Overview of Role: The Commission has been established by Parliament to help make
Britain a fairer and more successful and more prosperous country for everyone. It does
this by helping to ensure everyone is protected against unfair treatment; by promoting
and safeguarding the human rights we all enjoy; and holding organisations to account for
meeting equality and human rights standards.
Assigned to the Head of Research, our Research Managers play a crucial role in
identifying, conducting and developing the Commission’s analytical work, as well as
clarifying new and emerging challenges by interpreting and disseminating relevant
research and analysis. Post holders ensure the use of social, political, cultural and/or
other qualitative and quantitative data throughout the Commission is methodologically
robust. Post holders will apply their knowledge and experience of research design and
methodology to ensure research is fit for purpose and robust. This will include advising
policy colleagues on the scope and focus of the research, sample selection and the
relative merits or draw-backs of taking different research approaches whilst ensuring
value for money. Working collaboratively with colleagues, Research Managers provide a
strategic overview and design and plan specific research projects to meet policy,
communications and legal needs in line with the Commission's strategic objectives.
Successful candidates will manage externally commissioned research projects and may
also represent the Commission externally on other organisations’ research programmes
and Advisory Groups / Boards. Post holders are responsible for building successful
stakeholder relationships both internally and externally.

Fixed Term Vacancy Summary
We are seeking to fill two fixed-term posts: One Research Manager is funded until
December 2015; the other is a 12-month posting. There is also a possibility of a third 12month post, subject to available funding.
Research Managers will have a portfolio of work which may cover the following:

building an evidence base to measure and understand the extent of unlawful
discriminatory recruitment practices in the UK

designing and managing a programme of research to evaluate the Public Sector
Equality Duty (PSED)

designing and managing a programme of research to support the Commission’s
inquiry into the representation of Women on Boards

commissioning research to explore the challenges Small and Medium Enterprises
face in applying the requirements of the Equality Act

collecting and analysing quantitative and qualitative data to inform the Commission’s
Quinquennial Review on equality and human rights
What we are looking for: To succeed as a Research Manager in the Commission, you
will have a professionally qualified degree in research or statistics, or have gained
equivalent experience in the workplace. The ability to summarise numerically expressed
research accurately and effectively contribute to policy, communication or legal projects
with research requirements are essential. You will have formed a network of contacts
within the research and analysis field and be able to prove you have kept up-to-date with
the latest research developments. You will also be experienced in identifying and making
recommendations on the best possible sources for data, and identifying the best practical
sources for research, whether internal or external. Ability in the use of SPSS or similar
software to analyse statistical data would be beneficial for these posts.

Selection Process:
Following the shortlist, a variety of assessment methods may be used including
Psychometric Assessment, Competency Based Interview, Technical Interview and
Practical Exercises such as Presentation, In-tray exercise etc.
The recruiting manager reserves the right to insist on specific assessment being carried

Please note that Civil Service candidates on level transfer will be offered their current
salary (where this does not exceed the relevant Commission’s payband) and all other
candidates will be offered the starting salary for the role.
A London weighting of £3,200 per annum is applied to those roles based in our Fleetbank
House office.
