Overall purpose of job:
The post holder will be responsible for monitoring population health needs and trends and
will take a lead intelligence role on areas of key public health concern.
They will provide specialist advice on epidemiology, statistics, and health intelligence and
interpretation of complex public health data for key partners in the Clinical Commissioning
Group, Commissioning Support Unit and Public Health England and other business
intelligence services within the Council.
Act as information governance lead
Post holders will be expected to be flexible in undertaking the duties and responsibilities attached
to their post and may be asked to perform other duties, which reasonably correspond to the
general character of the post and are commensurate with its level of responsibility.

Main responsibilities:
1. Develop and design health related data sets and information, undertake health
needs assessments and equity audits as required
2. Produce summary documents of public health intelligence and provide analysis for
the JSNA, the Annual Public Health report and other public documents, and
disseminate these to a wide range of audiences
3. Adapt and design information systems concerning health intelligence to meet local
service needs and supervise the further development of data management and
analysis systems, to make future analysis easier
4. Manage and process key public health intelligence systems and local data sets and
disseminate associated statistics and information
5. Analyse investigate and resolve complex statistical/analytical/epidemiological
queries and issues/problems where this requires a range of solutions, in a timely
and accurate manner
6. Ensure that data collected is managed processed, analysed, and reported
appropriately, and is subject to standard quality and checking procedures, to
maintain and enhance knowledge management and data sharing within the team
7. Manage and lead on projects independently and write reports for technical and non
technical audiences as required
8. Participate in relevant meetings, providing specialist public health intelligence
advice and support where requested
9. Work on joint projects with health and social care commissioners and information
specialists across the health intelligence community and supervise staff appointed
to these projects as required
10. Respond to routine and ad hoc public health data requests from the media, from
colleagues within the health community and in partner agencies, and where
appropriate, to give statistical, epidemiological and analytical advice
11. Deputise for the Head of Public Health Intelligence as required
12. Arrange meetings with colleagues to plan objectives and work commitments for
multidisciplinary research, audits and projects
13. Ensure all public health intelligence information systems and processes are
compliant with the law and Information Governance Guidance and store data in
accordance with data protection, Caldicott Guardian, freedom of information
systems and confidentiality principles
14. Provide advice to others on public health data collection, analysis, management
and interpretation
15. Demonstrate activities and work routines, to others, in data management or data
quality
16. Supervise students or newer colleagues offering advice where required; regularly
train staff on data collection and analysis and allocate work
17. Act as Information Governance lead for Public Health Intelligence as required by
the Director of Public Health and Head of Service
18. Work with colleagues in other public health intelligence networks to share and
develop resources, knowledge and skills in order to improve the efficiency,
effectiveness and accessibility of information and intelligence.

Knowledge, skills and experience:
Knowledge, Training and Experience
Through post graduate diploma level qualifications ( or equivalent qualifications and
experience):
 Specialist knowledge of statistical techniques and epidemiology
 Well-grounded experience of data analyses, and dissemination of findings with
the ability to communicate complex information to specialists and non-specialists
 In depth knowledge and experience of local and national NHS and other relevant
data sources
 Detailed knowledge of various statistical software packages as well as database
and spreadsheets, and have the knowledge and experience to undertake
complex and data management and manipulation.
Creativity and innovation:
 Analyse, investigate and resolve complex statistical or data queries, issues or
problems; and identify and propose solutions
 Analyse and interpret both quantitative and qualitative data
 Use judgemental skills to derive alternative information sources and methods of
analysis when appropriate
 Balance the likelihood of different assumptions relating to information in order to
obtain an adequate solution.
 Undertake surveys, audits or public health research to support service
development e.g. lifestyle surveys, local data surveys, local research in line with
organisational objectives.
 Develop methodologies for the analysis and/or interpretation of data.
 Contribute to one or more of the organisation’s public health priorities, leading
on the collection, analysis presentation and interpretation of key intelligence on
behalf of the PH Directorate and the reasons for key trends in, eg uptake of
immunisations, smoking rates, prevalence of long term conditions, inequities in
health outcomes and so on
 Identify, propose and implement changes to working practices, concepts or
procedures to improve the quality of information delivery which impacts beyond
own area on other disciplines or parts of the service.
 Initiate and plan statistical work programmes and make adjustments to meet
stakeholder requirements

Contacts and relationships:
 Present complex information to relevant technical and non technical stakeholders
 Maintain regular contact with project sponsors to ensure appropriate user input
and report progress
 Attend regular meetings with line manager to report on progress

 To coach and develop skills amongst other analytical staff.
 Provide face to face, telephone and written communications with all levels of
management and professional advisors
 Communicate highly complex statistical matters with other statistical

Consequences
 The work of the post holder will impact directly on the quality, reliability and
timeliness of public health intelligence required by members of the statutory
Health and Wellbeing Board, North Lincolnshire Council and NHS Clinical
Commissioning Group to commission services and monitor public health.

Responsibility for financial & physical resources:


The post holder will be responsible for the safe use of their own equipment and
ensure the computer equipment does not contravene health and safety.
