By Senator Illuzzi, S.C.R. 9 Senate concurrent resolution honoring former Holland town clerk Evelyn (Smith) Page of Holland. Whereas, Holland, Vermont native Evelyn Page has been a public servant who maintains an abiding love for her country, and Whereas, this native of a small Vermont border town far from the ocean’s shores had the privilege of serving in World War II as a pioneer in the United States Coast Guard’s original women’s unit known as “SPARS” (Semper Paratus - Always Ready), and Whereas, Evelyn Page’s path to this historic role occurred after she sat successfully for the United States civil service examination and accepted civilian employment with the Coast Guard in Washington, D.C., and Whereas, shortly thereafter, in 1942, women were offered the chance to enlist in the newly formed SPARS unit, and Whereas, following tours of duty in recruiting and booking positions, and participating in the ceremonial parade in Washington, D.C. that honored former President Franklin D. Roosevelt at the time of his death in 1945, Evelyn Page returned to Orleans County, accepting a position as a telephone operator at the Newport Telephone Company, and Whereas, a chance conversation with a caller and former high school acquaintance, Reginald Page, led to a marriage now in its 57th year, and Whereas, they operated a dairy farm together for many years, and Whereas, in 1969, Evelyn Page’s public service resumed, this time on the local level, when she was elected Holland town clerk, a position she filled diligently and with distinction for 25 years, and Whereas, more recently, her desire to continue to be involved in the community led to her volunteer work in the office of the East Side Restaurant in Newport and since 2000, at the Newport Hospital, and - 42 - Whereas, memories of her wartime service remain important to Evelyn Page, as every Memorial Day, usually in the accompaniment of local school children, she places American flags on the graves of the seven dozen veterans buried in the Mead Hill Cemetery in Holland, and Whereas, she has made lasting contributions to her town and nation, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly honors the public service contributions and community spirit of Evelyn Page of Holland, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Evelyn Page in Holland. Whereas, after graduating from Springfield High School, Richard Tracy earned an associate’s degree at the University of Massachusetts and then completed both an aviation technology course and a bachelor’s degree at the Florida Institute of Technology, and Whereas, Dick Tracy became a commercial pilot employed at Hendrick Motor Sports in North Carolina, and he flew the race car organization’s drivers and employees to NASCAR events around the country, and Whereas, on Sunday, October 24, 2004, during a trip through inclement weather, the plane he was copiloting crashed during a flight from Concord, North Carolina, to Martinsville, Virginia, and all ten persons on board perished, and Whereas, Dick Tracy’s colleagues at Hendrick Sports deeply mourned the death of a much-admired friend and colleague who was extremely proud to be an employee of the racing organization, and Whereas, golf was among his favorite pastimes, and he played whenever the opportunity arose during his travels, and Whereas, Dick Tracy had an insatiable zest for life, and he treasured his friendships, especially those in his hometown of Springfield to which he returned on a regular basis, and - 43 - Whereas, he was a man of deep faith for whom religion played an important role, and Whereas, Dick Tracy was extremely fond of his many nieces and nephews and remained close to his seven siblings, and Whereas, he brought great joy into the lives of many persons both in Springfield and in professional auto racing, and Whereas, while Dick Tracy’s career took him far from Springfield, he always considered this Windsor County town his true home, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly extends its sincere condolences to the entire Tracy family who has suffered the loss of a dear brother and uncle, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Representative John Tracy in Burlington. Whereas, Cosette Allen, a native of Boston, dedicated her professional career to helping those in need, both individually as a health care professional and for all of central Vermont as an exemplary American Red Cross regional administrator, and Whereas, after earning her RN diploma, in her native Massachusetts, she entered the health care field as a hospital-based nurse, and Whereas, upon moving to Vermont, Cosette Allen became a nurse with the Head Start program in Orange County, and she later served as health care coordinator and then social services coordinator for the Head Start Program at the Central Vermont Community Action Council, and Whereas, in 1984, this truly community-minded individual became the executive director of the Central Vermont Chapter of the American Red Cross, - 44 - and she subsequently served as assistant director of the organization’s merged Central Vermont-New Hampshire Valley chapter, and Whereas, Vermonters met Cosette Allen in various settings, including natural disasters and community blood drives, as she performed her Red Cross duties, and Whereas, residents of Montpelier were especially appreciative of her tireless efforts on their behalf, including the rapid establishment of an emergency shelter at Vermont College following the 1992 flood in the city, and Whereas, more recently, Cosette Allen was instrumental in organizing the local hero program that honored individuals in Washington County who have made special contributions to their communities, and Whereas, during her recently concluded two-decade tenure as a Red Cross official, she directed the organization’s central Vermont operations effectively and with a special sense of commitment to aiding the community, and Whereas, her husband, Ted, daughters, Sharon and Maggie, and granddaughter Chelsea, and her many friends and colleagues were greatly saddened to learn of her sudden death in an accident at the age of 62, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly expresses its sincere condolences to the family of Cosette Allen, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to Ted Allen in Montpelier. Whereas, in the years following the Vietnam War, veterans of that conflict encountered numerous problems regarding education, health care, disability benefits, and readjusting to life on the home front, and - 45 - Whereas, in the late 1970s, the national Vietnam Veterans of America (VVA) was established in Washington, D.C., to address these issues and advocate on behalf of the nation’s Vietnam veterans, and Whereas, the first local VVA chapter was established in Rutland through the efforts of local individuals, including Jake Jacobsen who spotted a newspaper ad in search of Vietnam veterans, and Whereas, the ad, which was the idea of Donny Bodette, brought together two veterans with opposite political philosophies with Jacobsen being to the left of center and Bodette to the right, and Whereas, despite their political differences, the two men shared a special camaraderie based on their personal experiences as Vietnam Vets, and Whereas, a third critical organizer of Chapter 1 was Robert O. Muller, founding president, who was in favor of a national Washington, D.C. lobbying organization, and Whereas, the organizers recognized that with a force of three dozen local veterans, it was possible to establish a local VVA chapter and still participate in national lobbying activities, and Whereas, through the efforts of these Vermonters, the Vietnam Veterans of America’s first local chapter was established, and Whereas, as the original chapter, it has members from across the United States, and Whereas, although the chapter does not have any Canadian members, it works closely with Canadian veterans of the Vietnam War as demonstrated when the Moving Wall (a Vietnam Memorial replica) visited St. Albans, and Whereas, on April 13, 2005, VVA Chapter 1 will commemorate its 25th anniversary, and Whereas, VVA Chapter 1 has been of great assistance to veterans in Vermont and elsewhere, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates Chapter 1 of the Vietnam Veterans of America on the occasion of its 25th anniversary, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to the chapter’s president, Adrian Megrath. - 46 - By Representative Hosford of Waitsfield, H.C.R. 25 House concurrent resolution honoring the “Federal TRIO Programs” in Vermont. Whereas, facilitating the academic success of students who come from families with minimal economic resources and who aspire to be the first members of their families to attend college is of paramount societal importance, and Whereas, in order to assist these students on their academic journeys to an institution of higher education and to increase their likelihood of success once they arrive on campus, Congress created the Federal TRIO Programs, and Whereas, in Vermont, 17 TRIO programs and one GEAR UP program, serving a total of 6,300 students, are operating at seven colleges and at VSAC, and Whereas, Upward Bound, the original federally financed college incentive program for disadvantaged students, was established in 1965 under the auspices of the federal Office of Economic Opportunity, and in coordination with its much later established companion program, Upward Bound Math Science, helps secondary school students from financially disadvantaged families prepare for college through special classes in various academic subjects, and Whereas, the Talent Search Program, initially authorized in the Higher Education Act of 1965, assists students early in the college admissions and financial aid process, and Whereas, the federal Education Amendments of 1968 reauthorized these two original programs, established Special Services for Disadvantaged Students, and united all three under the umbrella of the federal Office (now Department) of Education, and Whereas, this threesome of special programs for students from low-income backgrounds became known informally as TRIO, and Whereas, over the ensuing decades, additional programs such as Veterans Upward Bound, Student Support Services, Educational Opportunity Centers, the Ronald E. McNair Post-baccalaureate Achievement Program have all been added to the TRIO mix, and Whereas, in 1992, Congress renamed the combined “Special Programs for Students from Disadvantaged Backgrounds,” as the “Federal TRIO Programs,” and - 47 - Whereas, the “Federal Trio Programs” continue to be a special gateway for helping financially disadvantaged students achieve their higher education hopes and dreams, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly is pleased to honor the outstanding work of the “Federal TRIO Programs” in Vermont, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Rick Williams, director of the Upward Bound program at Lyndon State College. By Representatives Miller of Elmore and Smith of Morristown By Senators Bartlett and Doyle H.C.R. 26 House concurrent resolution honoring Jon Purcell of Boy Scout Troop 876 in Morrisville on becoming an Eagle Scout. Whereas, scouting is a movement that challenges, inspires, and guides young men toward high achievements and high values as expressed in the Scout oath, law, motto, and slogan, and Whereas, Eagle is the highest rank in Boy Scouting, and Whereas, attainment of Eagle rank requires mastery of difficult challenges in diverse areas, and Whereas, only 26 percent of all scouts reach the rank of Eagle, and Whereas, Jon Purcell of Troop 876 in Morrisville demonstrated outstanding leadership and organizational skills in completing the community service project requirement for his Eagle award, and Whereas, his project entailed improving the walking trails on the CREW property in Morristown, and Whereas, as the first phase of this endeavor, Jon devoted three days to widening the existing path with a brushhog and improving the trail’s durability by using a skidsteer at selected locations; walked the path with the aid of a GPS compass in order to provide specific coordinates for a map; and created and painted trail signs, and Whereas, as a second phase of this project, he gathered a work party, consisting of 23 friends and family members, to construct two bridges, erect signs, spread bark mulch, cut weeds, and relocate picnic tables, and Whereas, as a result of Jon’s outstanding initiative, the CREW Trails are now a far more inviting destination for an afternoon’s walk or picnic, and - 48 - Whereas, at a Troop 876 Eagle Court of Honor, he was inducted into the special group of scouts who have earned the rank of Eagle, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates Jon Purcell of Morrisville on his achieving the rank of Eagle Scout, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to Jon Purcell. - 49 -
