

III. LEAD TIME
It is expected that a separate preparation, dating and delivering of results will be made for
each series, not later than 6 months after receiving the series of samples.
IV. BID REQUIREMENTS
1. The Contractor shall submit a single bid on all parts or on any part of on the form being
attachment no. 1 hereto.

2. The bid along with attachments should be in Polish or English, prepared with the use of a
lasting and legible technique. The bid should be signed by a person authorised to
represent the company.
3. The Contractor shall be obliged to enclose the power of attorney with the bid, if it has
been signed by a plenipotentiary.
4. The Contractor shall bear any costs related to the bid preparation and submission.
5. The Contractor shall reserve that the information related to the procurement, being
business secret under Article 11 section 4 of the Act on Combating Unfair Competition of
April 16, 1993 (Journal of Laws [Dz. U.] of 2003, no. 153, item 1503 as amended) cannot
be disclosed. The relevant statement in this respect shall be submitted together with the
bid.
6. The bid validity period shall be 30 days after the bid submission.
7. The Contracting Authority shall accept bids made in the following currencies:
a) PLN
b) EUR
with the value converted based on the mean FX exchange rate announced by the
President of the National Bank of Poland on the bid submission deadline to examine the
bids submitted if the bid value is quoted in other currency than PLN.
8. Foreign contractors who are not obliged to pay VAT under separate regulations shall
quote solely net price while other contractors – net and gross (VAT inclusive) price. To
compare the bids, the Contracting Authority shall add the applicable VAT to the price of
the contractor who quoted solely the net price in their bid. The Contracting Authority
shall be obliged to pay the tax to the Tax Office competent for their registered office.
V. BID SUBMISSION DEADLINE
1. The bid submission deadline shall be August 25, 2015 at 12:00 p.m.
2. The bid may be submitted electronically to beatao@twarda.pan.pl by post or in person Institute of Geological Sciences Polish Academy of Sciences, ul. Twarda 51/55, 00-818
Warszawa, room 258.
3. The envelope or e-mail with the bid shall be marked with the note:
“OFERTA – AS-2311-99/15 (“BID – AS-2311-99/15”).
4. If the bid is submitted via e-mail, the Contractor shall be obliged to submit the bid and all
the statements and documents required as photocopies (scanned copies) signed by the
staff member(s) authorised to represent the Contractor.
5. The bid shall be accompanied by the documents confirming the empowerment of the bid
signatory to represent the contractor (power of attorney, extract from the relevant
register). In the absence of any of the required documents, the Contracting Authority shall
request to submit them. In case of the bid submitted by a consortium this requirement is
applicable to all the members of the consortium. In the absence of any of the required
documents, the Contracting Authority shall request to submit them.
VI. CRITERIA FOR CONTRACTOR SELECTION
1. The criterion for selection of the best bid will be price - Contracting Authority will award
the contract to the Contractor whose offer presented will be the lowest price, subject to
point 2.
2. The contract is a contract in the field of science and aims to select three contractors
making the radiocarbon dating, from different laboratories, different for each lot.
Implementation of each lot in another laboratory results from the need to compare the
results.
3. In connection with item 2, the Contracting Authority will select:
1) for Part I - the contractor who offers the lowest price.
2) for Part II - the contractor who offers the lowest price, but in the event the lowest price
for this lot was offered by the performer of Part I - Contracting Authority will select the
Contractor, whose price is second in the order,
3) for Part III - the contractor who offers the lowest price, but in the event the lowest

price for this part of the contract was offered by the performer of Part I or Part II Contracting Authority will select the Contractor, whose price is next in order.
4. If, as a result of the invitation to tender, the Contracting Authority does not emerge
performers for all of the three lots, will award the contract for this part, for which the
choice of contractor was possible.
VII. INFORMATION ON THE METHOD OF THE CONTRACTING AUTHORITY'S
COMMUNICATION WITH CONTRACTORS AND OF SUBMITTING STATEMENTS
AND DOCUMENTS, AS WELL AS INDICATION OF PEOPLE AUTHORISED TO
COMMUNICATE WITH CONTRACTORS.
1. It is acceptable to communicate in writing or via e-mail.
2. If the Contracting Authority or Contractor submits any documents or information by email, either party shall confirm their receipt immediately, upon the request of the other
party.

VIII. CONTRACT AWARD
1. The Contracting Authority shall award the contract to the Contractor whose bid
corresponds to the rules and conditions specified herein and whose bid quotes the most
favourable price, subject to the conditions referred to in point.VI.2. and point. VI.3.
2. When examining and evaluating the bids, the Contracting Authority may request the
Contractors to provide explanations on the contents of the bids submitted.
3. The Contracting Authority shall correct the obvious typing and arithmetical errors, taking
into consideration the arithmetic effects of the corrections made, as well as other mistakes
consisting in the bid being non-compliant with the specification, but not causing material
changes to the bid contents. The Contractor whose bid was corrected shall be notified
thereof immediately.
4. The Contracting Authority may reject the bid, especially if it was submitted after the bid
submission deadline or is incompliant with the specification.
5. The Contracting Authority shall cancel the contract award procedure if no bid has been
submitted or all the bids submitted are rejected or the price of the most favourable bid is
higher than the amount the Contracting Authority may appropriate for contract financing,
or there are other reasonable circumstances resulting in contract nullity with respect to the
procurement in the field of science.
6. The Contracting Authority shall notify all the Contractors of the procedure result.
The Contracting Authority shall send a contract for the provision of services according to
the terms and conditions offered to the selected Contractor.
7. Because the number of samples actually submitted for enforcement may differ from the
number that used in calculating the offer price, in the contract will be placed the record of
the Contractor's remuneration based on the unit price, at which considers the price
calculated by dividing the bid price by the number of samples given for Parts I-III.
IX. INFORMATION ON THE FORMAL REQUIREMENTS TO BE MET AFTER
THE BID HAS BEEN SELECTED TO EXECUTE THE PUBLIC PROCUREMENT
CONTRACT.
The Contracting Authority shall immediately place the information that the contract has been
awarded on their website, stating the name (business name) or name and surname of the
entity they executed the procurement contract with, or the information that the contract has
not been awarded.
