Energy Committee Recommendations
Lighting
Incorporate the features listed below in an immediate upgrade program; additionally, whenever lighting
components are repaired or replaced, upgrade the features on those lighting systems.

Replace all incandescent and quartz lighting with 48 inch T8 fluorescent fixtures and electronic ballasts.

Replace any failed ballasts with electronic ballasts on all T8 and T12 bulb fixtures.

Replace any failed 48 inch fluorescent bulbs with low wattage (25 to 32 watt) bulbs. (Phillips, GE, Sylvania,)

Utilize compact fluorescent bulbs in areas where a change to 48 inch fluorescent fixture may not practicable; such
as table lamps, desk lamps, and ceiling lamps.

Use ultra low wattage - low voltage LED flood and spot lamps where they fit the application. (Patlite)

Use ultra low wattage - low voltage LED lamps in exit and emergency lighting installations. (Farm Tek, Tek
Supply, Patlite)

Cover all bulbs with a clear or diffuser protector.

Street lighting should be modified where possible or replaced to utilize the most efficient lamp without sacrificing
lumens regardless of color rendition.
Water
Energy, water and plumbing savings can be accomplished by embracing the equipment changes listed below as an
upgrades. Waiting for equipment failure will eliminate any energy savings.

Replace all tank type hot water heaters with continuous supply tankless electric or natural gas hot water heaters.

Replace all urinal fixtures with waterfree fixtures and retire the associated water supply plumbing. (Falcon
Waterfree Technologies)

Replace all commode fixtures with fixtures rated at 1.0 gallons per flush maximum. (Koehler, Gerber, American

Insulation
Foam and radiant barrier insulate all roofs. Savings begin immediately, additionally, building equipment located in
attics will run in a cooler environment in the summer making them less prone to failure.

Foam insulate all attic roof rafters. (Icynene Foam)

Install a ¼ inch thick insulation consisting of bubble wrap sandwiched in between two layers of foil radiant
barrier. One or two layers of barrier bubble air cellular material laminated between of aluminum foil. (Anco


Apply a radiant barrier roof coating only if attic radiant barrier insulation is not possible. (Icynene's e-Barrier,


Install stone coated steel architectural roofing systems when roof replacement is necessary. (Decra)
Windows
Replace all windows with high energy efficient new windows as per the energy efficient windows specification. Caulk
and insulate all old windows awaiting replacement. Replace all cracked panes.
Appliances and Motors

Make use of power reduction technology on small and major appliances; single phase motors; and polyphase
motors including equipment with integrated motors. (Power Planner and other Smart Motor Controllers with an
energy saving feature) (Energy Smart Products Company and Allen Bradley Company)

Add soft start packages to all larger motors with multiple starts and stops. This is especially important on electric
accounts with demand metering.

When purchasing an appliance or equipment, check energy consumption, ratings, and special considerations with
the DOE and FTC web sites and publications before deciding on which brands to purchase.
Vehicles, Fuels, and Risk Management

Do not hand down any police or similar big engine vehicles for use by other departments. Purchase fuel efficient
and environmentally friendly vehicles for use by other departments. Vehicles commensurate with the miles
traveled on Township business. (Ford Focus). Consider the higher energy savings of well established hybrid and
alternate fuel vehicles for the limited ranges traveled by department employees.

Replace fuels oils with natural gas on all major equipment such as boilers and generators to alleviate the risk of a
delivery spill and the need for delivery truck secondary containment. As an added benefit, natural gas does not
emit any particulate when combusted, it has controllable NOx in this type of equipment and does not emit any SO2
pollution.

Remove all underground storage tanks and buy vehicular fuel commercially or store a modest back up supply in
above ground storage with integral secondary containment to avoid the risk and liability of underground storage.

In rooms where natural gas is used, upgrade all electrical wiring and fixtures to explosion proof.
Equipment Maintenance, Replacement, and Monitoring

All equipment maintenance contracts should include a complete annual overhaul of major equipment such as
boilers, HVAC systems, generators, etc. Performance guarantees and annual tests as part of the annual overhaul
must be included.

Do not replace major equipment without a full evaluation and options from a maintenance professional company
that does not sell or broker the sale of the equipment under evaluation. Evaluation and testing by a Certified
Measurement and Verification Professional ("CMVP")

Install an energy monitoring system that provides baseline benchmark information plotted against current energy
consumption as a tool to monitor changes in equipment degradation and efficiency. (E-Mon)
Consultants and Brokers
The use of energy consultants should be considered after these recommendations have been implemented. Consultants
like Real Win Win and others seek out and utilize global rebate programs and other cost saving methods effect energy
savings which then belongs to their customers. (Real Win Win)
Engage a consultant to evaluate the potential income from photovoltaic energy production from Township buildings
and school buildings.
Engage a broker to market Cranford's municipal and school electric load and gas usage as a single blocks of energy
demand in the electric and the gas markets for a better price advantage. Consider including residential, commercial, and
industrial loads within the Township to increase the load blocks and improve the selling price. Each entity with direct
individual metering and billing.
Before any installations and upgrade programs are undertaken, a check should be made with

if so, what documentation and features are necessary to qualify.
