The programme is assisted by Asian Development Bank (ADB) and KVIC is the nodal Implementing Agency for providing assistance for the scheme as well as guiding, monitoring, rendering all kinds of support for the successful implementation of the scheme. As a part of the programme, the Uthukuli Sarvodaya Sangh has to carry out the interior decoration, furnishing and façade work etc (Store Layout) for the Khadi Gramodyog Bhavan located at D.No. 99, Railway Station Road, Kodumudi, Erode District. In order to accomplish the said work Tender is invited from the interested approved Chartered Engineers/Registered Architects/Registered interior Decorators. Interested bidders may obtain tender document from Uthukuli Sarvodaya Sangh, Kangayam Road, Uthukuli R.S. 638752 Tirupur District, Tamilnadu on non refundable payment of Rs. 300/- on or before 02.1.2016 and before 5.00 PM on working days. The payment will be accepted in the form of crossed demand draft on any scheduled bank drawn in favour of “Uthukuli Sarvodaya Sangh”. The terms and conditions for the same are detailed below. TERMS AND CONDITIONS I. SCOPE OF WORK: Enclosed at Annexure – II-B II. GENERAL 1. The Interior decoration/store layout work should be completed within 2 months 2. The materials to be used should be it should be the best quality and as per specification quoted. The brand name should clearly be specified for the materials. 3. The bidder should quote the rate for covering all the requirements as envisaged in the schedule of works. 4. The work should be executed properly by deploying experienced work-men to the satisfaction of the officer-in-charge of the Uthukuli Sarvodaya Sangh. 5. At any point of time, the Uthukuli Sarvodaya Sangh finds that the performance of the contractor is not satisfactory; the Uthukuli Sarvodaya Sangh reserves the right to terminate the contract. The loss/damage suffered by the Uthukuli Sarvodaya Sangh will be debited to the bidder assigned for the work. Earnest Money Deposit (EMD) 6. The bidder has to furnish an Earnest Money Deposit (EMD) @ 2% of the value quoted in the Tender in the form of Demand Draft (DD) drawn in favour of Uthukuli Sarvodaya Sangh while submitting the Tender/Bid. On completion of the work the EMD deposit will be released after observing the necessary formalities. No interest shall be paid for the EMD deposit. The EMD can be forfeited in case of non / unsatisfactory performance by the bidder assigned for the work. The EMD of the unsuccessful bidders would be returned within one month of finalization of the contract. 7. The FLEC (Field Level Execution Committee) formed by KVIC - for finalization of Tender / quotations for procurement of goods and services by the KVI institutions (Sarvodaya Sanghs) under the programme - has right to accept the lowest or any other tender or reject all of them without assigning any reason thereto. The bidder has no claim in this regard. Similarly, failure to furnish EMD and other requirements as per the terms and conditions may result in disqualification of the Tender/Bid. 8. Before quoting the rates the Tenderer shall visit the sales outlet and understand the actual scope of work. PERFORMANCE BANK GUARANTEE (PBG) 9. Performance guarantee to the extent of 5% of the total value of contract in the form of a Bank Guarantee from a commercial bank to be submitted by the selected contractor in favour of Secretary, Uthukuli Sarvodaya Sangh, Uthukuli. The same should remain valid for a period of one year towards fulfillment of all contractual obligations, repairs, damages etc. ELIGIBILITY CRITERIA 10. The bidder should have at least three years experience in renovation work/interior decoration and should have proven track record along with supporting documents, otherwise the bid will be liable for rejection. TECHNICAL AND FINANCIAL BID 11. The Bidder will submit their offer in an envelope containing technical bid as per Annexure-I. The technical bid will contain details, drawings, layouts etc. in addition to company profile, past experience and work done etc. 12. The financial bid should be in the prescribed format as per the Annexure-IIA and the amount should be quoted as per details of scope of work enclosed at Annexure-IIB. The amount quoted should be inclusive of all type of taxes since no separate payments will be made for taxes. PAYMENT 13. a) No advance payment will be made. However, based on the actual progress of work, running payment will be made. b) After completion a copy of the Invoice and Completion Report has to be furnished by the contractor. c) The payment shall be made by State Office, KVIC, Chennai through Uthukuli Sarvodaya Sangh, Uthukuli after duly scrutiny of the work bill with reference to actual work done by the contractor after deducting all statutory payments, if any. 14. The selected bidder has to enter into a formal agreement with Uthukuli Sarvodaya Sangh, Uthukuli. 15. In case any dispute arises the same will be resolved within the jurisdiction of Tirupur only.
