It does this by helping to ensure everyone is protected against unfair treatment; by promoting and safeguarding the human rights we all enjoy; and holding organisations to account for meeting equality and human rights standards. The Commission is looking to recruit a temporary Programme Head, allocated to externally funded programmes. The successful candidate will take accountability for ensuring the successful delivery of the relevant externally funded programmes to agreed quality assurance standards. Working closely with external providers they will effectively manage their performance and perform a leading role in the delivery and monitoring of such contracts, They will be required to analyse complex data, scoring and assess bids and information and will draft concise and readable documents based on strong evidence. Developing and managing relationships with a range of external stakeholders they will support the delivery of allocated work and enhance the Commission's reputation. Key deliverables for period of the assignment: To assess and successfully deliver current externally funded projects To provide programme and project management data as and when required for business planning including risk registers, delivery reports, resourcing profiles, budgetary and project plans To establish a successful mechanism for analysing, prioritising and approving procurement to deliver projects including for awarding and performance monitoring contracts to deliver projects. To develop a continuous improvement mechanism and framework for assessing and approving new programme bids, including building lessons learnt from previous projects To develop consistent methodology and procedures for applications for future programme bids Advertised: 11/11/14 – 25/11/14 Assignment Summary External To set quality control measures and integrate an evaluation framework for the portfolio of projects What we are looking for: The successful candidate will be able to demonstrate that they have operational experience of monitoring and reporting on budgets and of using organisational financial and procurement processes appropriately. They will have experience of cross team working and be able to determine best value delivery mechanisms through market testing, mapping existing provision and benchmarking activities. They will have experience and / or knowledge of developing service delivery specifications as part of commissioning and procurement processes and ensure that all contract management activity meets legislative requirements through professional knowledge and, where required, liaison with professionally qualified advisors. They will be able to network and build strong stakeholder relationships. Excellent drafting skills in order to draft tender specifications and contracts will be required. Some managing of staff and contracted personnel will be required.
